DIVISION 1 GENERAL SPECIFICATIONS
1. GENERAL
a. These specifications are general v1 nature and are intended
to set mininnun standards for construction materials. Workmanship
shall be controlled at good quality by the General Contractor..
Contractor to provide all necessary temporary support for walls
and floors prior to completion of vertical and lateral load
systems.
b. Design Criteria: Roof live load 25 psf (snow)

a. Uniform Building Code -• 1985 edition amended by the State of
Oregon.

3. OPTIONS AND ALTERNATE MATERIALS
a. Contractor may submit proposals for use of alternate
mat-2rials arra methods for written approval. Options shown on the
plans may be used at Contractor's discretion. Allow minimum of 5
days for review of proposes] alternates.
4. GENERAL CONDITIONS
a. General Conditions as published by the American Institute of
Architects (AIA Document No. A-201) shall be- part of the contract
the same as if bound herein. Copies are available at the
Architect's office.
b. Modifications of General Conditions (see also "Instructions
to Bidders" under separate cover) •
1. Article 3.2.5. Drawings and Specifications. Eight sets
of contract documents will be provided to the Contractor. All
extra sheets or sets requested by the Contractor or sub-
contractor shall be purchased.
2. Article 4.7.1. Permits, Fees, Licenses. All fees
required by the building department (such as plan check, building
permit, sewer, water system development, water meter fees) will
be paid for by the oamer. All other fees, permits and licenses
shall be paid by Contractor, including plumbing, HVAC, and
electrical fees. Notify Owner of amount and nature (,f fees 14
days before they are due. Contractor shall be responsible for
obtaining and submitting all information required by the building
department pertaining to all fees, permits and licenses.

3. Article 7.9. Arbitration shall be optional by either
party on claims over $50,000.00.
4. Article 9. Payments and Completion. Payments to
the Contractor may be withheld by Owner during the course of the
job if the project is rut kept free of liens. Such payments will
be promptly released upon rr�moval of such liens.
5. Article 12.1. Reasonable allowance for overhead and
profit shall not exceed 8% for Contractor or subcontractor
performing work or supplying materials due to change orders and
shall not exceed 5% for Contractor or subcontractor passing cost.

5. EXAMINATION OF SITE AND CONTRACT DOCUMENTS
a. Contractor shall examine the site of the work and ascertain
for themselves all the physical conditions and restrictions
before submitting price quotation. Contractor will also make a
careful examination of the plans, specifications, and other
contract documents and inform themselves as to the quality and
quantity of materials.
b. Contractors finding discrepancies, omissions or in doubt as
to the true meaninq of any part of the drawings, specifications,
or forms of contract docurn n`s, shall notify the Architect in
sufficient time to receive clarification prior to starting any
work.
C. The Owner will not be responsible for any loss, or for any
unanticipated costs which may be suffered by the Contractor in
regard to conditions pertaining U) the work.
d. These specifications may include material specifications
that may not be part of the contract but will be needed to
coordinate work by others.
e. Contractor shall coordinate his work with work :7y others to
provide a minimal of delays to all parties.
6. TEMPORARY FACILITIrS AND CUNTROIS
a. Contractor shall provide one 4' x 8' sign constructed of
3/4" exterior plywood and supported by two 4 x 4 posts embedded
in the ground to adequately support and brace the sign. The sign
is to be painters and letterrd as instructed by the Archit--ct.
All other simis, posters, etc., are prohibited.
b. The Contractor shall be solely responsible for all other
temporary facilities including all utilities, sanitation
facilities, barricades, construction office, etc. "ontractor to
cay costs of all utilities until the time of final completion.
C. Cont-actor shall keep sit-- and adjacent -)roperties, streets,
etc., clean and free of construction debris.
7. PRCOIJCT CIDSWUT
a. Record Drawings. The Contractor shall record all field
changes or modifications and the final location of all utilities
on a clean set of the plans and deliver that set of documents to
the Arciutect at the completion of construction.
b. Prior to releasing retention monies, Contractor shall
deliver as builts, equipment brochures, operating instructiorLs,
guarantees, etc., to the Architect.
C. Cleanup: All areas of the building and site are to be
finished, cleaned and suitable for occupancy and/or use. F<emove
stains and wash glass inside and outside. Remove foreign matter,
marks, stains, foreign paint, dirt, etc. , from all finished
surfaces, hardware, fixtures, equipment, etc.
DIVISIC N 2 SITE WJRK
1. CI.I'..ARING AND STRIPPING
a. Contractor performing work under this division shall examine
the site. The site shall be accepted in its existing condition
and no claim shall be made Lor anv condition not shown on the
drawings.
b. Area of site receiving new building addition shall be
cleared and stripped of all vegetation and organic materials.
d. Keep construction away from trees to be saved sufficiently
to avoid damage.
2. EXCAVATION
a. Remove all organic material and top soil from areas under
newly created building and paved areas.
b. Excavation for footings, piers and slabs to sizes and levels
stx..un or required. Clean all footing excavations of loose
material by hand.
C. All over-excavation shall be back-filled and compacted as
"engineered fill" or with concrete to same specifications as
footing concrete.
d. If over.-ex,.:avation is required to remove soft spots
resulting from conditions beyond the control of the Contractor,
the Contractor shall receive additional compensation provided
approval is received prior to doing the work and a negotiated
price 's agreed isrxm for excavation and backfill.
e. Do not excavate closer than 1-1/2:1 slope below base of
footings unless approved by engineer.
f. Stock pile subgrade material to be used for fill or for site
grading.
3. FILL MATERIALS AND INSTALLATION
a. On-site materials, free Df cx ganic material may be used for
fill under building and paving subject to maintenance of a proper
moisture content and obtaining required compaction.
b. Select Fill.: Under buid.ling addition - 3/4" (-) clean,
crushed mock or clean sand. Depth of structural fill shall be as
determined by soil engineer's report.
C. Top soil: Natural topsoil suitable for growing plants and
ground cover.
5. EXTRUDED CC NCREI'E CURBS
a. Curbs to he no slump 3000 psi minimum compressive strength
at 28 days.
b. Spread epoxy bonding agent such as Concressive #1064 or
approved equal over surface to receive surb. Install curb within
20 minutes after applying bonding agent.
C. Ext.nided curbs shall be located on asphaltic paving only at
parking area.
6. IRRIGATION SYSTEM, PLANTING & SEEDING
See Drawings.

1. GENERA
a. All work to comply with ACI c-ndes and s andards.

b. Verify weldability of all reinforcing to be welded. Use

Fabricate and install reinforcing steel according to the
"Manual of Standard Practice for Detailing Reinforced Concrete
;structures" ACI Standard 315.
4. CONCRETE MIX
a. Use type 1 cement, per ASTM C-150 vn'.ess otherwise approved.

a. Provide control joint under conference room wall. See
drawing for location.
b. Provide joints in exterior walks as follows unless otherwise
shown: Heavy (3/4") tooled joint at 5'-0" o.c. and 1/2"
premolded expansion joint at 30'-0" o.c.
7. CONCRETE CURING
a. All forms and excavations to be moistened before placing
concrete.
b. Cure slabs in manner compatible with the finish.
C. Spray all slabs with curing compound immediately after
finishing. Follow manufacturer's recommendation for application.
Use cureing compourx3 that is compatible with floor covering
adhesive.

8. FLOOR SEALER
a. Seal all exposed interior slabs with two coats of full
strength Kure-N-Seal by Sonneboro or approved equal. Apply first
coat immediately after slab is finished. Apply second coat when
all trades are finished just prior to occupancy. Floor is to btu
cleanEd and hydro-washed before second coat.

e. Before laying base sheet, cover all exposed metal tie straps

2. SHEET METAL

appearance. Urless otherwise noted material to be 24 gauge
galvanized steed.

The above-entitled matter came before the Hearings Officer
at the specially scheduled meeting of September 18, 1986 , and
was continued for additional comment to September 25, 1986, at
5 : 00 p.m. , the hearing held at Tigard Civic Center Town Hall Room,
in Tigard, Oregon; and
The applicant requests a conditional use permit to convert
an existing building to warehousing and food processing uses,
property located on SW Commercial Street, more specifically
described as Tax Lot 1203 , Map 2S1 2AD, City of Tigard, County
of Washington, State of Oregon; and
The Hearings Officer conducted a public hearing on
September 18 , 1986 , at which time testimony, evidence and the
Planning Department Staff Report were received; and
The Hearings Officer adopts the findings of fact and
conclusions contained i.Ai the Staff Report, a copy of which is
attached hereto, marked "Exhibit A" and incorporated by reference
herein.
NOW THEREFORE: IT IS HEREBY ORDERED that CU 5-86 be and
hereby is approved subject to the following conditions :
1. UNLESS OTHERWISE NOTED, ALL CONDITIONS SHALL BE MET
PRIOR TO ISSUANCE OF BUILDING OR OCCUPANCY PERMITS AS RELEVANT.

2. A revised site plan shall be submitted for Planning
Director approval indicating bicycle and handicapped parking.
3. The applicant shall obtain City of Tigard sign permits
for all signage at the site.
4 . Written acknowledgment from the Southern Pacific
Railroad Company for the acceptability of site stormwater drainage
onto Southern Pacific property shall be provided to the City prior
to issuance of any permits.
5. A street opening permit shall be obtained from the City
Engineering Office, by the applicant, for any work to be performed
within the right-of-way of SVV Commercial Street.
6 . Five (5) sets of plan-profile public improvement con-
struction plans and one (1) itemixed construction cost- estimate,
stamped by a Registered Professional Civil Engineer, detailing
al] proposed public improvements shall be submitted to the Engineer-
ing Section f.o.r. approval. These public improvement plans relate
to conditions 9 and 10 only.
7 . Construction of proposed public improvements shall not
commence until after the Engineering Section has issued approved
public .i.mprow3itient plans. The Section will require posting of a
100% Performance Bond, the payment of a permit fee and a sign
installation/streetlight fee. Also, the execution of a street
opening permit shall occur prior to, or concurrently with the
issuance of approved public improvement plans. SEE THE ENCLOSED
HANDOUT GIVING MORE SPECIFIC INFORMATION REGARDING FVP SCHEDULES,
BONDING AND AGREEMENTS .

8 . The applicant shall execute a non-remonstrance agreement,
on City forms, for future improvement of SW Commercial Street and
SW Hall Blvd.
9. The proposed relocation of the easterly access shall
be to the crest of the hill on SW Commercial Street. An acceptable
alternative would be the complete removal of the access altogether.
An on-site circulation analysis and plan approved by the Engineer-
ing Division shall accompany the latter alternative. Both drive-
ways (existing and future) shall be designed to accommodate future
standard improvements to SW Crmmercial Street.
10. The following interim improvements to SW Commercial
Street shall be required within one year of the initial improve-
ments on the subject property:
a. Widening of SW Commercial Street to 33 feet from
the westerly edge of pavement of SW Hall Blvd. to a point 100
feet back from the intersection. A 3 : 1 transition taper will
also be required. Said widening to be build to Minor Collecto!-
pavement and structural standards. A three lane traffic configu-
ration of approximately 11 feet in width each and crosswalk
stripping shall be required.
b. Removal of all brush and debris within the right-
of-way on the applicant' s Commercial Street frontage.
C. Construction of. a 3 foot wide gravel shoulder
along the entire Commercial Street frontage of the proposed site.
11. The northwestern building setback shall be maintained
to avoid building expansion into the public right-of-way.

12. A detailed lanOicaping plan which shows a minimum of
15% landscaping included within the property boundaries and which
indicates all. plant species shall be submitted to the Planning
Director for approval. if applicant can demonstrate that the
plan as submitted meets or exceeds the standard without the
inclusion of plantings in the public right:-of-way, no further
property need be included and only plant species information
need be provided to the City .
13. The northwester:i delivery or loading driveway shall.
be permanently obstructed to prevent vehicular use or it shall
be redesigned to permit improved vehicle maneuverability.
