September 7, 2016

1. CALL TO ORDER
Chair Watkins called the meeting to order at 6:30 pm. The meeting was held in the Tigard Library,
2nd Floor Conference Room, at 13500 SW Hall Blvd.
2. CONSIDER MINUTES
The August 3, 2016 meeting Minutes were approved.
3. PUBLIC COMMENT
There was no public comment.
4. CIP FY17-22 QUALIFIED LIST STATUS
Chair Kevin Watkins reminded the committee that Joe Patton had sent out a comprehensive list of
links to the background material which included a note that Kevin was willing to answer any
questions. Kevin received no inquires and asked if there were any questions. Yi thought it would
have been helpful if he'd been advised to go to the Tigard Municipal Code as it became clear to him
what he was supposed to do after reading it. Kevin agreed and said it would be especially helpful to
let new members know about that option. Buff noted last year's Qualified List contained thirty
projects with fourteen of them considered discretionary. One of the issues with the process last year
was inter-mixing what are now call "discretionary"projects with "committed"projects—or projects
that the city had committed to go ahead with. The process will be less confusing in the future as
there will be one qualified list showing the "committed"projects and a list of the discretionary
projects to rank. There will be closer to thirty discretionary projects to rank this time. The goal is to
send the list with the agenda packet for the October meeting. The projects will be discussed at the
October meeting followed by TTAC ranking.
5. TRANSIT SUBCOMMITTEE CHARTER (combined 5 & 6)
Kevin combined both items 5 & 6 into a single item but a different direction. He said Elise and Erik
had suggested that the group would likely be able to solicit enough information from the community
at large by means other than a formal subcommittee. Erik suggested a less formal action such as a
community forum, an open house, or a TriMet meeting allowing more input on how to address

transit issues. Cityscape will be utilized to advertise any events. The function will still be the same—
gauging interest,working with TriMet, optimizing the system, and getting the city's needs identified
and better coordinated with TriMet. The consensus was that was a good idea.
6. TRANSIT SUBCOMMITTEE SERVICE ENHANCEMENT REPORT (combined
with agenda item S above.)
7. COUNCIL MEETING PREPARATIONS
Kevin reminded the group that the TTAC bylaws Section XI states an Annual Report is required to
City Council, due before December 1. He noted this may be in form of a "joint meeting."The
components are a summary of key activities and proceedings as well as suggestions or
recommendations to improve the City's transportation system. The members are encouraged to
participate. He suggested they go with the option of having a joint meeting noting that's what
they've typically done. Last year's joint meeting consisted of a "Year-in-Review," a planning
calendar, comments from members and alternates, and the following recommendations: Advocate
for improved bus service, Implement a forward looking traffic-calming policy,Increase funding for
transportation projects (+50% over next five years). The upcoming joint meeting is scheduled for
Tuesday, October 18 at 6:30 p.m. Kevin asks that TTAC members prepare a listing of"actionable"
recommendations and/or suggestions for discussion at the October 5 meeting. His aim is to develop
the top three recommendations to present to Council.
8. TRAFFIC CALMING POLICY DECISIONS
Members divided into two groups to discuss the "Policy Decisions,Traffic Calming Program"
presentation from the June 1,2016 meeting for 20 minutes before returning. When the group
reconvened,Mike talked about how traffic calming decisions were made at the city long ago,
typically consisting of speed bumps,islands, traffic counting, etc. Citizens would gather
neighborhood petitions to present to the city; the whole system was very cumbersome and
expensive. The city would split the cost at times, but it became too expensive to keep this program
and it was discontinued. He noted there is a new Council now and many new staff members that
may be open to traffic calming. Kevin reiterated rather than writing policy it'll be giving
recommendations. Robert said Ashville,NC has a direct, simple,uncomplicated policy that he
thought was good. He will email it to Joe to upload into the shared Google Drive folder. Group one
was divided on reactive vs proactive policy. Group two believes the policy should be comprehensive
enough to cover most issues,yet simple enough for people to understand. Ideas included integrating
bikes and greenways,good lighting, slow cars down, divert cut-through traffic, street crossings,
reduce pedestrian deaths and injuries,reduce traffic conflicts, and reduce stress. Information will be
circulated and the issue revisited at a future meeting.
9. ENGINEERING PROJECT UPDATES
Mike discussed rules that apply not only to city employees but also to city commission/committee
members. The rules only apply to this group when someone identifies him or herself as a TTAC
member,which requires them to remain neutral on political topics. He then gave details on various
transportation project updates.
10. LIAISON REPORTS—PBS, PLANNING COMMISSION
A. Ped/Bike Subcommittee:The Family Fest is this weekend and includes a bike ride and a fun
run.

B. Planning Commission: Yi reported that the River Terrace developer requested theix hearing
regarding adding units to dicir subdivision be continued to October 3.
C. T wangle: Elise reported the recommendation will be an Urban Renewal District over a
period of 30 to 35 years that will bring in approximately $94.5 tnillion.

Transportation Project Update —September 7, 2016
Walnut Street (Tiedeman to 116th and intersection with 135tH)
The contractor and is now working on storm and sewer connections and conduits and vaults for underground
utilities, and is building a stormwater treatment swale west of the tennis courts. The project will add
sidewalks, bike lanes, center turn lane, new sewer line, replacement water line, and underground utilities
from 116th to Tiedeman, and install a traffic signal in place of the all-way-stop at the Walnut St/135th Ave
intersection. Construction work is scheduled through Summer 2017.

Summer Paving
The major summer paving is done. The contractor is doing finish work and cleanup this week. Call Mike
McCarthy at 503-718-2462 with questions, comments, or concerns. In order to advance our strategic vision,
striping modifications have been made to fit in bike lanes and paved shoulder to provide better conditions for
pedestrians and cyclists. Bike lanes have been added on 121St, Hunziker, Locust, Walnut, and parts of 72nd and
78th and shoulder striped on parts of 72nd to improve walkability. Oak, Ventura, Landmark, and Sandburg are
left mostly unstriped as local streets to encourage lower speeds.
Hall Blvd South of Sattler St
A developer is building a subdivision on the west side of Hall Blvd south of Sattler Street, south of the
Applewood subdivision. The property is being graded and utilities installed for future houses and streets.
Construction will include bike lane and sidewalk along this part of Hall Blvd.
River Terrace
River Terrace subdivisions are under construction west of Roy Rogers Rd south of Scholls Ferry Rd, and west of
1501h Ave south of Bull Mountain Rd. If you have any questions, please contact Mike White at 503-718-2464.
All of these developments will be adding sidewalks and bike lanes along streets.
Hawksbeard St between 1301h Ave and 135th Ave
A developer is making utility connections under Hawksbeard St for a new apartment complex between
Hawksbeard and Scholls Ferry Rd. Their work will include repairing pavement and widening Hawksbeard and
adding sidewalk along the apartment frontage, and improving sidewalks along Scholls Ferry and 135th.
Main Street/Scoffins Street Intersection All-Way-Stop
The intersection of Main Street with Scoffins Street has been converted to all-way-stop traffic control. In this
initial test phase the signal is operating in red-flash mode so the intersection functions as an all-way-stop. If
after a few months the intersection is indeed functioning better (for pedestrians, cyclists, drivers, and transit
riders) as an all-way-stop, the signal will be removed. Comments and concerns can be directed to Mike

Oak Savanna Restoration at Dirksen Nature Park (near Tigard St and Fanno Creek)
Crews will be removing downed wood from the savanna restoration area next week. Larger pieces will be
saved for use in the nature play area, and other pieces donated to needy families. This facilitates removal of
non-native vegetation, and allows better soil preparation and future native grass plantings. Comments and

North Dakota Street Bridge over Fanno Creek
The Oregon Department of Transportation (ODOT) announced that about $3 million in Local Bridge Program
funding has been approved for a project to replace the North Dakota Street bridge over Fanno Creek. If all
goes well, construction would be anticipated in 2020.
