I found the forms set on unstable ground and exposed tree roots where the concrete was to be placed for footings. Also it appears the footings for the front part of the proposed building is in a dedicated utility easement. I notified the building official via radio from the job site and left an inspection notice stating that the footings were not approved until a soils engineer's report either approving or disapproving the footiing condition was received by this office. On Monday, April 27th Mr. George Steele, building inspector for that area, and myself visited the site. We noted that the contractor had ignored my inspection notice and poured the footings. We then posted a stop work order at the site. The contractor's representative came to City Hall and stated they were having Northwest TestJng Dabs, Inc. check the soil conditions.
