1. Call to Order, Roll Call and Introductions
Commissioner Henschel called the meeting to order at 5:31 p.m.
2. Approval of Minutes —September 14, 2016
Commissioner Inman requested the July 13, 2016, minutes approved as noted.
Commissioner Jehnke requested a correction for Agenda Item #1 to read:
Marc Woodard was a member present.
Commissioner Henschel moved to approve the change as amended; and Commissioner
Inman seconded the motion. The motion passed by unanimous vote of the
commissioners present,with Commissioners Henschel, Inman,Jehnke, and Reu voting
yes.

4. Water Supply Update
Mr. Goodrich reported:
• Average water use for the month of September was 6.5 million gallons per day (mgd).
This usage is typical for this time of year, but lower than our 10-year averages and
slightly higher than last year during this time.
• In the month of September, there were no aquifer storage and recovery(ASR) activities
to report. ASR-1 has 53 days of supply based on 1,000 gallons per minute (gpm)
recovery rates. ASR-2 has 81 days of supply based on 1,500 gpm recovery rates.
• City crew Uni-Directionally Flushed (CJDF) approximately 220,000 linear feet of pipe,
which is 20-percent of the system total. Over the last three weeks, the UDF crew has
re-flushed King City as a pilot to see if it improved water quality.
• A few water quality problems have been reported by customers during the UDF
program. Crews continue to provide street signage and information to the public via
webpage and social media.
Commissioner Rau provided a water sample taken from his home in King City and
discussed the quality of chlorine in the system. Mr. Goodrich will test the level of
chlorine in the water and will notify the board of the results.
The board continued to discuss water quality around the City of Tigard.
Commissioner Inman asked staff on the city's role of maintaining the assets of the new
water system.
Mr. Goodrich replied the City of Lake Oswego is the managing authority and an
operations committee oversees they system.
Commissioner Inman asked staff who controls the pump stations in Tigard. Mr.
Goodrich replied Tigard controls its own systems.
He went on to update the board:
• Since July 2016, the crews have flushed lines in 129 cul-de-sacs.
• Lead in drinking water continues to be a topic in the news media, including
information regarding the City of Portland and their Bull Run water source. Our
staff are receiving higher than usual call volumes pertaining to lead in drinking water.
Free test kits are offered through our water quality-monitoring program.
• The city just completed the first round of regulatory lead and copper monitoring,
collecting and analyzing 66 homes. The city reported to the state that only two
homes were above the action level for lead, and that using EPA methodology, our
results were significantly less than the previous year. In 2015,we reported 13 parts
per billion (PPB) and recent tests indicated less than four PPB. The sample size for
2015 was 11 homes and the sample size for 2016 was 66 homes. These findings are
consistent with Lake Oswego's results of less than four PPB as well.

Commissioner Henschel asked staff how many lead testing kits have been handed out
and would like this item to be added to the November agenda. Mr. Goodrich did not
have this information on hand, but would report back to the board.
Commissioner Inman asked when the next testing was scheduled. Mr. Goodrich replied
the next testing will be March 2017.
5. Long Term Water Supply Planning—Willamette River Water Coalition (WRWC)
Proposal
John Goodrich updated the board and provided a handout on a partnership with
WRWC; handout is on file in the IWB record. Some of the highlights include:
• On September 20, 2016, staff spoke to City Council on a joint partnership with
Tualatin Valley Water District (TVWD) through the WRWC.
• WRWC is offering 12.7mgd intake of raw water for the installation and use of the
water raw water intake system at the Willamette River. Tigard's cost allocation is
estimated at $15.85M. This does not include any other assets such as pipe
conveyance, treatment, or storage within the Willamette Water Supply Project.
• The groups will need a decision from the City of Tigard in December 2016.
• It is anticipated that ASR-3 will be completed and in-use by 2020.
• A majority of funding will be done with System Development Charges (SDC).
• The next scheduled meetings with council will be November 1, 2016, and December
13, 2016.
Commissioner Henschel requested an informational update from the November 1, 2016,
meeting be added to the November I" agenda. Commissioner Inman requested staff
provide information regarding what water projects would be postponed should the city
use water SDCs to fund the Willamette raw water facilities.
6. Information Items
A water rights hearing was held on October 6 and 7, 2016, and verbal closing arguments
were taken. The final written arguments are being submitted by Water Watch and
Oregon Water Resources Department. The judge may provide findings in the case by
end of calendar year.

At 6:53 p.m., Commissioner Henschel moved to adjourn the meeting. Commissioner
Reu seconded the motion. The meeting adjourned by unanimous vote of the
commissioners present,with Commissioners Henschel,Jehnke, Inman, and Reu voting
yes.
