Dear Mr. Schleining:
A plan review has been conducted on the subject project by the Engineering
Division. I have prepared the following comments in regard to issues outlined
in the SDP, 87-20 which remain to be addressed on the plans. These issues
have no direct bearing on the site grading, therefore, the site grading has
been approved according to the conditions in a letter from Brad Roast, City of
Tigard Building Official.
The following conditions must be addressed prior to any additional work on the
property:
1) The half-street improvements will be required to be constructed prior to
the occupancy of the site. The design of these improvements will require
the City's Engineering Division approval.
2) A pavement section detail is required for the parkng lot, pathway and
half-street improvements.
3) Tigard Water District approval of the water service and connection details.
4) The apartments are required to have a pathway connection to the pathway
along F ano Creek.
5) Site lighting is required.
6) Roof drain connections are required.
7) The areas adjacent to the pathway must be graded and revegetated to
facilitate mowing and vehicle access.

A fire and life safety plan review was conducted on the above-
captioned project for compliance with the 1985 editions of the
Uniform Building Code (UBC), Uniform Mechanical Cede (UMC) . and the
Uniform Fire Code (UFC) as amended by Washington County Fire
District No. 1 Ordinance 86-1.
The plans are LoL approved for construction. Please submit revised
prints addressing the following items.
1. Location on Property: Exterior walls of Group R Division I
0—tall-Fe—of 1-hour construction with no openings permitted
when less than 5' to a (n assumed) property line. Exterior
walls of Group M shall be of 1-hour fire resistive construc-
tion with no openings permitted when less than three feet
to a (it assumed) property line.
(UBC Sec. 504 and Table 5a)
Either provide this office with a) verification that there
is :a minimum of 8 feet between the carports :and the apart-
ment buildings; b) provide 1-hour wall construction details
for both the carports and the apartment buildings; 3) re-
locate the carports and apartment huilding s sci that there
is not less than 8' feet between the units.
NOTE: if openings nre located within 5 feet of the property
line for the apartment buildings, they are not allowed. In
this case, Uniform Building Code, Chapter 12 requires emer-
gency egress openings from bedrooms.
2. E+.eves Adjacent Property Lines: Adjacent to carports, eaves
shall not extend beyond the walls c+f the apartments by more
than 1 '8" provided the assumed property line is pl.-Ace i feet
from the al artment wall. The eaves may extend f+►rther if
greater distances :ire provided betwoen c carports and apart -
ments so that the assutned property line can he mc+ved further
:away from the apartments.

1. Fire Resistiveness of. Projections: Where openings :ire not
permitted or where openings are required tc+ be protected, the
eaves sltall be of not less than 1-hour fire resistive con-
struction. Where openings are not permitted, eaves shall nc+t
extend beyond the walls by more than 12 inches.

6. Exterior Fire Resistive Wall Construction: Provide
details of 1-hour construction of the exterior wall where
the 2-hour wall intersects complying with Uniform Build-
ing Code Section 505(e) 2 exception paragraph 3.

7• Area Separation Wall Parapet Exception: Provide detailed
drawings showing compliance with Uniform Building Code
Section 505(e) 3 exception 2a,c, and d. Included in these
detailed drawings should be the means by which penetrations
for bathroom fans, recessed lights, and other penetrations
are handled. Provide ]-hour ceiling/floor system to this
Office for approval..

NOTE: First floor wall framing elements supporting this
1-11our construction shall also he 1-hour fire resistive
construction. A particularly troublesome area of con-
struction is where the 2-hour walls a,joins the outside wal1.
and the roofing at the second floor closet area.
R• Plastic Piping and Wiring: Plastic piping shall. not be in-
st:tilled in 1-hour area sepa ration walls. Where plastic
piping :Ind wising passes through one side of an area separa-
tion wall to another. it stall be sheathed with metallic.
Piping for not less than 18 inches fin each side and Ille
ends (if the sheathing cfr tubing material shall be p:,ckN(I
tight with rock wool and sealed with high-temp caulk. WIj
wiring passes through only Mme side of an :arfla separat if n
wall, the tubing or sheathing shall extend 18 inches thf(nip,li

treated the same as above.

10. Firestopping Installation: Firestoppi.ng shall be securely
fastened in 1f1ace so that it will not easily drop out.

1.1. Firestopping: Fire stopping shall be installed in soffeted
down ceiling areas and other areas as specified in Uniform
Building Code Section 2516(f)2a)
12. Draftstops: Draftstops shall be placed in attic areas be-
tween units where 2-hour area separation walls are not
installed. Draftstops shall be installed directly over
tenant separation walls.

13. Firestopping: In all wood-framed walls and partitions,
firestopping consisting of 2-inch nominally-sized lumber
or other approved materials must be installed at all
floor and ceiling levels. Penetrations in this pre-
scribed firestopping to accommodate wiring, plumbing, and
ether similar utility runs must be packed with noncombustible
materials in an approved manner so as ti) prevent the passage
of flame.

14. Address Re%!ired: The tenant space number must be
prominently displayed on the street front where it is
readily visible to drivers and officers of responding
apparatus and other emergency vehicles.

15. Insulation Flame Spread The insulation, including breather
papers and vapor barriers which are not in contact with the
upper surface of the ceiling and under surface of the floor,
as the case may be, must have a flame spread rating of not
to exceed 25 and a smoke development classification of not
greater than 450 as measiired on the Steiner Tunnel Test
scale referred to as UBC Standard No. 42-1.

1G. Landings at Doors: There must be a floor or landing on each
side of all doors. The floor or landing must not be more
than one inch lower than the threshold of the doorway unless
serving access for the physically handicapped.

17, Approved Plans on Job Site: One set of approved plans bear-
ing the stamps of the Tigard Build-ng Department and this
office must be maintained on the project site throughout
all phases of construction and must be made available to
building and fire inspectors for reference during required
construction inspections.

18. Inspections Required: Inspection and approval of construc-
tion by a representative of this office is required: (a)
prior to the cover of any new framing elements following,
the installation of all utility runs which will be con-
cealed within wall and partition cavities; (b) upon com-
pletion of construction and prior to occupancy of the tenant
space.

19. Certificate of Occupancy Required: Prior to the use and
occupancy of the project (space), a certificate of occu-
pancy or other written instrument of approval must be
obtained from the City of Tigard Building Department.

Carports: There are three carports. One 3-stall unit located
