consideration on my raildiag permit application.

We have grown to our present sire sad are wow bulging at the nouns.
Our present facility was built in 19" and wo believe architecturally
and eatketcethetiemlly very pleasing 4o the aye and general area.
In Dtconbor 1972 we doer we kad to add two more rooms. Atter
g to several contractors, the most eeenewical awl feasible way was
to put a small oddities ever the existing office area with matching
construction. We bad oras' preliminary plan drmm and presented it to Mr.
Stowe Telford to sot If there wwald be any major problems. At that time,
he assured Js there would be acae. With this in mind, we had the final
plans drawn rind called for bids.
` In (January we applied for our permit and we bane been pp and down

with yes and no decisions, "atop", "ge", and "maybe" ever since. during
all this time the cost of the job Me arisen $200.00 from the original bite.
One of the major stumbling !,locks has Eben the insistence that we
build a concrete wall 22 fact high between out, property and the adjoining �
property. To do this world creAte an arebititct+a.ral nightmare and make
our office Zook like an industrial bark.
We have been willing to install a two hour fire wall (four tbicknosses
of 9/8" fire rock) but now the building doWtont says there is no way
we can even retaodel tbo building, although the state fire martial has OK'd
the plane.
We Mould Greatly appreciate any help or consideration the council
would glee us in this matter.

SUBJECT: Frahier Electric
On April 5, 1973 plans were received from Ron Bissell of
Ron & Dale's Remodeling for an office addition to the
existing office of Frahl.er Electric at 11860 S.W. Grear_burg
Road, Tigard, Oregon. The plans called for the addition
of a second floor on to the office area. The plans were
approved by the Planning Department, on April 5, 1973 and
at that time the plans were received by the building dept.
f 3r plan checking. Upon checking the plans, the following
i'our conditions were noted.
1. The building at the time it was built was
designed for two floors.
2. That the shop area of the building is constructed
of concrete and the office is constructed of wood
3. That the building is located 30 inches from
the northern property line.
4. That the building and :Lani is located in fire
zone one and zoned general commercial.
The plans were disapproved due to the !undition stated in the
Uniform Buiiding Code, page 90, section 1602 (B) which states
in part., "no building c° type V (wood) construction already
erected in fire zone cne shall hereafter be altered, raised,
enlarged, added to, etc."
On May 7, 4.973 I sent Mr. Frahier a letter informing him that
hir, plans had been disapj:roved and the reason for disapproval
(see att...ched. letter)
I would like to add that the Uniform Building Code does allow
wood frame buildings in fire zone one if they can meet the
setback
sad fire rated conatructlon requirements.

B. Attic areas require draft barriers as per Sec. 3205, not exceeding each 3,000 square feet. (9,JC0 square feet
where sprinkler protection provided)

such piercing. Wood frame construction requires firestopping of both vertical and horizontal draft openings at
maximum intervals of 10 feet.
12. Corridors require at least 6 feet In clear width. Dtinking fountains or other equipment may not operate in a
manner which would obstruct the minimum 6-toot width.
13. Corridors serving patient bedrooms require at least 8 feet in width.
14. Corridors require smoke barrier partitionb with double swing doors at 150-foot Intervals arranged so that ear-h area
housing more than 35 patients is divided Into at least two compartments.
15. Exit dogs from lobbies, corridors and rooms with potential occupancies of 50 or more are required to swinq in the
direction of exit travel.
16. Exit doors from lobbies, carrldors and assembly areas require panic hardware.
17. Hardware for all doors is reyulred to be of simple type having no provisions for Inrkrnq against egress, with
obvious method of operation.
18. At least 44" (inches) in clear width, without projections, Is required for exits and patient room doors through
which patients must be transported in wheelchairs, stretchers or beds.
19. Sleeping room4 require at least one window readily openable from inside without special tools and providing a
clear opening of not less than 720 square inches with the least dimension not less than 22 inches. Maximum
permitted height to bottom of opening from floor is 48 inches. (Ref: Sec. 1304)
20. Surface flare spread rates of walls and ceilings, minimum requirement: stairway-25, corridors -75, nt.her
rooms -225. (Sec. 4203)
21. Combustible acoustical material required to be secured with staples or equivalent metallic holders o• a hvai
resistant adhesive capable of withstanding 10000 F. for one-half hour.

25, Seat row spacing, back to back, required to be at least 33 inches, or 27 Inches plus thickness of seat back and
inclination of back.
26. Posting of capacity of assembly areas as noted is required by ORS 479. 195.
27, Heating, cooking, air conditioning and similar service enuipment are required to be approved and listed by a
nationally recognized testing agency, such as U.L., Inc. , and to he installed in compliance with agency's
specifications and recognized safe practices. The installation of ventilation systems is required to he In substan-
tial conformity with the 1970 U.B.C., Volume II, Corridors are not acceptable for use as supply or return air
plenums.
28. A dust collection system is required for shop areas for nonportable machines emitting or producing dusts. (Ref:
Sec. 1008) Dust collection equipment to be located outside of building or in one-hour separated roc,m equipped
with automatic sprinklers.
29. Pressure relief valves art? required for all water heaters, lnstr.iled either in separate water tank port , r iri pert f,_)r
hot water line. Shutoff valves may not be located between a water tank and relief valve.
30. A firefighting water supply Is required within 500 feet of building that is capeblp of producing 500 gpm (minimum)

or from 5,000 to 15,000 gallons of stored or Static Nater. (Ret: ORS 479.200)
