The purpose of the Park and Recreation Advisory Board is to advise and advocate
for park and recreation opportunities for a growing Tigard.

1. Call to Order and Roll Call
At 7 p.m. the meeting was called to order by Holly Polivka.
2. Approval of Minutes: October 3, 2016
Troy Mears moved to approve the October 3, 2016, meeting minutes. Wayne Gross
seconded the motion. The minutes were approved by a majority of the board
members present with Wayne Gross, Troy Mears, Holly Polivka, and Linda Shaw
voting yes. Dave Brown, Claudia Ciobanu, and Scott Winkels abstained.
3. Comments from the Audience
Rob Musante, 13263 SW Summit Ridge Street, is past president of the Tigard Noon
Rotary Club. Mr. Musante conveyed Tigard's two rotary clubs desire to make a
contribution in the name of the rotary clubs to the new Heritage Trail, or in the
proposed new community gathering space at the end of the trail in Downtown
Tigard.
Sarah Soper, 13754 SW Benchview Place, spoke on behalf of the Friends of Bull
Mountain Park (FBMP). Ms. Soper gave a brief recap of a presentation given by
FBMP's president Toraj Khavari at last month's meeting, requesting $40,000 in
additional funds to complete the park.
Nancy Tracy, 7310 SW Pine Street, presented the board with a petition with over 200
signatures of people living within a half mile of a property at SW 72nd Avenue and
SW Spruce Street. The petition is in support of using the property to build a
neighborhood park at that location and is on file in the PRAB meeting record.
Jim Long, 10730 SW 72nd Avenue, chair for Community Participation Organization
serving the areas of Durham, East Tigard, Metzger (CPO 4M), handed out a copy of
a memo he will present to the Tigard City Planning Commission. The memo is on
file in the PRAB meeting record. Mr. Long requested support for at least one of five
commercially-zoned properties north of SW Spruce Street to be included in the
Tigard Triangle Urban Renewal package. One property in particular, at the northwest
corner of SW 72nd Avenue and SW Spruce Street, is the focus of a petition requesting
the City of Tigard create a neighborhood park at that location. Mr. Long asked for a
second letter—the first letter was provided on April 18, 2016— from the PRAB in
support of a park at that location.

Neal Brown, 13853 SW Boxelder Street, reported that despite some recent health
issues, he is still very much interested in working to support a community center in
Tigard.
4. Discussion Items from Previous Meetings
The board came to an agreement that they were not fully comfortable with making a
decision on the FBMP request for additional funds at this meeting. They would like
to review all parks needs in order to prioritize funding. The board will send a list of
park projects to Steve Martin which he will return to the board with cost estimates
for the projects.
5. CIP Items and PRAB Priorities
Steve Martin provided the board with the list of CIP items that the board and city
staff previously prioritized. The list is on file in the PRAB meeting record.
6. Parks Updates
Martin McKnight gave the following parks updates:
• The annual leaf event and food drive is taking place at Cook Park on
November 12, 19, December 10, and 17. Food donations will go to Tigard St.
Vincent de Paul Food Pantry.
• The Boy Scouts will be recycling Christmas trees at Cook Park in early
January. The chips will be used on trails in the park.
• Significant progress has been made on the Woodshire entrance to Bull
Mountain Park.
• Several staff members recently attended the annual OR13A conference in
Eugene.
• The gates will now be closed at Cook Park for the winter season.
• Staff is dealing with homeless camps in the parks on an ongoing basis.
• Because of the very wet weather, fields had to be closed for at least a week in
October.
• Proposals are coming in for inclusive playground equipment at Cook Park.
7. Recreation Program Updates
Anthony Markey introduced Tigard's Park & Rec Administration Specialist 11 Lexi
Hallum, and gave the following recreation program updates:
• Tigard Parks & Rec was a partner in the annual Howl-O-Ween Canine
Costume Contest event on October 29.

• Staff manned an informational booth at the Trick or Treat on Main Street
event on October 31.
• The Fall/Winter Activity Guide is now available on the city's website and at all
city buildings.
• Staff will run a craft table at the Downtown Tigard Tree Lighting event on
December 2.
Events in the planning stages for 2017 include:
• Movies in the park: August 11, 18, 25, and September 8
• Concerts in the park: August 8, 15, 22, and 29 in Cook Park
• A future partnership with Tigard Basketball Association
• A pilot program at Metzger Elementary School for an after school program
• A presence at various parks in Tigard with crafts, toys, and games once a week
during July to celebrate of National Parks and Recreation Month
• The 2n' annual Egg Hunt: April 15 at Cook Park
• Tigard Family Fest: September 8-10 in Downtown Tigard
The board advocated for the activity guide to be mailed to Tigard residents at least
once a year to promote activity participation and advertising. They also thanked staff
for the progress made by the parks & rec program.
8. PRAB Discussion Items for Council
Steve Martin spoke about the 2016 NRPA Field Report that was included in the
board's meeting packets. Mr. Martin pointed out these comparisons of the typical
park and recreation agency and Tigard's park and recreation:
• The typical acres of park land per 1,000 residents is 9.5 acres. Tigard's is 10.1
to 10.2 acres per 1,000 residents.
• Tigard falls well below the typical staff members per 10,000 residents. The
typical is 7 FTE per 10,000 residents and Tigard's is just over3 FTE/10,000.
The topics the board members would like to discuss at the joint meeting with council
on November 15 include:
• Park maintenance
• Importance of the recreation program
a Next year's planned levy and bond measure

9. PRAB Liaison Reports
Linda Shaw gave a brief summary of the October Tigard Pedestrian and Bicyclist
meeting.
Scott Winkels will try to attend the Planning Commission meeting next week.
10. Non-Agenda Items
Linda Shaw gave a reminder about the Turkey Traipse hike on Thursday, November
24 at Bull Mountain. More information about the event is can be found in the
Fall/Winter Activity Guide.
