PREVIOUS ACTION: None STTE PLAN/DESIGN REVIEW: The applicant is proposing to conatruct a 1,920 square foot addition on to the north end of an existing 1J.v4Be(r food market_. The addition will house meat cutting and packaging facilities to serve the existing store. The parking req.:irement for the site, including the addition is 49 spaceF (one space for each 400 sq. ft. of gross floor area, reference Tigard Municipal Code section 18.60.120 (4) (a)) . There are 87 spaces on site. Access to the site is adequate. There is a 28' wide driveway near the northern property line and a 32' wide driveway at the southern end of the property. The property shuts S.W. Commercial Street, a 60' right-of-way which is not improved to City standards. The applicant has not submitted a landscape and irrigation plan. The site is not: landscaped to the r. luirements set forth in sections 18.28.060 and 18.59.060(e) . of the Ti.gatd Municipal Code. The property is connected to sewer and water, both in S.W. Commercial. Street. Site drainage is a problem. There is no drainage system in place to handle the drainage from the site. There is a storm sewer line running through the property near the northwest property line. The County Tax Maps show a 20' wide easement along the northwest property 1.ine. The City 'Aas no record of the property owner having dedicacrd the eat.,ment strip., In addition, the City has no record of the exact location of the storm sewer line. STAFF RECOMMENDATION: Staff recoimnends that the Planning Director approve SDR 19-•82 with conditions as follows: ` . 1. The property owner shall submit a legal description and map to the Engineering Division for a utility easement of 20' along the northwest property line.
