Item No. 3 - The use of Moisture Resistant Gypsum Board with Epoxy Enamel Paint has been a recognised solution for sanitary wall coating in this area (Oregon - Washington) for as long as I can remember including the Tigard jurisdiction. The code has had the same requirements for several years and this solution has always been acceptable. I have included descriptions of both materials which clearly show that they are suitable for this type of use. Moisture Board in fact is used regularly as a backing for tile installations in showers and is recognized as a satisfactory material in any location where moist conditions may be found. Epoxy Enamel paint is recommended as an Institutional and Commercial high-traffic sanitary wall coating. It is very resistant to abrasion, acids and other conditions which are normally found in these types of areas. The code section says "---or other approved material--" and is not more specific than this . Moisture Board meets the requirement of a material which is not adversely affected by moisture and Epoxy Enamel Paint meets the requirement of a smooth hard nonabsorbent material . This has been acceptable in the past, is a material combination which meets the test of a durable and scrubbable surface which is appropriate for the maintenance of sanitary conditions over a long life span in this type of installation. Other materials such as are specifically mentioned in the code would prove to be over-kill in a restroom of a building which will only be cccupied for about 6-8 hours per. week on the average. The OSSC Chapter 31 requirements are for access only, not exiting. My only concern would be that of liability, should someone use the ramp, expecting it to be 1 to 12, and have an accident. The requirements of item 3 are not met by epoxy paint on gypsum board. Any portion of a wall within 2'0" of a water closet or urinal shall be finished wit. . a material such as that mentioned in the cited code section. A material such as tempered hardboard would be the minimum acceptable. A 4'0" height, not the entire wall , should be so finished. We look forward to resolving this issue. Occupancy of substantially completed areas does not relieve the Contractor in any way from completing or correcting ` defective work found to be in non-compliance with the Contract Documents upon final inspection of the Work. The Owner shal l protect the Contractor against any damage that may be caused by occupancy prior to final completion and shall cooperate in expediting the work to completion. Remove all organic material and rubble from the site and dispose of said material in a legally approved manner. r Protect all landscaping to remain from construction damage. Excavate to depths required for all footings, concrete sidewalks and c paving areas. If footing areas are over excavated, fill with concrete of same strength as footings or with engineered fill compacted to 95% per AASHO T-180. Do not excavate closer than 2: 1 slope between footings. Clean all footing excavations by hand both before constructing formwork and just prior to pouring concrete to remove any loose material. Tables XI and XII show a tabular repr;:sentation of the rainfall f intensities for the 2, 5, 10, 25, 50 and 100 year storm events as a 1 function of time of concentration. Interpolate for values not shown. The time of concentration shall be calculated as the time required for all portions of the drainage basin to contribute to the location tinder consideration assuming the most extensive land use possible. This time Is the addition of the travel time for overland flow from the most remote part of the drainage basin to the headwaters of the conveyance system. p For drainage basins not yet fully developed, the anticipatcd conveyance system must be incorporated to generate the shortest possible time of concentration. Table XII shows the acceptable values for the overland flow travel time. For residential developments use the nominal travel time of 10 minutes r from roof to gutter or use Table XII; whichever is less. I Figure III may be used to compute time of concentration in rural areas, Zone 5 (ref. Table VIi1 ).
