In attendance were representatives from the City; OTAK; Larry Rosencrantz, the developer; and adjoining property owners. The discussion focused on Lots 39 through 44, which are composed of man-made fill, up to 30 to 32 feet high (maximum). The writer's comments are as follows: Slpe Stability. A review of John McDonald's engineering report dated January 13, 1993, was completed prior to the meeiing. The report was prepared to address Section 7006(e), Chap- ter 70 (Uniform Building Code), which requires that the soil engineer of record express "opinions and recommendations covering the adequacy of sites to be developed by the proposed grad- ing, including the stability of slopes". In the letter, John McDonald expressed an opinion "that the earth fill on Aspen Ridge subdivision, including the earth fill on Lots 39 through 44, is stable and suitable for the intetided usage". Before accepting the letter, the writer reviewed the standard of practice for similar fills/se.ting3 with two principals in other geotechnical engineering firms. The general consensus is that local practice would allow a statement on stability and suitability without strength testing per se, based upon experience with comparable fills, with 2HA V sideslopes; and on suitably prepared subgra.des. Accordingly, it is the writer's opinion, that John McDonald's letter should be ac- cepted by the City as satisfying the intent of Chapter 70. �I i ...
