Others Present: Harry Reid,Tigard citizen. 1. CALL TO ORDER Chair Watkins called the meeting to order at 6:30 pm. The meeting was held in the Tigard Library, 2" Floor Conference Room, at 13500 SW Hall Blvd. 2. CONSIDER MINUTES The June 1, 2016 meeting Minutes were approved. 3. PUBLIC COMMENT There was no public comment. 4. FY17-22 CIP REVIEW Kevin noted that during the December 7, 2011 TTAC meeting, members prioritized the Main Street Green Street Phase II and the Commercial Street sidewalk projects. The Dakota Street bridge replacement is a safety issue and therefore is prioritized above all other projects. Kevin gave a brief overview of the CIP projects that will use some City Gas Tax funds. Robert expressed interest in having an overview on how past priorities were established. The past meeting packets are available on the City's website and a link will be provided via email. He also asked for clarification on the upcoming ballot measure to increase the City Gas Tax when the Street Maintenance Fee was already increased. Mike explained that the intent is to use half of the City Gas Tax increase to replace the Street Maintenance Fee and the other half would increase the monies available to fund Tigard transportation projects. 5. TRANSIT SUBCOMMITTEE CHARTER Eric stated one informal meeting took place. Recommendations to TriMet will be to change line 76 to a 15 minute frequent service line (requires an adjustment to line 78),push line 36 west to Durham Rd.,and extend line 97 north to 72 d and tie back to the Tigard transit center. For now, the meetings will continue informally as ad hoc rather than a subcommittee. Ben noted a subcommittee could hear concerns from Tigard riders and provide an organized voice to address ongoing issues with TriMet. The topic will be discussed in more depth at the next meeting. TRAFFIC CALMING PROPOSAL Kevin briefly discussed the main topics to consider: proposed program,objectives,Tigard's role,scope, relationships,selection criteria and funding.The overall goal is to create recommendations that the City can formulate policies around,which then would be reviewed by TTAC for feedback. It was noted there are many challenges to finding a happy medium. One possible funding source may be a portion of the increased City Gas Tax,if the measure passes,with a portion earmarked for traffic calming measures. Mike noted that all of the traffic calming considerations could easily fill a full time staff position.Traffic calming will be discussed at the next meeting. 7. ENGINEERING PROJECT UPDATES Mike distributed the Transportation Project Updates and gave an overview of them. Members expressed concern about the intersection by Symposium Coffee as it is often mistaken for a three-way stop causing safety issues. Mike noted that it might not be possible to convert it due to its proximity to the railroad tracks. He will research what options are available. It was also noted that a blinking light at the Main and Scoffins intersection should remain as a stop sign may not be visible if a bus stops to pick up passengers there. 8. LIAISON REPORTS—PBS,PLANNING COMMISSION A. Don noted that the Planning Commission approved an annexation and rezoning request for a development on SW 113`". It is located behind the shopping center. B. Joseph reported that the Pedestrian Bicycle Subcommittee is working on a letter to ask City Council and the Mayor to use any available funds from the increased City Gas Tax,if approved, to promote walkability and bicycling in Tigard. Ben noted that an officer attended the last meeting and talked about the law when pedestrians want to cross the road, specifically they must place some part of their body into the roadway—a hand, foot,cane,etc. 9. PLANNING CALENDAR Kevin stated there are three more meetings scheduled for the year.The agenda for the next meeting will include preparations for the joint TTAC and City Council meeting. 10. Call to Order— Christopher Warren Chair Christopher Warren called the meeting to order at 6:30. Minutes from the September 28 and November 2, 2011 meeting were considered and approved. 2. Update on TTAC Recruiting Mike McCarthy discussed recruitment for vacant positions on the committee. Evelyn Murphy and Shane Brown will begin their committee terms in January and Mark Bogart will serve as a committee alternate. Two positions representing businesses/employers remain open and can be filled during the year. 3. Next Budget and TTAC Project Priorities Mike McCarthy explained that the committee was tasked with prioritizing the candidate projects for the 2012-2017 Capital Improvement Program. He provided a brief overview of each of the 18 project candidates (Attachment A). He noted that two projects—North Dakota Page 1 of 3 I:\Transportation Advisory Committee\2012\02-01-12\TTAC Draft Mtg summary 12-07-11.docx Street Bridge Replacement over Fanno Creek and Tigard Street Bridge Replacement over Fanno Creek—that were originally on the candidate lists had been removed because of the timing requirements involved with bridge replacement projects. Committee members discussed how the ranking criteria (Attachment B) should be used to inform their rankings.Judith Gray explained that the criteria were used by the City's CIP management team and were meant to be a guide to help committee members rank projects. There was discussion about the committee developing its own goals for this process in future years. The committee asked if they could vote on modified versions of the candidate projects. For example, instead of voting for a complete streets project could they vote for a project at the same site that would have incremental improvements and be more likely to have funding. Mike suggested that committee members have the opportunity to suggest candidate project modifications ahead of voting next year. Additionally, he suggested that there be a future agenda item for the committee to discuss whether it wants to see more incremental approaches to projects. The committee members were then asked to rank their top 10 priority projects with the greatest priority receiving 10 points,the next priority 9 points, and so on. The rankings were tallied. There was discussion about how to present the committee's recommendations to City Council. It was decided that the project rankings and total points would be sent to Council with comments from individual committee members. TTAC in 2012 The committee expressed a desire to continue to meet at the library instead of at the public works building in the next year. Staff reminded the committee that elections would occur in February. Mike said that design alternatives for Pacific Highway/Gaarde intersection are moving forward and the committee will be asked to make their recommendation at the meeting in January. Judith discussed the next steps with the High Capacity Transit Land Use plan and invited committee members to attend the kickoff of Tigard Connects on January 30. Mike and Judith briefed the committee on Tualatin's "Year of Transportation" and Washington County's update to its Transportation System Plan. 5. The creek crossing (between 112th and 114th;just west of the tennis courts) is impassable to vehicles while crews install a new larger culvert for the creek and new water, sewer, and storm drainage pipes and utility conduits on top of the culvert. The new roadway will be above the culvert and pipes, and will be considerably higher than the old road. The project will add sidewalks, bike lanes, a center turn lane, new sewer line, replacement water line, and underground utilities from 1161h to Tiedeman, and install a traffic signal in place of the all-way- stop at the Walnut St/135th Ave intersection. Striping, cleanup, and replacement of traffic signal loops, etc. is being done next week. Striping modifications are being made in many locations to fit in bike lanes and areas of paved shoulder to provide better conditions for pedestrians and cyclists. Bike lanes are being added on 12151, Hunziker, Locust, Walnut, and parts of 72nd and 78th. A shoulder area is being striped on parts of 72nd. Existing bike lanes will be replaced on Dartmouth. Oak, Ventura, Landmark, and Sandburg are being left unstriped as local streets. Hall Blvd South of Sattler St A developer has begun construction on a subdivision on the west side of Hall Blvd south of Sattler Street, south of the Applewood subdivision. The property is being graded and utilities installed to accommodate future houses and streets. River Terrace River Terrace subdivisions are under construction west of Roy Rogers Rd south of Scholls Ferry Rd, and west of 150th Ave south of Bull Mountain Rd. Hawksbeard St between 130th Ave and 135th Ave A developer is making utility connections under Hawksbeard St for a new apartment complex between Hawksbeard and Scholls Ferry Rd. Their work will include repairing pavement and widening Hawksbeard to standard width and adding sidewalk along the apartment frontage. Highway 217 over Interstate 5 Bridge Deck Overlay The Oregon Department of Transportation (ODOT) will be installing an overlay on the concrete bridge deck of the northbound Hwy 217 'flyover' bridge over 1-5. The bridge will be closed from Spm Saturday through 5am Monday morning for the next couple of weekends (weather permitting). Traffic will be detoured via the Exit 292B loop ramp to Kruse Way and Hwy 217 northbound. Work will be done at night, with specific dates to be determined. Hwy 99W and its ramps will remain open; traffic will be flagged, with delays likely. In this initial test phase the signal is operating in red-flash mode so the intersection functions as an all-way-stop. If after a few months the intersection is indeed functioning better as an all-way-stop, the signal will be removed.
