John Roy tells me that video inspection of the line shows three other service connections (probably at least two are active) . Consequently, I suggest that the City retain maintenance responsibility. 2. Since the clean-out was backfilled before Carl and I saw the connection, we should have some assurance that the line is connected with bands if it is to remain until the line is extended. Assurance could be from the engineer or contractor. astanb a b s a MEMORANDUM CITY OF TIGARD TO: Randy Wooley April 8 , 1991 FROM: Greg Berry SUBJECT: Lew Bacon Sanitary Sewer Connection As requested, I have reviewed my files and Summarized the course of events for this project . October 8, 1990: Mr. Bacon called explaining his need to connect to the sewer. I told him that he would be required to extend the public line to SW Rose Vista and that two sets of construction drawings and a cost estimate prepared by an engineer would be required. October 17, 1990: An engineer preparing a proposal to provide engineering services to Mr. Bacon called. I explained the permit process and other technical details . I had no further contact with him. February 4, 1991 : Met with John Acker, Ed, Brad, and Jim Nicoli . Mr. Nicoli said that he would provide the drawings and estimate required for the project . We also discussed some of the details of the proposed alignment for the sewer including the need to remove trees . March 20, 1991: Mr. Nicoli submitted preliminary drawings for the sewer. John Hagman and I immediately reviewed the drawings and placed a call to Mr. Nicoli ' s office telling him that the reviewed drawings were available. Comments included noting that the trees and other features along the proposed alignment were not. shown on the drawings . March 25, 1991: Mr. Nicoli brought plans showing an alternate route for the sewer since the one that he had previously proposed was no longer feasible because the owners of the tree-3 would not permit their removal . I told him that the revised alignment would probat)ly require maintenance roads to the manholes along the back lot line but that. I would verify this with the Wastewater. Crew Chief , John Rov. March 28, 1991: Went to the site with John Roy and verified the need for maintenance access roads for the proposed alternate route. As a result of a meeting with Pat , Randy, Mr. Nicoli. , and myself , it was decided that Mr. Bacon would not be required to extend the line to SW Rose Vista Drive. Brad Roast provided me with the applicant ' s copy of the plumbing permit required for the project . Mr. Bacon, his attorney Furr , and Mr. Nicoli came to the City. Mr Bacon paid the connection fee, ,,treet opening permit fee, plumbing permit fee and provided the req;il.red security. I have had meetings with the City of Tigard and we have reached a verbal agreement on how to proceed with getting Mr. Bacon, and also his neighbor to the south, connected to the sanitary sewer system. The paper work has been submitted to the city for the annexation process to begin . Although, the city has indicated that they will allow Mr. Bacon to connect to the sewer system prior to annexation occurring. Before that occurs we will be preparing drawings to extend the sanitary sewer system along Mr . Bacon 's southern property line. The extension of the sanitary sewer main will probably not occur until late summer. Although, the city has indicated that they will allow us to connect temporarily to the clean-out that is located at the southeast corner of Mr. Bacon 's property. It would be premature at this time to commit to an exact date when we can have this temporary connection made; but hopefully within the next: three to four weeks we will have all paper work completed and plans submitted to the city so that work can begin .
