APPLICATION: Request by Donald G. & Elizabeth Bachman (applicants) and First
Baptist Church (owner) to adjust two parcels of .21 acres and 4.28 acres into
two parcels of 47 and 4.02 acres on property zoned R-•3 .5 (Single Family
Residential, 3 .5 units per acre) and R--4.5 (Single . Family Residential, 4,5

DECISION: Notice is hereby given that the Planning Director, for the City of
Tigard has APPROVED the above described application subject to certain
conditions . The findings and conclusions on which the Director based his
decision are as noted below.
A. FINDING OF FACT
1 , Background
One of these properties belongs to the First Baptist Church whose main
church building waw constructed in 1969 under a permit from Washington
County. Additions to the main church and to an older building, Boldt
Hall, were requested in 1985 as a Conditional Use (CU 2-85)
application. Approval with Bond;tions was granted for that request.
To date, no other land use applications have been reviewed by the
Planning Director for either of tt,ese properties .
2, Vicinity Information
I
The church property is in an R-0.5 zoning district while the Bachman' s
single family residence is in an R-4.5 district. Development patterns I
in the vicinity are most)y single fami`.y residences. Two apartment
omplexes are located sou+-h of the ehurt-h (across SW Gaarde) which is !
in an R-12 (PD) (Multi-Fami)y Residential, 12 vnits per acre, Planned
Development) zone,
3. Site Infermation and Proposal Description
The church propqrty is currently develeded with three structures - the
main church 5uildinq, an older house and a social/education building
known as Boldt Hall , The Bachman property has a Tingle family
residence on it. R2tween the two developed portions of both
priperties is a drainage area and greenway .
The applicants are proposing to reduce the church property by .26
acres and adding the same amount of acreage to the Bachman's
property. The property area being adjusted includes a 20 foot wide
bike path easement and a 15 foot arida sanitary storm sewer easemenc.
