Others Present: None. 1. CALL TO ORDER Chair Watkins called the meeting to order at 6:30 pm. The meeting was held in the Tigard Library, 2nd Floor Conference Room, at 13500 SW Hall Blvd. 2. CONSIDER MINUTES The September 7, 2016 meeting Minutes were approved. 3. PUBLIC COMMENT There was no public comment. 4. EDA GRANT FOR HUNZIKER INFRASTRUCTURE PROJECT Lloyd reported that lottery funding from the state,matching federal funds and funding from a private developer will enable the project to move forward. Once the state lottery bonds are issued the City can request reimbursement to repay the $200,000 borrowed from City Gas Tax funds. 5. FY18-22 TRANSPORTATION CIP PRIORITIZATION Mike gave a brief description of the discretionary projects and answered questions. TTAC members will rank their top fifteen projects. Kevin discussed the schedule with individual rankings due by end of the day on October 17 and a follow-up meeting on October 26 to discuss the overall average rankings and to decide the TTAC recommendations for project prioritization. 6. ANNUAL REPORT —PREPARATION & RECOMMENDATIONS Kevin noted the annual report will be presented at a joint Council/TTAC meeting on Tuesday, October 18. He suggested the format previously used with each TTAC member in attendance offering a brief personal perspective (why they're serving on TTAC,what projects they are passionate about, etc.) followed by"actionable" recommendations to Council. After discussion, Traffic calming,update the City's Transportation System Plan (TSP) and Connectivity Plan (including maps), and pursue a dedicated sidewalk funding source were identified as the recommendations and Kevin will refine the wording prior to the meeting. It was unanimously agreed to forward the four recommendations from the tmeino in the Agenda packet to TriNfet. 8. ENGINEERING PROJECT UPDATES Mike distributed and briefly discussed the project updates noting that$4 million in MS`I"IP funding was approved to add sidewalks and bike lanes along 121`t Avenue from Whistler's Loop to Tippitt Place. 9. TTAC RECRUITMENT Joe Patton stated that terms end for four voting positions on December 31. Karen is ineligible for reappointment,as she has served two full terms. One member has expressed interest in reappointment and the other two are undecided. The application deadline is October 31. 10. LIAISON REPORTS—PBS,PLANNING COMMISSION A. Elise noted there is one more meeting for the Tigard Triangle Llrban Renewal discussion on October 24. B. Yi said the Planning Commission heard proposed text amendments to the Tigard Development Cade and also heard the continuation of a hearing regarding a River Terrace East multi-family application. 11. The existing 99W bridge is difficult for pedestrians and cyclists. Project Description: Build a new bridge and connecting trails for pedestrians and cyclists from the Riverwood Drive/108'Ave area of Tigard to the Jurgens Park area of Tualatin. Such service would help residents get more exercise and better enjoy the Fanno Creek Trail system. It would also solve the problem for those of us who would like access to a bicycle on a regular basis but live in non-ground floor apartments in complexes that are required to provide car parking yet not required to, and therefore don't, provide bicycle parking (and having to keep my bicycle elsewhere where I couldn't keep better watch on it is how it ended up being stolen,grrr). Biketown seems quite popular in central Portland and is working well. I would love to have them in Tigard too. Jan Anderson Resident, Downtown Tigard Area ><)))•> 1 Memorandum To: TTAC CC: Buff Brown From: Erik Halstead Date: 10/5/2016 Re: TriMet Service Enhancement Plan Recommendation: To advise TriMet that the City of Tigard desires the following proposed service enhancements be prioritized by TriMet for the next two years: • Increase service frequency on line 76-Beaverton/Tualatin to "Frequent Service",with buses arriving every 15 minutes • Re-route line 78-Beaverton/Lake Oswego,currently operating in unison with line 76,to originate at Washington Square Transit Center,and provide service along S.W.Hall Boulevard from Washington Square to downtown Tigard • Extend line 36-South Shore to provide service west from the Tualatin Park&Ride (Bridgeport Village)along S.W.Durham Road to King City • Extend line 97-Tualatin-Sherwood north along S.W. 72nd Avenue to the Tigard Triangle,and terminating at Tigard TC Background: TriMet has been working on a Service Enhancement Plan to revitalize bus service in our region(and in other parts of the Portland Metropolitan Area)since 2013. In 2015 a final draft of the SEP was published and communicated to various stakeholders,including TTAC. In 2015,TTAC advised City Council on three priority issues,including implementing the Service Enhancement Plan to restore bus service to Tigard. The Mayor communicated a letter to TriMet indicating our desire. TriMet's General Manager replied that due to funding constraints,TriMet was unable to fully implement the SEP changes in one year;however has made moderate improvements. In June 2016,TriMet's Senior Planner Tom Mills requested that we advise him on which proposals we would like to see TriMet implement next. On June 21 st,three members of TTAC(Kevin Watkins,Elise Shearer and Erik Halstead)along with Buff Brown discussed TriMet's list of proposals and agreed to recommend these four proposals to TTAC to discuss and move forward at the August TTAC meeting. 1 October 5, 2016 Rationale: A number of proposals affect bus service in Tigard and the surrounding area. These four recommendations provide additional service to areas of Tigard that are underserved. Specifically, Durham Road was singled out at previous TTAC and community meetings for needing bus service, and adding a bus line along this road serves numerous apartment complexes,businesses,and elderly and low income populations. Adding service to line 76 would double bus service along Hall Boulevard south of downtown Tigard to Bridgeport Village and Tigard,including Meridian Park Hospital;there are several apartment complexes,and concentrations of employment that would benefit from having the additional service. And extending the new Tualatin-Sherwood line north would provide additional service to Tigard's industrial area,and connect these industrial areas to two transit centers(Tigard,Tualatin P&R)and WES stations(Tigard,Tualatin). Currently,lines 76 and 78 provide Frequent Service north of Tigard;as a result line 78 would be truncated and re-routed. It would no longer run north of Washington Square,but run from Washington Square,southeast on Hall Boulevard(which currently has no bus service between Metzger and Tigard)to downtown Tigard,serve the Tigard Transit Center,and then continue its existing route through the Tigard Triangle to PCC-Sylvania and to Lake Oswego. This new routing would serve low income populations and apartment complexes along Hall Boulevard and provide them with direct access to Tigard TC,rather than only limited service via 43-Taylors Ferry to Washington Square. Line 43 would continue to run,which also provides service to downtown Portland. Several proposals put forward by TriMet are worth consideration,but require additional work as there will be negative impacts to current populations. These four recommendations appear to have few to no negative impacts to either current or potential riders,and should be considered immediately by TriMet for implementation within the next 12-24 months. The remaining recommendations should continue to be studied by TriMet,TTAC and other stakeholders,for possible implementation in the future. 2 Transportation Project Update — October 5, 2016 121St Avenue (Gaarde to Walnut) Washington County announced that about $4 million in Major Streets Transportation Improvement Program (MSTIP) funding has been approved to add sidewalks and bike lanes along 121St Avenue from Whistler's Loop to Tippitt PI, which would complete sidewalks and bike lanes along 121St from Walnut St to Gaarde St Bonita Rd /Sequoia Pkwy Intersection Washington County announced that about $1 million in Major Streets Transportation Improvement Program (MSTIP) funding has been approved to build a traffic signal and other improvements at the intersection of Bonita Road with Sequoia Parkway. Walnut Street (Tiedeman to 1161h and intersection with 135th) The contractor is now working on a trench for underground electrical, cable, and communications wires along the north side of Walnut St, making driveway connections, and is building a stormwater treatment swale west of the tennis courts. The project will add sidewalks, bike lanes, center turn lane, new sewer line, replacement water line, and underground utilities from 116th to Tiedeman, and install a traffic signal in place of the all-way- stop at the Walnut St/1351h Ave intersection. Some delays may occur between 9am and 3pm when the builder is working near Hwy 99W. Hall Blvd South of Sattler St A developer is building a subdivision on the west side of Hall Blvd south of Sattler Street, south of the Applewood subdivision. Construction includes bike lane and sidewalk along this part of Hall Blvd. River Terrace River Terrace subdivisions are under construction west of Roy Rogers Rd south of Scholls Ferry Rd, and west of 1501h Ave south of Bull Mountain Rd. All of these developments will be adding sidewalks and bike lanes along streets. Hwy 99W between Walnut PI and McKenzie St A developer is building a mini-storage facility along the east side of Hwy 99W between Walnut PI and McKenzie St, on the site of the former Carmichaels' Pub. Hawksbeard St between 130th Ave and 135th Ave A developer is building a new apartment complex between Hawksbeard and Scholls Ferry Rd. Their work includes repairing pavement and widening Hawksbeard and adding sidewalk along the apartment frontage, and improving sidewalks along Scholls Ferry and 135th. 72nd Ave south of Dartmouth St A developer is building a medical office building on the west side of 72nd Avenue south of Dartmouth Street. Stormwater Master Plan As part of the completing the new Tigard Stormwater Master Plan there will be field crews out on streams both public and private throughout the month of October. These crews will be evaluating culverts, collecting data on local stream channels, and evaluating conditions of streambanks. Affected private property owners have been notified via mail.
