Gentlemen:
I understand that there is a complaint against the TiaFrd Water
District for expanding their facilities on Canterbury Lane between S.W.
104th and 106th.
My home is locate,' next to the Wnter District property at 10380
S.W. Canterbury Lane.
We have no compldint against the Water District. The noise level
does not disturb us at any time of the day. They have maintained a green
hedge screening the fence and tanks from sight. They have mowed the lawn
and kept the area clean and neat at all times.
T hope that the Water District will be allowed maximum use of their
property.

Gentlemen:
The residents of Galway Hill townhouse condominiums , other residents in the
immediate vicinity, as well as our firm, have been disturbed for some time
by the expansion of the Tigard Water District's facility on Canterbury Lane
between SW 104th and 106th.
It has become apparent to us that this expansion exceeds what is compatible
with a residential area, and we are very disturbed that the City of Tigard has
{ seen fit to grant a building permit fur this addition. In further investigation l
it appears that this building permit has been granted in violat+on of the zoning
ordinance for that area, and therefore it is our intention to take all means
necessary to stop construction on the addition to the building, and to
eliminate the traffic of heavy trucks and equipment in that area.
If this matter can be handled between the City of Tigard and the Tigard Water
District, I would prefer that. However, if it cannot be handled in this way,
I intend to do whatever is necessary to bring this to the attention of the city
officials, and of the residents of the city, to see if this kind of thing can
be stopped. We feel strongly that if zoning ordinances are good for the public,,
! and are to be enforced upon builcers in the area, they should also be enforced
f€ upon public agencies, to set the proper kind of example for growth in the area.

SUBJ: CONDITIONAL USE 2-69, 3-69 and «-G9
The Tigard Water District, with offices ct UCI+1 SU Commercial- Street,
Tigard, has requested that the County grant conditional use permits
to allow development of reservoir facilities on three separate sites.
Each of these sites currently support si,,me reservoir facilities and
the proposals are to ei:pand these as necessary to meet the demands
that have been placed on the serving district by the rapid development
in the area It is the staff' s opinion that the proposed expansions
are appropriate and are compatible with the development that exists
within each neighborhood. Thc following is a brief discription and
definition of each proposal.
CU 2-69 - Baylor Street Reservoir Site
The subject site, zoned R-7 and located on the north side of
SW Baylor Street is bounded on the east by 66th Avenue and the
Baldock Freeway. The near proximity to the south and west supports
sparsely scattered residences. The OCA development is under con-
struction to the north. The area to the east beyond the Freeway
lies within Multnomah County.
There is an e:cisting, above ground storage reservoir, 58.5 feet
in diameter on the Sita approved under CU 2G-62. The request
proposes to add a second reservoir of similar dimensions to the
property.
2. CU 3-69 - Bull Mountnin Reservoir Site
The site in question, approved under CU 25-G2 for the low profile
reservoir that exists on it, is located on Bull :Mountain on the
north side of SU H;[;h Tor Drive, appro:ci,mately 250 feet west of
SW 141st Avenue. The subject property is a.lot; within an approved
residential subdivision which is nppronimately 25% developed to
single family homes. North of the site is undeveloped. The
applicant proposes to add a second 50' diameter, low profile
reservoir to the north of the existin;; facility.
3. CU 4-69 - Reservoir Site No. 1
The property located approximately 3501 crest of SW 103rd Avenue
and appro:;i.mately 2UG0' north of SI! Iturdock Street is zoned R-7,
supports an existin; 85' diameter reservoir. It is proposed to
construct another tank of the same dimension. The surrounding
area is developed residentially to the north, south, and east.
An exception is the Presbytorign Church' locnted on property across
the 20' access drive to the north. The land to the west is
undeveloped.
