Plan-profile public improvement construction plans for the widening of
Beveland Dr. and Gonzaga St. adjacent to the subject project as per
condition no. 7 of the amended Decision.
Please note that we have proposed that all of the improvements be placed
on the City University side of the roadways. Inspection of the project
indicated that attempting to place improvements symetrically about the
the existing centered road surface would cause considerable disruption of
existing homeowners landscaping at prohibitive costs with little or no
real benefit at this time. By placingall the im e
p rov�ments to th adjacent University e
City y pr )perty and constructing a tapered transition to the
Eastern boundary of the property we feel that we are accomplishing the
intended goals with a minimum of disruption of the neighborhood.
As soon as your review is completed we will make whatever revisions may

As previously discussed, the Engineering Division is requesting to
amend its "conditions of approval " for. SDR 2.0-86 . The need for
the amendments are due to the recent release of the Tigard Triangle
Traffic Circulation Study. The study addressed many items including
traffic volumes (both present and future) , circulation patterns and
street width requirements given future traffic volumes . Reclassific-
ation of S.W. 72nd Avenue to an Arterial may be necessary if certain
elements of the study are adopted. An Arterial street improvement
could widen the road to 5 lanes and significantly impact the vertical
alignment of Beveland and Gonzaga streets near S.W. 72nd Ave. Although
the study is not complete and Comp. Plan Amendments have not been
proposed, we feel its important to not preclude the potential reclass-
ification and improverrient of S.W. 72nd Ave. to Arterial standards .
Given this information the following amendments to SDR 20-86 con-
ditions of Approval are recommended.
Condition Amendment
2 Right-of-way be dedicated to 40 feet from
the centerline of S.W. 72nd Avenue.
7 Delete standard half-street improvements
and replace with interim street improve-
ments including 24 feet of asphalt surface,
3 foot rock shoulders and open ditch drain-
age. Structural strength shall meet local
street standards . Said improvements shall
extend to the most easterly entiances to
the site on both Beve 1 tend and iii Onsaga.

(personal service use) on property zoned C-P (Commercial Professional) and
located at 7130 SW Beveland Street (WCTM 2S1 1AB Tax L.,_t 2600 and WCTM 2S1 IAC

DECISI:ON_: Notice is hereby given that the Planning Director for the City of
Tigard has APPROVED the above application subject to certain conditions . The
findings and conclusions on which the Director based his decisinn are as noted
below.
A. FINDING OF FACT
1 . Background
The subject properties were annexed to the City in Septembe- ,
1978 . A zone change from Washington County RU-4 zoning to City of
Tigard R- 7 zoning was accomplished in November, 1980 (ZC 27 80) .
At the same time a Conditional Use Permit was granted to allow
construction of a religious assembly uge in the R-7 zone (CU
16-80) . In July, 1980, a Site Design Review application was
approved subject to eight conditions (SDR 18-80) . With adoption
of the new Comprehensive Plan in 1983, the zoning for the subject
properties changed from R-7 to C--P (Commercial Professional) .
2. Vicinity Information
Properties to the north, east and =nuth are all zonod C-P
(Commercial Professional) . Properties to the west are zoned R-3 .5
(Single Family Residential, 3 .5 1.nits/acre) and C-G(PD) (General
Commercial, Planned Development) ,
3 . Site Information and Proposal Description
The site presently contains an aprroximately 10,370 square foot
church, a paved parking lot in front, a gravel turnaround in the
rear and a gravel drive on the eastern edge of the property . Most
of the property is covered with grass .
The applicant proposes to convert a portion of the existing
religious assembly use to a school (personal service facility) and
the church use will also continue. The parking lot will be
expanded into the western and rear portions of the property .
4. Agency and NPO Comments
The Building Division and Portland General Electric have reviewed
the proposal and have no objections to it,

The Engineering Division has reviewed thta proposal and has the
following comments:
The parcel is connected to the public sanitary sewerage
systems (in the vicinity of 72nd and Gonzage) . Staff
recommends that thn parcel owners be obligated to execute a
non-remonstrance agreement for participation in a future
sanitary sewerage L.I .D. subject to producing proof of
having paid a surcharge for prior participation in sewer
main line extension in lieu thereof.
NPO 04 reviewed the proposal and has the following comments :
City University should be required to sign a
non--remonstrance agreement fnr any L.I.D. affecting
Boveland, Gonzaga, and SW 77nd Avenue and participate in any
half-street improvements required of adjoining properties.
No other comments have been received
B. ANALYSIS AND CONCLUSION
The proposed site plan for City University is consistent with Community
Development Code requirements for nctback requirements and visual
clearance areas . Additio,ial comments regarding access and egress,
" parking, and buffering are noted below.
Access and egress :
The applicant states that the gravel service drive on the eastern
edge of the property will continue to be used by the church on
weekends . The Co.ie requires in Section 18 . 106.050(j )(4) that all
access drives be paved .
Circulation patterns for the two access and egress drives fronting
SW Flevoland Street and the gravel service drive should be
clarified so that minimum Code width standards for one or two-way
access drives can be met (10 feet, one---way; 24 feet in width for
two--way drives) .
Par;;ing:
Sufficient standard (93) and handicapped parking spaces (5) have
been provided (7.6 are requirpd) , The Code requires in Section
18 . 106.020(p) that at least one secured bicycle rack space be
provided for every 15 required parking spaces in any dc,velopmUnt.
The site plan should be revised to show bicycle parking It
should not be located within parking aisles, landscaped areas or
pedestrian ways . Off-street parking should also be cls+rified
along the SW Beveland Street frontage on a revised site plan,

Buffering and Screening:
The site plan does not indicate where exterior lighting will be
placed to illuminate the parking areas or pedestrian ways on the
proper*y. Such lighting should be arranged so as to reflect the
light away from abutting residences. The landscaping plan should
also be revised so that surrounding residences will be shielded
from vehicular headlight glare, particularly along the eastern
property line as indicated in Section 18. 100.080.
Section 18 . 100.030 of the Code requires that all development,
projects fronting or public streets or which have an access drive
more than 100 feet in length be required to plant street trees in
accordance with the standards in Section 18 . 100,030. A revised
landscaping plan should be submitted which shows placement,
caliper and species of trees .
C. DECISION
The Planning Director approves SDR 20-86 subject to the following
conditions :

City forms and approved by the Engineering Section. DEDICATION
FORMS AND INSTRUCTIONS ARE ENCLOSED.
3 . Storm sewer details shall be provided as par! of the Public
Improvement plans . Calculations and topographic• service area -
basin map shall be provided as a supplement to the Public
Improvement plans, to demonstrate evidence of area - basin full
development serviceability ., The location and capacity of existing
and proposed (or future) lines shall be addressed .
4 . Seven (7) sets of plan-profile public improvement construction
plans and one (1) itemized construction cost estimate, stamped by
a Registered Professional Civil Engineer, detailing .all proposed
public improvements shall be submitted to the Engineering Section
for approval .
5. Construction of proposed public improvements shall not commence
until after the Engineering Section has issued approved public
improvement plans. The section will require posting of a 1007E
Performance Bond, the payment of a permit foe and a sign
installation/streetlight fee. Also, the execution of a street
opening permit or construction compliance agreement shall occur
prior to, or concurrently with the issuance of approv*d public

I am writing this letter to propose an amendement to the 12/9/84 decision of
our our band Use Permit Application. The amendment 4ould be to Item 117, half'-
street improvements to S.W. Gonzaga nad S.W. Beveland.
We propose that pity University widen S.W. Gonzaga frim the intersection of
72nd S.W. to the entrance of the new parking lot, and sign non-remonstrance
agreements should LIDs be formed For full development.
This proposed amendment reflects the position presented at the pre-app'. ivot ion
meeting held 8/27/86 with yourself and .John Hagman. At this meeting, John
Hagman said that the Engineering Department would require a widening of Gonzaga
and Beveland only up to our parking lot entrance, to a width of 24 feet.
(Beveland already 24 feet wide; Gonzaga is 19 feet wide.)
Mr. Hagman sta`i that the half-street development would be unnecessary at
this time because this type of improvement was not present past S.W. Ilampton
Street, and that the formation of an LID was certain in the future. Ile said
further that the cost of development i; iruch less for an LID than for an
individual developer.
The cost of half-street improvement to S.W. Gonzaga and S.W. Beveland would
make the immediate project cost far too high for us to proceed with the
application. Acceptance of our proposal would allow us to proceed with this
appl i.:at,--i.

can be resolved so that we can proceed with the proposed announcement (planio,l

6. The applicant shall provide for roof rain drainage to the public
stormwater system.
7. Interim street improvements including 24 foot wide asphalt
surface, driveway apron(s), crushed rock road base, 3 foot rock
shoulders, and open ditch drainage shall be installed along thr SW
Beveland and Gonzaga Street frontages. Said improvements ,hall
extend to the most easterly entrances to the site and shall t+t•
designed and constructed to City local rtreet standards and .Ball
conform to an alignment approved by the City Engineering Division
8 . A non-remonstrance agreement for the future development of
sanita-y sewerage main line facilities (for the area) shell tw
executed by the applicant, on City forms, ,and shall be roviawod
and approved by the City prior to recording the agreement arKi
SUBJECT TO applicant's ability to provide proof of previoux
payment of a Facilities Development Surcharge (charge in lieti Ott
a::sessment for sanitary sewer) .

9. A nun--remonstrance for future street improvement to SW 12nd
Avenue, Beveland Street, and Gonzaga Street: shall be executed by
the applicant, on City forms, and shall be reviewed and Approved
by the City prior to recording the agreement.
10. The applicant shall submit a revised site plan showing a
clarification of traffic circulation patterns with respect. to the
existing gravel service road; if the service road is Lo be
maintained then it shall be paved to City standards (l0 foot
pavement width for one-way; 24 foot pave_mont. width for two way
drives) .
11 . The applicant shall submit a revised site/landscaping plan for
Planning Director approval which includes the following: 1)
parking along the SW Beveland Street frontage; 2) extor•ior
lighting for parking ar•oas and pedestrian ways; 3) placomont ,
caliper, and Species of street trees along SW 72nd and SW Bovol,4nd
Street and along the service entrance; and 4) design and location
for a minimum c,f two bicycle parking spaces .
12 This approval is valid if exercised within one year of tho final
decision date noted below.
