WES LAR.SON (HARRIS - MCMONAGLE ASSOCIATES)
APPLICATION: A request by Harris - McMonagle Associates, Inc. (Wes Larson,
property owner) for Major Land Partition approval to divide one parcel of
approximate]-- 0.92 acres into three parcels containing: 1) 7,805.96 square
feet: 2) 8, 360.39 square feet; and 3) 19,431.21 square feet, as well as a
3,284.02 square foot access tract. Zoning: R-4.5 (Residential, 4.5
units/acre) , Location: 11770 SW Tiedeman Avenue (WCTM ISI 35CC, Tax Lot 700) .
DECIFJON_ ; Notice is hereby given that the Planning Director's designee for the
Cit,, of Tigard has APPROVED this request subject to certain conditions. The
f.i,,dings and conclusions on which the decision is based are noted below.
A. FINDING OF FACT
1. Background
No other applications have been reviewed by the Planning Division
pertaining to the subject property.
2. Vi-cini.ty Information
Properties surrounding the subject parcel are also zoned R-4.5
(Residential, 4.5 units/acre) . The ma'lority of the parcels in the area
are substantially larger_ than the minimum lot size of the R- 4.5 zoning
district and most are developed with jingle family residencE.o. Three
duplexes are located directly across the street from the subject
property.
3. Site Information and Proposal Description
The subject property is currently occupied by a single-story, single
family house in the southwestern corner of the site and a storage
building in the southeastern corner of the site. A circular driveway
serves the house. A number of trees and bushes and an approximately
four foot tall fence are located along the site's northern boundary.
The applicant proposes to partition the approximately 0.92 acre parcel
into 3 parcels and a common access parcel as illustrated in figure 1.
The 30 foot width of the proposed commonly held a^cess tract exceeds
the applicable Community Development Cade standard for an accen3
serving two dwelling units. The applicant had stated that the
additional- width hap been provided so that the access tract will be
wide enough to serve three or four dwelling units if the existing
access to parcel 3 is later abandoned or if parcel. 3 is re-divided in
the future.
4. Agency and NPO Comments
The Engineering Division has reviewed they proposal and offered the
following comments:

6. Prior to the issuance of a building permit for any of the rpwly created
parcels, the applicant shall provide assurance to the City that the
parcels will be adequately served by the public water Hupply in
accordance with the requirements of the Tigard Water District and
Washington County Fire District 11. STAFF CONTACT: Brad Roast,
Building Division.
1, 7.} Prior to occupancy of any structures to be constructed on the newly
created lots, a paved driveway shall be completed in the common
accessway. The required width of the driveway will. be determined by
the number of dwelling units served, in accordance with Code Section
18.108.070(A) . A minimum sir foot tall site obscuring fence or hedge
must be located along the northern edge of the access tract. At least
cne access point from the circular driveway to SW Tiedeman Avenue must
ba abandoned at that time.
THIS APPROVAL IS VALID IF EXERCISED WITHIN 18 MONTHS OF THE FINAL DECISION
DATE NOTED BELOW.

2. Final Decision: THE DECISION SHALL BE FINAL ON 8-29-89 UNLESS AN
APPEAL IS FILED.
3 . Appeal: Any party to the decision may appeal this decision in
accordance with Section 18.32.290(A) and Section 18.32..370 of the
Community Development Code which provides that a written appeal must be
filed with the City Recorder within 10 days after notice is given and
sent. Appeal fee schedule and forms are available at. Tigard City Hall,
13175 SW Hall Boulevard, Tigard, Oregon.
The deadline for filing of an appeal is 3:30 p.m. _ 8-29-89
