A complete survey of the proje.-t was made and we feel that there are three areas within this subdivision that 14►ould be Quality flock Company 's responsibility to correct before the City will accept this project. The following corrections should be made: 1. Resurfacing of the elbow area lccat.a_d on 110th Street. 2. Rause manhole cover and resurface, on S.W. r^ira Court. 3. Remova broken asphalt and resurface at interst,etion of 110th Street and S.W. Mira Cour. I believe that when these items have been completed tho contractors portion will be completed. Before the City of Tigard can accept this subdivision for maintenance, there are a number of other items which must be completed, they are as follows : 1. Replacement of curb along a portion of 110th Street. 2. Plant bad locateA in Mira Court and elbow pros on 110th Street need cleaning and planting. 3. Curb repair in several arear, throughout subdivision. This appears to be the primary corrections necessary to make this subdivision acceptable. This does not correspond with tha as-built plan set we received from the City and we therefore feel helpless to remedy the problem. As it exists right now, the pavement is uneven with numerous high and low spots; it exhibits a great deal of segregation in l..,Aring with some poorly constructed joints; there are numerous roller marks which were left in the pavement and in several areas the pavement is breaking up. In one area where the pavement has broken up Cie thickness of the mat was somewhat lose than l,i". The pavement design of thi3 street called for 8F' rock and 2" of asphalt concrete. I am sure there is an excess of 2" of concrete in other areae of the street. As I understand, this pavement was constructed in November under adverse weather conditions and judging from appearances, on a soft and yielding base. Judging from the depth of standing water at the curb there may be some grade problems with this streets however, 1 will confine my recommendations only to what I feel would be neoessary to bring the pavement up to an acceptable standard. First, I believe it would be unwise to attempt anything other than the absolutely necessary repairs at this time since any patches would probably be of a temporary nature at beet. Sometime in the mp;,ing when Jou can reasc.aably expect to have several warm, dry, days 1 would recommend that all cracked or failed areas be removed down to the subgrade and replaced either with base rock and asphalt concrete or with the alternate 5" of properly compacted full-depth asphalt concrete. Generally, in patches of this nature, it is more economical to build the entire patch out of asphalt concrete and a stronger patch results also. After all required areas have been re- paired in this way I would recommend that a slurry sea]. be placed over the entire street. An alternative to a slurry seal, if the contractor so desires, would be a thin asphalt concrete overlay of 1/2" to 1" in thickness constructed with either plass "C" or class "D" asphalt concrete. At that time there was some doubt as to whether or not the pavement would pass minimum compaction standards. Now that the tests indicate that the standards were met, I am submitting my recommendations for correc- tion of the deficiencies shown. As outlined on the map, there are two types of pavement deficiencies encountered in this project: 1) surface irregularities which include raveling and/or roughness and roller marks, and 2) subgrade softness, which includes soft spots and subsequent pavement cracking and failure. The first type of deficiency, surface irregularities, can be corrected with thin renewing overlays of a sand aggregate type asphalt. -.rhe raveling rough areas can be overlayed locally and feathered. out to match the existing pavement, while roller marks, grooves caused by poor roller operation, can be filled up ana levelled off' to match the existing pavement surface. Correction of t,tese soft and broken-up areas of the pavement can be made by remov'ng all 'broken or cracked asphalt, removing the soft sub-base to a dept.i of 6" to 10" and replacing it with asphalt paving. This will prevent any further "mixing" of sub-base rock with unstable subgrade material and subsequent soft areas. As we discussed earlier, it is my understanding that the City of Tigard wi11 not accept the streets In Mira Park until the paving deficiencies have been corrected and also that due to the inclement weather, you will not accept any corrections made at this time. Therefore, we recommend that the above corrections be made this coming summer, when the weather is better suited to these types of repairs, and tnat you give us con- ditional approval based upon the recommendations contained in this letter. It is understood that the one year maintenance period will not go into effect for the streets until you formally accept them. If you have any questions, please give me a call.
