The project started out as a partnership under the umbrella of
Schooner Development, with funding comming from Schooner, as well as
from the 3 individuals.
In April , 1990, I purchased the Gaarde Howse Project from the
corporation by reimbursing all direct expenditures paid toward the
project by Schooner Development, Sally Brown and Jan Rains. Included
in the reimbursement was the $2000 deposit with the City of Tigard,
which makes the refund of the deposit payable to me.
I hope this will provide the necessary supporting information you
need. If not, please let ►ne know.

the bedroom windows to the present day building code on your above referenced
house. At that time I was unaware of a changs in the Oregon Statutes for "moved
structures", that makes it possible for you to leave tha windcwn as they exist..
I strongly urge `;hat you instal]. bedroom egress windows as prescribed in the
present codes, however, 1 cannot require that you do so. I apologize for any
inconvenience this may have caused you.

Note: Oregon Law, ORS 701.055(4), requires residential building permit applicants
who are not registered with the Construction Contractors Board to sign the

Dear Mr. Soberg
A review of the plans and an inspection of the above building has been
conducted in order to determine the code requirements for relocating it
to another ict. The following is notedt
1. The water heater will require a pressure relief valve.
2. The fitting from the bathtub drain to the two inch building drain must
be replaced with a code legal "wye". Contact Mike Sheehan (Plumbing In-
spector, 639-4171) for proper application.
3. All stairs (new and existing) must have installed, a handrail as specified
in plan check list item #44. New stairs shall be installed in accordance
with plan check list items #41-45.
4. Each bedroom shall have at least one exterior door or window that complies
with plan check .item #2. 7A
5. New windows must have a "U" factor not exceeding .65
6. Smoke detectors wired to the house circuit shall be provided as specified
In plan check list item #6. This includes a smoke detector located In the
basement.
7. The existing exterior walls must be insulated to a minimum R-11 value.
B. The existing ceilings must; be i.naulated to a minimum R-38 value (except

12. The sewage ejector pump will require a 3 inch waste line, and a 3 inch
vent. There will also be required a backwater and check valve installed
on the building sewer. Cuntact Hike Sheehan (Plumbing Inspector) for any
any questions.
13. A paved driveway must be provided to the garage.
14. Water proofing of basement walls is required, call for an inspection prior
to backfill.
15. Provide filter fabric on footing drain, call for an inspection of drain
prior to backfilling.

construction, there may be additional. code requirements encountered during
field inspections.

INFORMATION SUMMARY
on April 10,1989 the City acquired the" Gaarde" house(original Gaarde
homestead) to facilitate the Gaarde Street Bond improvement project(see
attached map) . Subsequent to the acquisition, Council directed staff to sell
the house through the sealed bid process for the purposes of relocating It to
another lot.
On September 2G,]989 a bid opening was held with only one bid be submitted.
This Bid was from Ron Soberg for. $7,000. Ron's bid included one contingency and
two request. The contingency was that he be able to purchase a lot from the
Tigard Assembly of God church. Their congregation is expected to approve Ron's
formal offer on October 15,1989. His request are that the City waive permit
fees that are typically required when relocating a house and that he be given
the front doors to the garage which is detached from the house_ and wap not part
of the bid. There appears to be justification for waiving SDC and sewer
connection fees given the nature of the relocation (see attached memc) . There
also appears to be no reason why Ron could not have the doors since the City
was going to destroy the garage anyway.
ALTERNATIVES CONSIDERED
1. Award the bid to Ron Soberg subject to his ability to obtain a lot from the
Tigard Assembly of God Church. Also include the garages doors and waive all City
sewer connection and SDC fees.
2. Award the bid to Ron Soberg subject to his ability to obtain a lot from the

FISCAL I MPACT

SUBJECT: Gaarde House Bid Award
Findings
on September 26,1989 the bid opening for the Gaarde house was held and one bid
was received. That bid was for $7,000 ($2,000 over the minimum bid required)
and from three long term Tigard residents who have recently formed a
construction corporation. The principal of the corporation is Ron Soberg. Their
bid comes with one contingency and two request. They are:
1 . A contingency that they are able to purchase a lot on Gaarde Street from the
Tigard Aaenwly of God Church. They have made an offer to the Board of
Directors which has been accepted and must be ratified by the congregation. The
congregation is expected to approve this on October 15,1989.
2. A request that City permit fees be waived as demonstration of the City's
interest in maintaining the Gaarde house in the City as part of the City's
heritage. Staff is specifically asked to waive City permit and utility hook--up
fees. Staff estimates they would normally be liable for the following fees:
A. Street SDC $ 600
B. Park SDC 250
C. Storm Drainage SDC 250
D. Sewer Connection ],250(1000-USA, 250-City)
E. Sewer Inspection 35
F. Building Permit( a relatively small fee will. be involved for
moving and re-placement of the structure) .
only $250 of the $1250 sewer connection fee comes to the City, the remainder
goes to USA.
This relocation does not create any new housing units nor allows that
possibility since the land the house i.s being moved from will become public
etre. ` right.-of-way. In addition the house is currently hooked-up to the public
sewer and paid connection fees at the time of hook-up. For these reasons it
would seem appropriate for the city to waive sewer connection ( City's portion
only) and SDC fees. However other fees such as inspection and building permit.
fees should probably be collected since they are cost recovery based.
3. A request that the fr.ont doors to the garage be included in the bid. The
garage, which is detached, and other out-buildings -core not included in the bid
because they were not movable. However there appears to usa no reason why the
garage doors could not be given to them.
Recommendation
The City should accept the bid from Ron Soberg and his company with the
following conditions:
1. That they are able to acquire the lot from the Tigard Assembly of God
church.
2. That the City waive all sewer connection and SDC fees; and
3. That the City give to Mr. Soberg the front doors of the detached garage.
