The protect is on tax lot 1300 in the NE 1/4 of Section 12 , T1S, R1W, WM, Washington County. The site covers 7. . 43 acres and is relatively flat, with elevated ground ( 3 ' +/- ) to the North and a drainage swale on the western boundary. To the East., there is an existing undocumented storm drainage system, and to the south, the Bonita Road right-of-way, surface drains from tli,. centerline to the project property. The site is not served by an adequate public storm drainage system. The existing system consists of a d-,ainage ditch along the west side of the project property, with an 18" corrugated pipe draining to the northwest. This ditch is fed by a drainage line from the south, by the railroad right-of-way, and by the project property. Because of the inadequacy of the existing drainage system, we recommend thE ., storm water be detained on site to mitigate the effects of faster runoff due to increased paved surfaces , and we recommend the use of a bubbler discharge system from the subject property to reduce the effects of erosion from the discharge into the existing drainage ditch. As recommended by the City of Ti-gard (Greg Berry, P.E. ) , Washington County' s Uniform road Improvement Design Standards are used for the determination of storm water run-off . W. Bonita Road, Tigard. We are reminded of a similar proposal in August, 1988 by the same consult- ing firm of Van Domelen/Looijenga. In that plan the developer proposed to "daylight" storm drainage into the Railroad's side ditch. At that time Southern Pacific Transportation Company objected to this unauthorized discharge of storm water and advised same in a letter of August 12, 1938 (attached) . It was also noted that the City's Notice of Decision for SDR 88-15 required the developer to connect their storm drainage to a public storm drain system or provide an approved on-site system to prevent storm water from entering the existing level Railroad's ditch. Upon review of applicant's plans, again we see no provision for handling storm water and similarily applicant intends to "daylight" storm drainage into Railroad's side ditch. It is quite apparent this side ditch would he inadequate to handle increaser] and accelerated runoff. Please be advised that Southern Pacific Transportation Company will not grant applicant permission to discharge storm water onto Railroad's property. Location: 7325 SW Bonita Road, east of the Southern Pacific Railroad right-of-way (WCTM 2S1 12AB lot 1300) . DECISION: Notice is hereby given that the Planning Directors designee for the City of Tigard has APPROVED the above request subject to certain conditions. The findings and conclusions on which the decision was based are noted below. A. FINDING OF FACT 1. Background An application for a Site Development Review (SDR 88-15) for construction of a 40,000 square foot warehouse on an existing foundation was approved by the Director in August, 1988, subject to 12 conditions. Staff previously had concerns pertaining to vision clearance and access reMiirements. Pscently, staff received revised site plans for this development for final staff review and it was noticed that these plane were substantially different than what was originally submitted and, as a result, a new review is required. The decision for approval for the original site development review (SDR 88-15) is valid until August 5, 1989. 2. Vicinity Information Properties .immediately to the east, south, and west are also zoned I-L (Light Industrial) . Property immediately to the north is zoned and developed T-H (heavy Industrial) . 3. Site Information and Proposal In the early 1900s a fire resulted in the destruction of the Dickenson building, a manufac.urer of jams and jellies. All that remains on the site .is a concrete slab and weds. The applicant proposes to remove the existing concrete slab foundation and construct a 47,350 square foot warehouse building. STAFF REPORT - SDR 89-11 - TENNANT INVESTORS - PAGE 1 Fifty-one parking spaces, including two handicapped parking spaces, are proposed. Approximately 16 percent of the site is proposed to be landscaped. One access is proposed along SW Bonita Road and access is also intended from a jointly shared access with the adjoining business to the east of the subject property. 4. Agency and NPO Comments NPO /5, Northwest Natural Gas and the General Telephone Co. have reviewed the proposal and have no objections to it. The City Engineering Division has reviewed the proposal and has the following comments: a. The site fronto Bonita Road immediately east of the BOutaern Pacific Railroad. The vertical profile of Boi.ita Road across the railroad tracks 1.e substandard according to current design -riteria. The r^..lroad crossing is much higher than Bonita Road on either side of t_ne tracks. A preliminary profile of Bonita Road indicates that a fill of. approximately 5 feet 6hall be required to elevate Bonita Road east of the railroad crossing to meet current design standards. Half-street improvements, typically required for site design review, vould not be feasible at this time since full width reconstruction would be required to elevate Bonita Road, impacting properties on the opposite side of the street. A waiver of remonstrance should be requested instead of the improvements. b. The vertical. profile design of Bonita Road should be determined in order that: the site improvements be designed to match the future profile of Bonita Road. The site distance can also be evaluated for the westerly access based on the existing profile of Bonita Road. C. The proposed westerly access onto Bonita ]toad is located approximately 120 feet- east of the railroad crossing. Due to the elevated railroad crossing, adequate site distance is not available for ve.hic:;es exiting the site to the east or for vehicles traveling east, to see vehicles also traveling east which have slowed or stopped to enter this access. d. The right-of-way of Bonita Road is shown to be 30 feet from the centerline. This is adequate for the major collector street. The easterly access is proposed as a joint access. Engineering staff has no Opposition to this access. e. The applicant has proposed to drain the site to the existing ditch and storm drainage pipes along th railroad embankment. Since the existing site is mostly laved, the increase in storm drainage runoff should be minimal. STAFF REPORT - SDR 89-11 - TENNANT INVESTORS - PAGE 2 The previously submitted drainage htudy for the prior application indicated this increase to be 14 percent. The study also indicated the e;.isting ditch and downstream drainage structures are inadequate for the entire drainage basin. Due to the small incremental amount of increase, we recommend no further improvements to the existing system. Drainage of surrounding sues, Fought Steel on the North and Federal Express on the Ease, appears to be into existing underground systems. These systems are riot recorded in the City of Tigard Building Department files. Two catch basins located near the east property line collect parking lot drainage from portions of the property to tti,:� east and approximately 23% of the Project site. The existing site, along the South edge, does not drain completely, and will be resurfaced as required to provide Eull surface drainage. The site area is 108 , 179 sf; 2. 48 ascres. Existing and proposed drainage surface slopes vary and are taken to average about 1. 50%. The time of concentration for this site is estimated to be 7 . 5 minutes based on an avenge velocity of 2. 5fps , a length of travel of 375 feet, and an initial collection time of 5 minutes for paved areas. Using the Eastern Washington County RAINFALL INTENSITY CHART, the intensity for this time of concentration is estimated to be 2. 80 inches per hour. Because site detention causes other problems for the Tualatin River lower basin, we do not propose to retain a larger amount of runoff on site. DETENTION The proposed surface drainage system consists of five new catch basin:,. Of these, two are center basins and three are side basins. With the water depth limited to 6 inches above the catch basin rim, these basins will store a total of approximately 6000 cubic, feet of runoff. This figure is based on a 1% surface :lope and the equivalent of 3 . 5 center drain basins. The proposed 6000 cf storage will cause maintenance problems on I site however, they will reduce flooding problems on the adjacent 7'ailroad property, where there is an existing drainage problem. The on site storage will provide storage for nearly 20 times the runoff increase calculated above.
