The work in question involves spreading solid fill placed on the property during the winter. A field inspection by City Staff on May 31, 1984, revealed q that the fill is not adequately placed to avoid drainage problems. Encroachment into sensitive lands areas has also occured. • During the winter, representatives for the church were asked to prepare and submit engineering plans which illustrate what the final profile of the land will be. The purpose of the plans is to demonstrate to the City that the engineered fill will not fail. To date no plans have been submitted. The further action taken this week by agents of the church is in direct: violation of the discussions held last winter. The City placed a stop work order on the property on May 31, 1984, which will be in effect until appropriate items are taken to remedy the situation. The following steps must be taken: 1. A plan with cross sections anj elevations must be submitted to the City Building Division prior to any turt!ier action. This plan must be signed by a registered civil engineer. 2. The plan mus': provide for correction of potential drainage problems. It must also show the limits of the fill and its relationship to th sensitive lands areas. 3. Steps must be taken to remove all items and other inappropriate fill materials which were present on the property when the fill was placed in the winter. 4. You should take steps to implement these actions. 1. The appeal for relief from the d-)uble connection fee was 9 denied. 2. The charge per unit for the structure in total. (new and old) shall be $425 per unit, and this charge shall be in effect until disposition of the question of sewer service is arrived at. This means that the charge will be at the !i 1972-73 fiscal year rate in that the appeal had been started prior to fiscal year 1974. 3. The Agency will assume the $50-per-unit surcharge required by the City of Tigard, and it can be assumed that this does establish a priority whereby the Agency will be assuming that charge on all future connections made to the Derry Dell Line. 4. The method of computation to determine the charge shall be based on the method used for computing commercial charges as previously established by the Board. Sub- Sequent to that meeting, the Panel met again on June 6, 1973, after having made additional research in the matter. With all the facts before the Panel, they came to the conclusion that it would be in order to recommend to the ` Board of Directors a change in the method of computing connection charges for churches from the present one dwelling unit of charge for each 25 seats to the same as that now employed for nonresidential, commercial and other businesses, including dry industrial and public structures. This would be that as listed in Table 1, Item 2, of Resolution and Order No. 70-12. In keeping with the appeals procedure as outlined in said resolution and order, I have forwarded this matter, as an information item only, to the Board of Directors and will attempt to secure their feelings toward the proposed change t during an informal session on Tuesday, June 12. Posting of capacity of assembly areas as noted is required by ORS 479.195. V 27. Heating, cooking, air conditioning and similar service equipment are required to be approved and listed by a nationally recognized testing agAncy, such as U.L. , Inc. , and to be installed in compliance with agency's specifications and recognized safe practices. The Installation of ventilation systems is required to be in substan- tial conformity with the 1970 U.8 C., Volume II. Corridors are not acceptable for use as supply or return air plenums. 28. A dust collection system Is required for shop areas for nonportable machines emitting or producing dusts. (Ret: Sec. 1008) Dust collection equipment to be located outside of building or In one-hour separated room equipped with automatic sprinklers. L.29. Pressure relief valves are required for all water heaters, Injtalled either in separate water tank port or In port for R hot water line. Shutoff valves may not be located between a water tank and relief valve. i 30. A firefighting water supply is required within 500 feet of building that is capable of producing 500 qpm (minimum) 1 for 10 minutes for each 5,000 square feet of floor area within building up to a maximum of 500 gpm for 30 minutes or from 5,000 to 15,000 gallons of stored or static water. (Ref: ORS 479.200) 31. Inter'nr wet standpipes at least 2 Inches in diameter located and equipped as per Sec. 3804 are required. Couplings and connections required to be American National Standard Thread. Where standpipes are served by sprinkler pi ting, a 1-inch reducing orifice is required at the hose valve connection. 32. Approved automatic sprinkler protection throughout occupancy Is required. Piping to be flushed of debris, with certification of flushing submitted to this office. 33, Approved automatic sprinklers are required over and under stage and in all auxiliary areas, including dressing rooms, storerooms and workshops. (Sec. 3802) Sprinkler feed piping required to he flushed of debris, with certification of flushing submitted to this office. j 34. Stage roof ventilators displacing at least 5% of stage floor area, openable by hand from stage floor and by fusible link or other heat activated device, are required. (Sec. 3901-06) 35. An approved fire alarm system with signals audible throughout building and manual alarm sending stations adjacent to exits from each floor or area are required. i' 36. An approved electrically supervised combustion detection of the ionization type is required for all patient rooms. V'37. All exit doors and access ways thereto are required to be identified by approved electrically illuminated signs served by two circuits with one separate from all other circuits. (Sec. 3312) 38.
