Reference: Filling in Floodplain — Ash Avenue
Dear Mr. Crow:
Please be advised that a large amount of fill, estimated to be at least ten
truck loads of gravel, were placed to the rear of the parking lot of Tektronix
and the current Tigard City Hall. Grading has occurred which extends into the
floodplain, requiring a sensitive lands application.
Please take immediate steps to contact Keith Liden of my staff to discuss the
action which has been taken on your land. He will advise you of the necessary
steps which you must take to accomalish your intended purpose. No further
action may be taken on the land as it is possible that some or all of the
gravel- must be removed and the land returned to its natural state. A stop
work order will be placed on the site by the Building Division.
Please also be advised that the City Council has considered the staff request
that gravel parking be allowed under certain circumstances. On
November 26, 1985, the City Council voted not to accept the staff proposal,
but to only allow gravel parking in limited circumstances along with temporary
use permits. Final action on the ordinance amendment authorizing such parking
will be taken on December 16, 1985. Therefore, shcald you wish to use any of
the land which you hare graded and gravelled for parking, without paving it,
such a use is prohibited by our code unless a variance is granted. During our
earlier conversations concerning your prior gravel lot, I informed you that
such a lot was not grandfathered In as a nonconforming use as the area, but
for a very small portion to the Ash Avenue end of about five spaces, had
returned to its natural state. The action taken on Saturday is dlrectly in
con:lict with my determination and was not authorized.

Gentlemen:
I request a temporary occupancy permit for the new warehouse and
office b,iilding at 90hO W. Burnham Street.
It will be necessary for us to move into the new office before
we can demolish the, old house presently it use an an office. This
building must also be removed before gr°ading anti black topping can be
complete.
It is my intent to uomplete the landscaping as soon as possible
but feel that I won't be able to final grade and plant lawn until sprirg.
I request a temporary occupancy permit that would specify June 30,
1974 as the completion date for landscaping.

The undersigned agrees, iu consideration of the sewer service connection by the
Tigard Sanitary District, to abide by and comply with the ordinances, regulations and rules of the Dist-
rict presently in effect or hereinafter er•acted and to pay sewer service charges as the same may be im-
posed from time to time when due and before such charges become delinquent.
I fully understand that all unpa,d sewer service charges become a lien upon the
property served as stipulated in O. N. S. 224.220.
Connections to the District's sys.em must be made by bonded contractors and,%or
bonded and licensed plumbers.
