1 Gentlemen:
As requested by you, we are enclosing the following explanation
of why the final cost of Center Street is somewhat over the Bid price.
The quantities used on the bid schedule for gravel were evaluated
as the compacted in place volume, but the specifications state that pay-
inent for the materials will be by volume in tt a truck at the point of
de1)usii. (See specification Highway 05-P measurement and payment).
Figuring that the loose volume will compact by 25016 when in place, the
%i)hime of gravel delivered at the project of 300 cu, yds, less 25% is
Close to the 220 cu, yds. bid. This is also true for the gravel used for
the leveling course.
The only explanation for the over run of the Asphaltic Concrete
is that due to the specific gravity, gradation, and other charactr-i4tics
"f the mineral aggregates the Asphaltic Concrete can vary from 100 to
ItU lb, per cu, ft. Also the Contractor may have placed the Asphaltic
C,n l rete a little thicket than the required 2 inches. Regardless of the
vii iatil,n, a total of 139 tons of Asphaltic Concrete was placed on the
,trent.
Our inspector has the volume and weight tickets for all the mate-
rial delivered to the project. As this is a unit price contract, the City
is obligated to pay for the actual quantities of materials used to complete
the project.
We feel that the final estimate is a true anti correct statement of
the materials used and that Oregon Asphaltic Paving Company is due the
amount shown on the estimate.

WHEREAS, the City invited bids for certain street improve-
ment work on S. W. Center Street in Tigard, Oregon in accordance
with plans and specifications prepared by Stevens & Thompson, Inc. ,
engineers for the City, all of which are by reference incorporated
herein to the same force and effect as if set forth herein in full,
including the following:

3. The quantities stated in connection with the price schedule for
the contract submitted herewith are approximate only and payment shall
be made on the unit prices named for the actual quantities incorporated in
the completed work. Only those items for which estimated quantities are
given may be increased or decreased at the: unit prices named. If there
shall be an increase in the total payment for an item coverei by a lurip
sum price, it shall be cornputcd un a basis of Extra Work for which an
increase in payment will have been darned, and if there he a ascrease
in a lump sum payment for any such ite►n it shall be made only as the
result of negotiation between the undersigned and the owner.

fications, and comply with all laws of the State of Oregon which are perti-

fications, all within the time limit named therein and in accordance with the

We have reviewed the three bids received by the City of Tigerd
on September 13 for construction of the subject street project,
The low bid of $3, 608. 75 was submitted by Oregon Asphaltic
Paving,Company, If the City deletes Item No. 7, Concrete Curbs,
Oregon Asphaltic Paving Company would still be low with a bid of
$3, 390.00, This contractor has agreed to complete the work within
60 calendar days from execution of the contract (weather permitting),
which was the lowest number of days submitted by any of the con-
tractors.
We believe it would be in the best interest of the City to award
the contract to Oregon Asphaltic Paving Company and recommend
such an award.
