CASCADE BOULEVARD DATE: OCT013ER 14, 1981 At approximately 10:45 a.m. on Octoher 13, 1981 , the automatic sprinkler Protection which has been installed in this building was tested with respect to water supplies and alarm initiation time lag. lhis test revealed the following information: - Static pressure prior to initiation of test 107 psig - Residual pressure at midpoint of test 95 psig -- Calculated volume of flow at midpoint of test 930 gpm - Resolved static pressure upon completion of test 105 psig Water flow through the inspector's test on the opposite end of the system resulted in an audible alarm in approximately 90 seconds after opening the inspector's test valve. This automatic sprinkler system is required to be fully and electrically supervised and the supervision must terminate in an approved central station or in the fire alarm center of Washington County Fire District No. 1 . At the time of inspection the wall indicator valve was found to be unsupervised and alarm signals terminated in a telephone answering station. Neither is accep- table. The builder was issued Inspection Notice No. 05709 which list d these two conditions as deficiencies. Cascade Boulevard The revised plans for the installation of automatic sprinkler protection within this building which accompanied your letter of transmittal dated August 27, 1981 , have been examined with reference to currently applicable standards of this jurisdiction relating to the same subject matter. The plans are hereby approved subject to the following comments and stipulations. In the first instance, a 2-inch main drain with pressure gauge must be provided on the main riser, assembly. This main drain must be piped to the outside and spill in such a manner as to preclude causing water damage either to the building or the surrounding landscaping during the conduct of full flow water supply tests through the drain at standard operating pressures. Also, it should be noted that the automatic sprinkler system must be fully and electrically supervised which would include all control valves and water flow alarm equipment. This supervision must terminate at the Fire Alarm Center of Washington County Fire District No. 1 or an approved central station such as American District Telegraph. Insofar as the layout of the sprinklers, piping, etc. in the roof space is concerned, there are no objections. However, the system which is shown on your drawings will not provide complete sprinkler protection. Sprinkler coverage rwst extend to all combustible spaces such as the "control tower," the "control tower tunnel ," etc. That is , full sprinkler coverage of the entire building is required. Accordingly, we are returning the drawings to you with our stamp indicating "changes required" exclusive of one copy along with the hydraulic calcu- lations which we are retaining for our records. Cascade Boulevard I believe I detect a note of annoyance in your letter of Auqust 8, 1981 . My letter of August 3 relates to my letter of June 19, 1981 , to Mr. Huber of your firm which was in confirmation of a telephone conversation in which it was agreed, among other things , that door no. 3 would serve as Part of the required lineal feet of exit width. The contract documents for this project are retained at the Building Department which is several miles from here. Accordingly, I did not have the advantage of having the finish hardware schedule before me at the time I dictated my August 3 letter. That is, I was not aware (at that moment) that door no.. 4 is not scheduled to be fitted with a locking or latching mechanism. Door no. 10 was never previously considered, by anyone here, as serving as a required means of exit from the sales area. However, we have no objections to the arrangement described in ynur aforecited letter. From our frame of reference, more exits means a higher degree of occupant safety. On the other hand, we approved the issuance of the building permit for this project with certain conditions . We will not countenance .deviations from the "approved" plans, exclusive of those necessary to fulfill stipulated fire safety requirements, without written authorization from both the Tigar- Building Depar and this office. Insofar as the layout of the sprinklers, piping, etc. in the roof space is concerned, there are no objections. However, the system which is shown on your drawings will not provide complete sprinkler protection. Sprinkler coverage rust extend to all combustible spaces such as the "control tower," the "control tower tunnel ,' etc. That is , full sprinkler coverage of the entire building is required. Cascade Boulevard The revised fixture and floor plansfor this occupancy which accompanied your letter of transmittal dated June 9, 1981 , have been examined with reference to Items No. 1 and 2 of our Plans Examination Report No. 1379 (copy enclosed) and currently applicable fire safety regulations. Insofar as the rearrangement of the exit facilities as shown on the drawings under discussion is concerned, although they could not be con- sidered as meeting the strict letter of the regulations, we feel that they will nevertheless fulfill the spirit and intent. Accordingly, the fixture/floor plan drawings, as revised, will satisfy Requirement No. 2 of the aforecited report. Referring now to the matter of lineal feet of exit width, from our tele- phone conversation we understand that the power-operated door assemblies indicated as Numbers 3 and 4 on the floor plan drawings will swing out- ward against the power operator by the application of a horizontal force of not to exceed 40 pounds. If these doors are identified by means of exit signs and there are instructions in letters not less than 2 inches in height and located roughly at eye level reading "IN EMERGENCY PUSH TO EXIT" on a contrasting background (or wording of a similar, nature) these openings may be considered as a portion of the prescribed exit width as addressed in Item No. 1 of the referred-to report. That is, according to our calculations, by the employment of these doors as exit doors, a total of 18 lineal feet of exit will be provided; i .e. more than suf- ficient to accormodete the calcu' ted potential occupant load. Both copies have been referred to the City of Tigard Building Gnartment. One copy will remain with and become a part of the plans of record. The remaining requirements contained in Plans Exam- ination Report No. 1397 (i .e. Items 3 through 11 ) continue to apply. The purpose of the investigation is to determine the subsurface conditions by analyzing and eval- uating field and laboratory test data, and to make foundation recommendations. PROJECT DESCRIPTION The proposed 43,000 sq. ft. structure will have dimensions of 217' X 193' . The retail facility with mezzanine floor will have load bearing concrete block w,.11s and interior columns having a bay spacing of. 46'-10" X 36'-7". Estimated interior column loads are 95 to 100 1- ,,j. No basement is planned. The first floor will be at about Elev. 181. FIELD EXPLORATION Five borings were drilled on '18 March 1981 at the locations shown by figure 1. 'The borings were drilled to a depth of 21.5' using a 8!W" diameter hcllow stem auger. Disturbed soil samples were obtained generally at 2' ' intervals of depth in the upper 10' and then at 5' intervals according to the standard penetration test (ASTM D-1586) . Borings were located and drilled by T & T -2- Drilling, Inc. Ground surface elevations at tle boring positions are approximate; they were interpolated from topographic site plan prepared by .Jerry S. Maris, Professional Land Surveyor, dated March 30, 1981. LABORATORY TESTS Laboratory tests on soil samples were made for the determina- tion of index properties and broad volume change characteristics. Test data were obtained for soil classification, water content, and Atterberg limits. Test results are shown on the attached figures. SITE DESCRIPTION The site is bounded by tracks of the Southern Pacific Railroad and Cascade Boulevard to the west and east, respecti ely. The ground surface is terraced, sloping from a hi.gi► area at the north building corner of about Elay. 189, down to the tower level at the southwest corner at Elev. 175±. Exposed soft peat, local ponding of surface water, brush and small trees were observed at the lower ground. The rest of the site is grass-covered without trees. Sur- face drainage Is t:o the south, and the flow is carried by a shallop drainage ditch which parallels a railroad spur just across the western property line. About 6" to 12" of water, 4' to 5' wide, was observed in the ditch at the time of drilling. Previous fill -3- placement wag evident at the northwest areas of the site as pieces of concrete were observed in the surface of the soil. The only two buildings in the vicinity, both apparently in good structural condition, are light structures established at near street elevation. SOIL PROFILE There is 1' to 211' of soft wet peat covering the southerly lower ground of the site, including about 60% of the building area. Underlying the peat and commencing at the higher ground surface in borings B-1 and B-2, the site has an upper 3' to 7'1' thick layer of soft to firm silty clay. It is usually followed by loose to medium dense sandy silt, then medium dense silty sand or silt. A noted increase in relative density was observed in the soils below 10' . GROUNDWATER CONDITIONS Groundwater was observed to enter the borings while drilling or sampling at a depth of 7' on the lower ground and between 12.5' and 16' on the higher ground. CONCLUSIONS AND RECOMMENDATIONS 1. Foundations - Conservatively designed spread footings may he founded within the natural soils or within engineered fill fol- lowing a suitable program of earthwork and subgrade preparation. -4- It is recommended that shallow spread footings be designed for net allowable bearing pressures of 2,000 and 1,500 psf for sluare and continuous footings, respectively. The bases of exterior footings should be founded at least 3' below final grade. We estimate minor footing settlements of about Y'. Continuous wall footings should have a minimum width of 2' , and should be able to span at least 15' . Every effort should be made to avoid remolding or disturbing subgrades or the inundation of footing excavations. All loose materials st.ould be removed be- fore concrete is poured. 2. Earthwork Operatir:ns - The construction sequence should commence with stripping areas of vegetation, topsoil, and removal of peat. The deptl-. of removal is expected to range between a few Inches and ab-,ut 2�' . The building area should be proofrolled with a heavy roller or the heaviest construction equipment avail- able (minimum 25 ton lo«ded tandem axle dump truck) . Any soft or unstable areas deliieated by proofroll.ing should be undercut and replaced as necessary with engineered fill.. The planned first floor elevation together with the necessary excavation and replace- ment could require about 7' of fill on the south portion of the building site and about 9' of cut at the north corner. Natural -5•- onsite silty clay and silt are suitable for use as engineered fill. The silts will be more difficult to compact than the silty clay and will require closer control of moistire. All earth fill and back- fill should be placed in lifts n.ot exceeding 8„ loose thickness and compacted to 95% cf standard. Proctor density (ASTM D-698) . As- compacted water contents should be between -2% and +37 of optimum water content. The natural soils were several percent wet of opti- mum at the time of drilling and may require discing and aeration for drying to reduce the water content before successful compaction can be achieved. Final exterior grades should ensure positive drainage away from the building. Ponded water adjacent to foundations could soften subgrades and result in settlement. Downspouts should dis- charge well away from exterior walls. 3. Slab-on-grade - Slab-on-grade design should incorporate a free-draining granular laver at least 4" thick, overlaid with a 6-mil polyethylene vapor barrier, "Moistop", or the equivalent. The granular layer should be coarse, uniform material preferably graded between the 3/4" and #4 sieves with not more than 107 pass- ing the #40 sieve. Design should anticipate small relative move- ments between the floor slab-on-grade and walls and columns. -6- 4. Exterior Pavements - The entire area of the parking lot should be proofrolled to d-lineate soft areas and to stabilize loose soil pockets near the surface. The silt subgrade is highly frost susceptible. The provision of good drainage is important to pavement per- formance. We understand that satisfactory results have been ob- tained on similar_ subgrades with a 7" thick unreinforced concrete slab in truck dock areas. We would be pleased to provide guide -7- specifications for 'Bituminous Concrete Binder Course' , 'Surface Course' , 'Sand Subbase' , 'Rolled Gravel Base' , and 'Processed Aggregate Base' upon request . 5. Potential Construction Problems - Major construction prob- lems relating to foundations and earthwork have not been indicated by the borings. Any water which accumulates in footing excavations can be controlled by pumping from sumps. Pumping, when required, should he conducted from outside of the bearing surfaces and below the bottom of excavations. The silts, sandy silts and silty sands are highly s+►sceptible to loss of strength when disturbed, frost action and surficial erosion. 6. Review, Observations and Tests - All stripping and grading operations, earthwork, and subgrade preparation for footings, floors and pavement should be carried out under the observations and tests of a soil engineer or his representative. We request the oppor- tunity to review appropriate portions of plans and specifications before they are used in the field. GENERAL QUALIFICATIONS This report has been prepared in order to aid in the evalu- ation of this property, and to assist the architect and/or engineer in the design of this project. The scope is limited to the specific project and 13cation described herein, sand our description of the project represents our understandings of the significant aspects relevant to soil and foundation character- istics. In the event that any changes in the design or location of the building as outlined in this report, are planned, we should be informed so the changes can be reviewed and the con- clusions of this report modified or approved in writing by the soil and foundation engineer. It is recommended that all construction operations dealing with earthwork and foundati.)ns be reviewed by an experienced soil engineer to provide information on which to base a decision whether the design requirements are fulfilled in the actual construction. In the performance of subsurface investigations, specific information is obtained at specific locations at speci- fic times. However, it is a well-known fact that variations in soil and rock conditions exist on most sites between boring lo- cations, and alio such situations as ground water levels vary from time to time. The nature and extent of variations may not become eviuent until the course of construction. If variations then appear evident, it will be necessary for a re-evaluation of the recommendations of this report after performing on-site observations during the construction period and noting the characteristics of any variations. Because of the possibility of these uranticipated subsur- face ccnd:I.tiuns occurring, we recommend that a "changed condition" clause be provided in the contract, both with the general con- tractor and in contracts with sub-contractors involved in the foundation and earthwork construction. it is felt that the in- clusion of this clause will permit. contractors to give lower prices, because they will not need to provide as much in con- tingencies as they normally would if equitable ad)ustment of changed conditions will minimize conflicts and litigation with the attendant delays and costs. Furthermore, by the immediate III recognition and adjustment in contract price at the time any changed conditions are encountered, the immense problem of try- ing to recreate facts when litigation develops later is elimi- nated. A mediation/arbitration procedure is recommended in the event that the owner, contractor and professionals do not agree on the changed conditions at the moment they are disclosed. It will be noted that we have denied approval of these documents based primarily upon the issues as addressed in Items No. 1 and 2 of this report. However, on Monday, June 8, 1981 , vie were contacted by the project architect, Mr. Paul Huber and have had the opportunity of discussing what we perceive to be exiting deficiencies with respect to the plans as submitted. As a result of these discussions, we believe that the issues addressed in Items 1 anc' 2 of this report will be satisfactorily resolved. For example, from our telephone convIersation, we understand that; door assemblies no. 3 and 4 (power-operated automatic entry doors) will be fitted with "breakaway" devices and will swing in an outward direction upon the exertion of a lateral force of riot to exceed 40 pounds applied at the normal push plate location. In addition, instructions such as "IN EMERGENCY PUSH TO OPEN" will be printed upon the door at normal eye level in each instance. Further, these doors will be designated as exits by standard electrically illuminated exit signs. Accordingly, they may serve as the additional lineal feet of exit, the issue addressed in Item No. 1 . pe Fire prevention does not cost it pays Mr. Ed Walden June 8, 1981 Page 2 Turning now to the issue of exits through the stock room, Mr. Huber has stipulated to extending the sales area to the location of exit door no. 19 and employing a pair of doors at this location. In conjunction with this, exit door no. 11 will be relocated roughly 12 feet east of the location as shown on Drawing Sheet A-1 and an exit passage, of sorts, will be con- structed between the industrial chain link fence and stock area 110. A revised floor plan drawing incorporating these changes is being forwarded to us. Accordingly, and based upon the foregoing stipulations, we have no objections to the issuance of a building permit insofar as this office is concerned; it being understood that all requirements li�;ted in Report No. 1379 will be observed, addressed and satisfactorily resolved during the course of the construction of the building. In any case, we are hopeful that this letter will assist in clearing the way for the further development of the project. From our interpretation of the floor plan drawings, three pruposed exit: from the sales area will lead through stock rooms. Exits are not permitted to pass through storerooms or spaces used for similar purposes. It is required that exit passageways be provided from the sales area to exterior exit doors. (ref: Sec. 3302 U.B.C. ) 3. All exit doors must be openable from the inside at all times for immeuiate exit without the use of a key, special knowledge or effort; except that keyed deadlocks may be employed if they are of the "indicating type' (i .e. being distinguishable as being locked when in the locked position) and there is posted on or over the door, in each instance, a sign reading "THIS DOOR TO REMAIN UNLOCKED DURING BUSINESS HOURS" in letters not less than 1 inch in height on a contrasting background. Where pairs of doors are employed as exits (e.g. door assemblies no. 1 and 2) when the "active" leaf is unlocked the "in- active" leaf must be free to swing without the operation of any other latching device. Flush, edge or surface bolts or any other type of device that may be used to restrain the doors, other than the locking mechanism, are prohibited. (ref: Sec. 12. 104 U.F.C. ) 4. The exit signs must be illuminated by means of two lamps of not less than 15 watts each and must be served by two electrical circuits , one of which is separate from all other circuits within the building (i .e. an emergency circuit) . The second circuit may be taken from the normal illumination fixtures. From our examination of the electrical drawings and review of the electrical specifications we could not discern if the circuit extending from thr- exit light to the emergency battery pack illumination fixtures was for the purpose of providing power to the battery charger or for both illuminating the emergency illumination fixtures and the exit signs. That is, if the battery pack which is provided for illumination of the emergency fixtures will also illuminate the exit signs the circuit form the battery pack may be considered as the emergency circuit. Clarification of this issue must be provided to this office. (ref: Sec. 12. 113 U.F.C. ) 5. The power-operated door assemblies (door assemblies no. 1 and 2) must be oppnable upon failure of the power supply by the exertion of a lateral force against the push plate of not more than 40 pounds. The closing fort` of said doors, measured at the closing style, must nit exceed 40 pounds at any point in the closing arc. (ref: Sec. 3303 U.B.C. ) 6. Regarding Section 6A-15-C of the specifications concerning firestopping, in all walls and partitions firestopping consisting of 2-inch (nominal ) lumber, gypsum plasterboard or equivalent material is required: a) at all ceili,ig lines. b) at maximum vertical intervals of 10 feet. c) at maximum horizontal intervals of 10 feet as in he case of double stud walls and partitions. d) in all furred spaces and all similar locations to the effect that the maximum dimension of any combustible concealed space is 10 feet or less. (ref: Sec. 2517 U.B.C. ) 7. The automatic sprinkler system must be fully and electrically supervised in- cluding all control valves and water flow alarm equipment. Supervision must terminate at the Fire Alarm Center of Washington County Fire District No. 1 or an approved central station such as American District Telegraph. (ref: Sec. 3802 U.B.C. ) 8. No. The area is well established as an industrial zone. One proposal f,r this site is for a large furniture warehouse with a retail outlet. If this Applicant had proposed a greater mrLber of retail outlets, Staff would not have made the recoc:.:i-endation included herein. It is further suggested that should this be come the case, the Applicant should return to the Planning Cor=ssion for approval of all future_ development. At the present time, Staff is working on a large arnexation proposal in this ar^a. We expect to be before the Council in Septemn(?r with the initial Resolution.
