Tigard Public Library Board Minutes
MEETING DATE/TIME: Wednesday, October 12,2016 7 p.m.
MEETING LOCATION: 13500 SW Hall Blvd., Conference Room, Second Floor
1. CALL TO ORDER:
Chair Scott Hancock called the October 12,2016 Tigard Library Board to order at 7:00 p.m.
2. ROLL CALL
Present at the meeting were:Joseph Callahan, Scott Hancock, Katie Harris,Jan Thenell, Roarke Van Brunt,
Alternate Becky Gauthier,Library Director Margaret Barnes and Executive Assistant Alison Grimes.
Michelle Taylor was excused and Mark Loomis was absent.
3. APPROVE MINUTES
The minutes from the August 10, 2016 Board meeting were reviewed. As there were no additions or
corrections, the minutes were approved as presented.

4. AGENDA ADDITIONS AND DELETIONS
It was noted that as Board member Cole Weber moved from Tigard to Beaverton and no longer lived
within city limits, he resigned from the Library Board. A replacement will be appointed next June.
5. CALL TO THE PUBLIC
Halsted Bernard, the Library's new Circulation Manager,was tonight's staff guest. Bernard has been with
the library since mid-June; prior to that she lived in Scotland. After being hired,Bernard came up with three
projects she wants to complete: easier scheduling,used OneNote to create a CircWiki to keep Circulation
staff informed of issues in that division; and she sends a productivity tip to Circulation staff every Thursday.
Bernard was very excited to come to work at Tigard and not only does it show, but it is infectious to other
Circulation staff.
6. ELECTION OF OFFICERS
The election of officers was held during this meeting. Barnes opened the floor for nominations for Chair.
Thenell nominated Hancock for Chairman of the Library Board. Van Brunt seconded. All members voted
aye and the motion passed.

Hancock then opened the floor for Vice-Chair nominations. Van Brunt nominated Harris and Hancock
seconded the motion. All members voted aye and the motion carried.

It was noted that Hancock's term ends June of 2017;Harris will still be able to run for a second term on the
Board. Barnes also handed out a `Code of Conduct' for Callahan to review and sign.
7. REVIEW OF FALL PROGRAMS
Barnes handed out the three brochures of fall programs—Kids,Teens and Adults. She also passed out the
WCCLS'Passports in celebration of their 40`t'anniversary. With the resignation of Cole Weber, a revised
Board roster was given to all members.
8. POLICY REVIEW
Three policies were presented to the Board for their review and approval.
Cell Phone—after review, the Board unanimously reapproved the policy.

Food and Beverage- this policy was also reapproved after review.

The third policy, Collection Development, after discussion on Item IX E, `Limits on the Collection,' the Board
readopted this policy.

9. LIBRARY STRATEGIC PLAN
A project report, compiled by Readers Services Manager Carlisle,was distributed to the Board. The Board
approved of the progress.

10. LIBRARY OPERATIONS
The updated statistics from May,June,July,August and September were passed out for review by the
Board. WCCLS statistics for the month were also distributed. It was noted that Beaverton, Cedar Mills,
Hillsboro,Tigard and Tualatin were the top libraries in circulation.
11. OTHER BUSINESS
■ LIBRARY TRENDS
The Board discussed the decline in circulations. Hancock also checked to see if Board
members would be available for the November meeting.
12. ADJOURN
There being no further business, the meeting was adjourned at 8:03 p.m. The next meeting of the Tigard
Library Board is scheduled for Wednesday,November 9, 2016 at 7 p.m. in the second floor Conference
Room, 13500 SW Hall Blvd.,Tigard.
