Gray & Company (Tigard, Oregon) on Tuesday, September 16, 1986, concerning soil sampling and analysis of subsurface soils at the Katherine Street construction Site (Tigard, Oregon) . Specifically, OMNI Environmental Services, Inc., was requested to perform subsurface soil sampling and pH analysis of those sarrples obtained from within a trench that was currently under construction. The samples were obtained between 1600 hours and 1635 hours on September 16, 1986. Laboratory analysis for pH determination was performed at the ONWI Environmental Services, Inc., laboratory (Beaverton, 01egon) . Of the six (6) subsurface soil samples obtained, the average pH value was 7 .j, with the overall pH range of 6.7 - 8.0. It is CIMNI I7rviram-ental Services, Inc. 's recommendation that the R.A. Gray & CJcrrpany proceed with the installation of the 16 gauge aluminum pipe, as t.he"A-il pH values are within the norrial expected range, and therefore should not have any pronounced corrosive effect upon the pipe. 1. Following horro-genization, a 40- gram subsarrrf•le of each sarrUle was transferred to a glass beaker containing 400 mL de:onized distilled Hater. Me soil/water Solutio: was well mixed and allowed to settle for 1 hour. Folladng settling, a 60-mL aliquot of the sample was filtered into a clean beaker and subsequently analyzed for pH value. The pH meter consisted of a Corning model 610A p1l meter utilizing a Corning pH triple purpose Aq/Aq CI reference probe. The c&? metes was pre- calibrated to pH-7 and pH-10 prior to each sample analysis utilizing appropriate pH buffer solutions. Ehginfering Analysis The proposed installation of aluminum spiral corrugates' jjpe should be suitable for use as storm drainline under the existing soil cor0it.ions. The Alclad pipe has been derTc)nstrated to have a service life e>.ceeding 75 years when soil conditions are in the range of 4 < pH < 9 when carrying non- corrosive fluids. The soil pH levels and variability demonstrated by sampling indicate conditions to be well within this range Prc-ratilre �_pe failure due to corresion shoul-1 riot be a problem,. In the event that the Petitioner shall fail, neglect or refuse to proceed with the work in an orderly and progressive manner, to assure completion within the time limited, upon ten (10) days' notice by the City to the Petitioner and the Pet:itioner' s surety, and such default and failure to proceed continuing thereafter, the City may at its option pr•oce?cad to have the work completed and charge the costs thereof against the Petitioner and the Petitioner' s surt!ty and in Lhe event the same be not paid, to bring an action on the said bond to recover, the amount thereof. Katherine Street is designated as a local street and the right—of—way width stardard is 25 feet from centerline. The Katherine/Tigard Street intersection to the east forms an angle that may be difficult for the anticipated truck traffic to negotiate. In order to ensure that the ultimate alignment of this intersection and the improvements in front of the subject property will adequately accommodate truck traffic, the street design should run from the northwest corner of the property to the Katherine/Tigard Street intersection. The Building Inspection Division has no objecticn to the request. The Tigard Water District indicates that a fire hydrant will be required as well as a one inch meter to serve the property . The Tualatir. Rural Fire Protection District st«tes that exterior wall and opening protection shall be provided and a fire hydrant must be no more than 250 feet from any portion of the building. No other comments have been received. 13. ANALYSIS AND CONCLUSION The proposed project conforms with City Community Development Code requirements for building setback and height, access, lot coverage, parking, landscaping, and visual clearance. One bicycle parking space is necessary, however, for every 15 required parking spaces and therefore one such space must be. incorporated with this project.
