We are not sure that the location shown is correct, wo hid received a legal description and an accompanying sketch of the Walnut Place realignment. both dated May 15, 1978. Our surveyors located what they thought was the intended alignment, took topog, and tied all visible markers which appeared to be right-of-way markers. It then appeared that the legal description and the Fketch were not in agree- ment, the distance to the c6r wash building apparently being erroneous, and that it was inpossible to relate points found by our survey crew to right-of-way as shown on the Washington County subdivision plat. It is not clear to us if the iron pipes found along Walnut Place are right-of-way marker,-- , obsolete right-of-way markers, or offset points. None of the distances between these points agree with the plat. On our drawing we have shown our best guess of the true location of the Walnut Place right-of-way. Would you please investigate? This project is now in our Final Design Section in Salem, so any changes must be made soon. If we do not receive a response in two weeks, we will assume our location is correct. PAUL E. Under Title III of Public Law 91-646, Uniform Real Property Acquisition Policy, Cha property owner is entitled to just compensation for the property to be acquired. Should you desire to receive compensation, we will have the property appraised and make you a monetary offer based on the appraisal. This includes not only purchase of property, but construction permits, easements, etc. However, the Law also provides that an owner may donate the necessary property right if he wishes to do so. If you are willing to acknowledge that you understand these requirements and are still. willing to donate to the City the required right-of-way, the time and expense of the appraisal, etc. could be avoided.
