G�\ CHRIST THE KING CHURCH DRAINAGE CALCULATION TECHNIQUES AND PROCEDURES TECHNIQUES All calculations will done in accordance with the techniques in the King County , Washington "Surface Water Design Manual " . References made to tables and figures reference the above named manual . Hydrographs were developed utilizing the Santa Barbara Urban Hydrograph method and the computer program "HYD" as supplied with the "Surface Water Design Manual " . The same program group was used to add hydrographs and estim&Le preliminary pond and orifice sizes . Final pond size , configuration and orifice size were determined using routing techniques and the pond inflow hydrograph ; a spreadsheet was developed to perform the necessary calculatic.-is . PROCEDURE The site as currently developed was divided into 6 drainage areas , numbered 1 thru 6 . Drainage areas 3 , 5 and 6 will be unaffected by this and future developments . A hydrograph for areas 2 and 4 combined and another hydrograph for area 1 were constructed utilizing the existing manhole in 112th as point of consideration . These hydrographs were developed based upon ultimate full development of the site . as shown on the site plans submitted with the church ' s application for conditional use approval ( see order CUP 91 -0005 ) . These hydrographs were then added to develop the combined flows from areas 1 , 2 and 4 for the pre-developed condition . The peak flow from this hydrograph will be the maximum allowed for post dp',elopment conditions . Only the flows from post development areas 1 , 2 and 3 can be detained . Therefore , hydrographs for areas 5 and 6 combined and area 4 were developed . These hydrographs were then added to determine the peak flow from areas 4 , 5 and 6 . The allowable release rate from the detention pond is then the difference between this peak rate and the pre-development peak runoff rate . A preliminary pond configuration and orifice size were then determined . Final pond configuration and orifice size were determined thru an iterative process . Only the final iteration is included with these calculations . Pipe sizes were then determined using the rational method . Since distances were short and slopes relatively steep , the time of concentration was assumed to be 5 minutes in all cases . This is a conservative assumption , but not too conservative in this case . WATER QUALITY No water quality amenities were provided since it was not practical to provide them within the constraints of the church ' s conditional use approval without utilizing the public right-of-way(along the church ' s east boundary) .. Both these uses are catagorized as low concentration uses. Floor Plan 91 illustrates a layout of typical 5' diameter banquet tables spaced at the minimum spacing recommended by standard interior design and space planning quidelines. Allowing for minimum circulation, this layout provides a maximum seating capacity of 248 occupants. Floor Plan #2 illustrates a layout of folding chairs as might be arranged for a conference or meeting. I have allowed a minimum of 2' between rows of chairs with a minimum 5' circulation around the perimeter and 6' in the center aisle. This arrangement allows for a maximum seating capacity of 236 occupants. Floor Plan #3 illustrates the occupant load of the roorn under the most extreme high concentration conditions which allows for 7 s.f. person as prescribed by the UBC table 33-A for high concentration assembly areas. This allows for no seating and minimum circulation and still accomodates less than 300 occupants. I cannot forsee any occasion at this facility when this kind of occupant load would occur, but we would be willing to post a notice in the room stating that the occupant load should not exceed 299 people. Because of the proximity of the existing Mechanical Room 119 to the West of the existing Womens Toilet 121, altering these existing toilet rooms 120 & 121 by widening the stalls to make them comply with the current UBC would be physically infeasible. The common wall between the mechanical room and the toilet room has existing electrical panels mounted on it and the location of an existing furnace in the mec!)anical room would prohibit relocating this wall any further to the West. The southeastern portion of the building site, as evidenced by Borehole B-4, is underlain by a 5 foot thick layer of loose, brown with gray mottling, slightly sandy, clayey silt which overlies a loose to medium dense, brown, slightly sandy to sandy silt to the bottom of the boring. The stiff, red-brow•r, silty clay observed in Borehole B-2 was not encountered in any of the other boreholes, but is probably part of the Helvetia Formation. Based on the groundwater observations conducted on April 8, 1986, the ground- water elevations vary from 299.5 to 300.1 feet. Groundwater levels will pr obab l,, � i th time arm season and should be anticipated to be the h i ghest in late winter or early spring and lowest in e�;ly fall . GEOTECHNICAL DESIGN RECOMMENDATIONS Foundatiun Desiyn Based on the results of the field explorations and our knowledge of the engi- neering characteristics of the subsurface material in the site area, it is our opinion that the building loads can be satisfactorily supported on spread footings. We recommend that spread footings on natural , undisturbed soil be designed for an allowable bearing pressure cf 1800 pounds per square foot (psf) . The recommended minimum width is 18 inches for continuous footings and 24 inches for isolated footings. The foutings should be buried at least 24 inches below the lowest adjacent grade, The settlements of footings founded on natural soils typical to the site are estimated to ',e nominal , approximately 1 inch or less. This estimate of settle- ment assumes that no disturbance to the foundation soils would be permitted during footing excavation and construction. To minimize the potential for disturbance, it is recommended that the footing excavations be made with a 0-1841-01 Smith/Dull Partnership April 10, 1986 Page 3 and B-4 in order to monitor groundwater levels. The determinations of groundwater levels shown on the boring logs mere based on observed water levels obtained after drilling was completed for the dates shown. All samples were visually examined in our laboratory in order to refine the field classifications. Laboratory testing was limited to water content deter- minations on all samples. No strength or consolidation tests were conducted for this project. SUBSURFACE CONDITIONS The analysis, conclusions, and recommendations contained in this report are based on site conditions as they presently exist and assume the exploratory borings are representative of the subsurface conditions throughout the site. If, during construction, subsurface conditions different from those encountered in the exploratory borings are observed or appear to be present beneath excava- tions, we should be advised at once so that we may review these conditions and reconsider our recommendations where necessary. Published geology indicate, that the general area of the site is underlain by a surficial layer of Uplands Silt which overlies red brown clayey silt/silty clay of the Helvetia Formaticn. Basalt of the Columbia River Basalt Formation forms the bedrock . Since the site s located at the bottom of Bull Mountain, some colluvium (slope wash) may be located on the site. As evidenced by Boreholes B-1 and B-3, the field exploratior disclosed a 7 to 8 foot thick surficial unit of fill (possibly partly colluvium) along the western, portion of the building site that is a loose to medium dense, dark brown to brown with gray mottling, slightly sandy silt. Keith Liden has told ine that he has two areas of concern: 1 ) Street trees need to be planted along the full length of Bull Mountain Road and 2) the area west of the existing gravel parking surface needs to be rnaintain,A with some sort of plant materials. (He said the existing grass field is OK as long as the grass is maintained and is not visually objectionable, ) I discussed having the remaining street trees installed now, with Mr. Dave Zimmerman, the church's landscape contractor. He suggests waiting until later' this fall until the weather is cooler and wetter to give the trees a better chance of survival . (The western area of the property is not currently irrigated. ) As we have discussed, the church plans to go ahead and build the west parking lot now. I am submitting plans along with this letter for the parking lot construction. The church would like to have the remaining landscape work requirement shifted over and made a part of the new permit for the parking lot. This will allow for a timely completion of the landscaping as a part of the parking lot, and hopefully, a permanent occupancy permit now for the building addition. Landscape plans are riot yet available for the parking lot area. They will be submitted when finished. I hope you will consider this letter and permit application as goodwill towards the church's intent to ultimately finish the project in a competent manner, while allowing use of the building addition. As discussed, we designed only the exterior soil re- taining walls detailed in sections 1/S2 and 2/S2 using the higher stress values allowed in the Oregon State Building Code, 1982 edition, with special inspection. All other masonry walls in- terior and exterior are design with no special inspection re- quirement as stated in Section 306, Paragraph 6. Under the special inspection requirements, we anticipate a -rua].i- fied masonry inspector to monitor and test the materials used, and inspect the reinforcing steel placement prior to any place- ment of grout. Our experience has been to have an inspector visit the site daily during construction of specially inspected masonry, but not necessarily full time. On all other masonry work, we would recommend spot checking and sampling at less frequent intervals, just to verify that similar materials are being used, even though not required by code. There are several points I would like to make clear -with regard to the city's stand on special inspections: I. It is agreed that special inspections (as required by Sec.306(a))are not required on structural masonry where the design stresses are 50% of the allowable(as per Sec.2406(c) . Please note that the design should be based on the 1986 edition of the State of Oregon Structural Specialty Code, not the 1.982 edition as spec- ified in Mr. . McBee's letter. Submit calculations to substantiate this. 2. Structural masonry which requires special inspection requires a NULL TIME inspector during placement: of masonry. 3. The special inspector shall be approved by the building official prior to commencement of work. The exterior soil retaining walls were designed for flex- ural stress. The allowable flexural stress has not changed from the 1982 Oregon Building Code --o the 1986 Code. Therefore, the design calculations already sub- mitted are correct as submitted. 2 . The method of verification of the allowable compressive :•,trength of masonry at 28 days ( f 'm) has changed. In the 1996 Code, Section 2406 b. 4 , "Assumed ultimate compressive strength" , the allowable f'm can be established by Table No. 24-D. We designed the fully grouted walls for f 'm 1500 psi. . '.fable No. 24-D : en requires that the indivi- dual concrete masonry units (CMU) must meet an ultimate compressive strength of 2000 psi based on the NET area. Enclosed please find the results of such tests supplied to us by the masonry supplier, Western Block.
