We have entered into a contract with Pacific Roofing to roof PacTrust
Business Center Buildings E and F, currently under construction.
We will install a Class A assembly in two stages. Since the installation
will be made in the winter, we will be unable to complete to a Clays A
rating until spring and warmer weather. Our system will be a Conglass
ND24, which involves a 724 mineral. cap. This material will not lay flat
if installed in cold weather.
The installation will. be similar to Buildings B, C and D recently completed.

I have discus ed the conditions of approval for Site Development Review
(SUR 15-84) fo Pac Trust with other city staff members. This letter is
intend%L.14-1'nform you of the outcome of these discussions and to clarify when
compliance with these conditions will be necessary.
Conditions 2, 3, and 9 must be completed and approved before buildings permits
are issued. Questions related to the submittal requirements should be
directed toward John Hagman or Randy Clarno of the Engineering Division.
Conditions 1 , 4, 5, 6, 8, 11, and 12 shall be completed prior to occupancy of
either building.
Condition 10. a. has been modified to allow for a driveway at least 140 south /f
of Boones Ferry Road. A written request to allow a driveway over 30 feet in
width must be approved by the Director of Public Works. The original siteo-11
plan a sufficient number of standard parking spaces. Adjustments to '�
the width of the compact car spaces noted in condition 10. c. (8.5 foot
minimum) may be made during the Installation of the parking aree. Condition
10. b. will still be required, however, Planning Director approval of the
bicycle rack location and desigi. may be (referred until the time of
Installation.

C. DECISION
The Planning Director approves SDR 15-84 subject to the following
conditions :
I. standard half-street improvements including sidewalks, curbs,
street lights, and driveway aprons shall be provided along the
Upper Bones Ferry Road frontage.
2. Seven (7) sets of plan-profile public improvement construction
plans and one (1) itemizes: construction cost estimate, stamped by
a registered civil engineer, detailing all proposed public
improvements shall be :submitted to the City's Engineering Division
for review including the new street .
3'. Construction of proposed public improvements shall not commence
until after the Engineering Division has issued approved public
improvement plans (the Division will require posting of a 1007
performance band) , the payment of a permit fee and a sign
installation/streetlight deposit. Also, the execution of a street
opening permit or constructius, compliance agreement shall occur
prior to, or concurrently with the issuance of approved public
improvement plans.
4PC- A reserve strip deeded to the City shall be provided nt the
terminus of the new street .
5�G A 60-foot wide right-of-way for the new street shall be dedicated
to the City.
6. Existing improvements at the Upper Boones Ferry Road intersection
shall be reconstructed as necessary at the applicant 's expense.
Re-timing of existing traffic signals shall be performed, if

APPLICATION: Request by Pacific Realty Trust for Site Development Review
approval to construct two office/warehouse buildings and related improvements
on property zoned I-L (Light Industrial) and located southwest of the S.W.
Upper Boones Ferry Road and 72nd Avenue intersection, Tigard (Wash. Co. Tax
Map 2S1 13AB, Tax Lot 100, 600, and .1200).
DECISION: Notice is hereby given that the Planning Director for the City of
Tigard has APPROVED the above describe3 applicat_on subject to certain
conditions . The findings and conclusions on which the Director based his
decision are as noted below.
A. DING OF FACT
1, Background
In 1983, the City approved Phrase I of Oregon Business Park (SDR
12-83) which comprised three buildings which are now completed to
the north and east of Phase II which is proposed in this
application.
2. Vicinity Information
The property west of the existing Washington County access road
and the land to the south are zoned I-P (Industrial Park) and are
undeveloped. Similar industrial facilities to Phase I are
situated on the east side of 72nd Avenue. A variety of Industrial
uses are Located on the north side of Upper Boones Ferry Road.
3 , Site Information and Proposal Description
This portion of the PacTrust property is undeveloped. A roadway
owned by Washington County traverses the western portion of the
property from north to south connecting Upper Boonev Ferry Road
with the Washington County property which abuts tfIt project to
the south. The applicant intends to relocate the access road by
establishing a public street east of the existing road as shown on
the site plan. Upon completion and- dedication of the street,
Washington County has agree.i to convey the 50-foot wide ar_cess
strip to the applicant. -�

4. Agency and NPO Comments
The Engineering Division has the following comments :

necessary, at the applicant 's expense.
f. Joint use and maintenance agreements shall be recorded for
all common driveways.
g. Storm and sanitary sewer details shall be provided as part
of the public improvement plans.
h. Tle proposed driveway at the north end of the project near
Upper Boones Ferry Road should be moved further south or
eliminated .
The State Highway Division notes that the northern driveway onto
the new street is too close to the Upper Boones Ferry Road
intersection and should be eliminated.
The Building Inspection Office and NPO $5 have no objections.
The Tualatin Rural Fire Protection District has not responded.
B. ANALYSIS AND CONCLUSION _..
The proposed development is consistent with the applicable Code
requirements for Site Development Reviev and the I-L zone with the
exception of the compact parking space dimensions and bicycle parking.
The site plan indicates a width of -fee[`f parts and the. Code
requires parking space dimension of 8.5 by 15 t. Although the

(� minimum �£ 50 to 60 spat One secured bicycle rack space should be
(: provided r every 15 re uired automobile spaces. Therefore, each
building sho have a mum Of four bicycle spaces for each building.
In addition, the northern driveway intersecting with the proposed street
should he removed . The location is too close to Upper Boones Ferry Road
to provide for safe and efficient Craffic movement.
The shift in the roadway location will enlarge Tax Lot 1700 to the west
or create an additioral parcel situated between the i�xisting and
proposed roadways. The expansion of Tax L T•,1700 will require that it
lot line adjustment be recorded with Washington County. Although a

separate application will not be necessary, the documents for the
adjustment should be reviewed and approved by the City before they are
recorded with the County. If an additional parcel is created, a
partitioning application must be submitted for review and approval by
