Karen Lane Tigard, Oregon Luring a fire and life safety inspection of the above-mention premises, we noted that the fire-resistive membrane (sheet rock) in the laundry rooms, which are located under the exit stairway for the second story, was in need of repair and that water was entering the electrical system. During the re-inspection to determine if compliance of these items had baen accompli shed, I noted that, due to the rainwater penetrating the walking surface above the laundry rooms, dry rot was deteriorating the exit stairways for the upper units. Because of the rapidly deteriorating nature of the exit stairway system, we must require that immediate action be taken to provide for the fire and life safety of the building' s occupants. Due to the hazard involved, corrective action must be initiated within 14 days from the date of this letter. I am sure that you under- stand the liability that you hold should one of the occupants be injured as a result of a failure of the exit system. Please have your contractor submit plans for the modification and renovation of the ex i t sta i rways to the City of Tigard Building Department. Should corrective action not begin within the 14-dav time period and completed within a reasonable length of time, we will take sur-;I legal actions as are available to us under the law. Karen, Tigard Confirming :ur telephone conversation of Wednesday, April 27, 1977, on Monday, April 25, 1977, we inspected the stairways (and the utility rooms located beneath these stairways) which serve as the exits for the second story dwelling units. This inspection revealed that the required fire protection for these stairways (i.e. the gypsum plaster board) has deteri- crated as a result of apparent rain damage and in some cases is being re- placed by plywood. .ince the fire prevention ordinance of this District .prescribes that "Where there ie enclosed usable space under stairs, the walls and soffits of the enclosed space shall be protected on the enclosed side as required for one-hour fire resistive construction," the use of plywood or other non-approved material is not acceptable. That is. the damaged gypsum plaster board must be replaced with either fire rated gypsum plaster board or with some offer approved assembly of materials which will qualify for a one-hour firo resistance rating.
