Date " City of Tigard Memorandum o: Joe Barrett, Sr. Management Analyst From: Cheryl Caines,Associate Planner Re: Tigard Triangle Traffic Analysis Contract (C170027) Date: March 16,2017 A request has been submitted to amend the above named contract with David Evans&Associates (DEA) for the Tigard Triangle traffic analysis rather than develop a new contract. During discussions with DEA regarding scope development,it was determined that a more accurate scope for the analysis (Phase II) could be developed after negotiations with ODOT(Phase 1)were completed. Therefore,we decided to do the contract in two phases. The intent was to have DEA do all of the work in both phases as outlined in the objective and task sections of the contract. Objective ...Once City and ODOT have agreement on the TRP methodology, consultant will draft a scope for Phase II,which will cover the TRP analysis and delivery of a TPR Compliance Report Specific Tasks 4. Consultant shall develop a scope of work, budget and schedule for Phase H: TPR Compliance Analysis, based on the Final TPR compliance methodology memorandum. •' 1 Tom McGuire Asst Community Development Director CITY OF TIGARD,OREGON AMENDMENT TO CONTRACT TIGARD TRIANGLE LEAN CODE TRAFFIC ANALYSIS C170027 AMENDMENT #1 The Agreement between the City of Tigard,a municipal corporation of the State of Oregon, hereinafter called City, and David Evans and Associates,Inc.,hereinafter referred to as Contractor, entered into on the 29th day of September,2016,is hereby amended as follows: • To complete the technical analysis work and documentation of compliance with the Transportation Planning Rule. CITY OF TIGARD DAVID EvANs AND Ass CIATES,INC. Signature Signature /l Printed Name Printed Name q-V-g t? 3-k7q,l;;Z Date Date EXHIBIT 1 SCOPE OF SERVICES TIGARD TRIANGLE LEAN CODE&REZONE TRAFFIC ANALYSIS PHASE II:TRANSPORTATION PLANNING RULE ANALYSIS BACKGROUND Transportation Planning Rule (TPR) Compliance for the Tigard Triangle is being broken into two phases. Phase I covered by development of a TPR methodology memorandum. This amendment covers Phase II, which includes the TPR analysis and delivery of a TPR Compliance Report. This TPR compliance evaluation will compare the proposed land use to that of the existing zoning within the Tigard Triangle. If the changes in zoning generate the same or fewer automobile trips as the existing zoning, the proposed zone change is assumed to have no significant effect on the transportation infrastructure, thereby meeting the requirements of the Transportation Planning Rule (TPR) as dictated in section 660-012- 0060 of the Oregon Administrative Rule (OAR). If the zone change generates more trips, traffic operational and queuing analysis will be conducted for study area intersections to quantif T the extent of impact and determine if there is a significant affect. Queuing analysis will be limited to exit ramp approaches to the intersections. If a determination of significant affect is reached, additional analysis will be required to identify measures that would be expected to mitigate the significant affect. The analysis will evaluate the following land uses: • Current Zoning, which maintains the existing zoning in the Triangle; • Proposed Zoning:Refined Site Design Standards and increased Land Use Densities to support mixed use pedestrian oriented development. This option is the Recommended Option that was previously developed through the public process alternative development and refinement process (TTSP) with the following modifications. o Simplification to one Triangle Mixed Use (TMU) zone o Modification to the zone boundary o Adjustment to building height limits o Removal of FAR maximums SPECIFIC TASKS The scope of work to be performed by the Consultant will include, but is not limited to the following: Task 1. Trip Generation: Using the methodology agreed to in the Phase I methodology memorandum, the Consultant shall determine the trip generation for the Tigard Triangle Rezone area under existing and proposed zoning. Trip calculations will be based on standard Institute of Transportation Engineers (ITE)Trip Generation. The trip generation for the proposed zoning will be start with ITE but use three methodologies for the calculation of net new trips. The Consultant shall submit the proposed ITE land use t-pes to be used for the zone change calculations to the City and ODOT for review and approval • ODOT Recommended • ITE gross trips—30%Metro reduction =Net new trips • ITE gross—ITE reductions for pass by and internal trips = Net new trips o Metro Recommended • ITE Net Trips (ITE gross—ITE reductions)—30%Metro reduction =Net new trips Trip generation calculations and finding will be documented in a trip generation memorandum, which will include a comparison of trip generation under existing zoning and the proposed zoning, and a recommendation to proceed with intersection operations and queuing analysis to determine if there are impacts or finding of no significant impact based on the trip generation. Task 2. Trip Generation Meeting: .Consultant shall present the trip generation memorandum completed in Task 1 at a meeting with City,ODOT and other stakeholder staff to review the analysis, approve the assumptions and findings, and determine if there is a potential for TPR impacts and the need for analysis of intersection operations and queuing or that the trip generation evaluation is adequate to determine a finding of no significant impact. Consultant shall present memorandum at ODOT or City offices for up to two (2) hours with one (1) consultant staff person. Up to one (1) hour of travel time is assumed for this meeting. If the trip generation completed in Task 1 is adequate to make a TPR finding of no significant impact no further tasks will be completed. If the trip generation completed in Task 1 indicated the potential for significant TPR impacts the City of Tigard and ODOT will determine one (1) trip generation methodology (ODOT or Metro recommended) to use for the intersection impact analysis. Task 3. Intersection Impact Analysis: If additional evaluation is warranted based on the outcome of Task 1 and Task 2, the consultant shall complete year 2035, PM peak hour intersection operations and queuing analysis for the ODOT ramp terminal intersections serving the Tigard Triangle for the existing and proposed zoning. The year Metro year 2035 federally financially constrained TPR model will be used to establish the background traffic volumes. The traffic analysis will include calculating v/c ratios for each study intersection while the queuing analysis will be limited to freeway exit ramp approaches to the intersections. The proposed study area intersections are: • OR 99W at SW 64th Ave/I-5 Southbound Ramp Terminal (Signal) • OR 99W at SW 60th Ave/I-5 Northbound Ramp Terminal (Signal) • OR 99W at OR 217 Northbound Ramp Terminal (Signal) • OR 99W at OR 217 Southbound Ramp Terminal (Signal) • SW 68th Ave at I-5 Southbound Ramp Terminal (Signal) • SW Haines St at SW 65th Ave/I-5 Northbound Ramp Terminal(Stop controlled) • SW 72nd Ave at OR 217 Northbound Ramp Terminal (Signal) • SW 72nd live at SW Hunziker St(Signal) • SW 72nd Ave at OR 217 Southbound Ramp Terminal (Signal) • OR 217 at I-5 Southbound Ramp Terminal (Signal) • OR 217 at I-5 Northbound Ramp Terminal (Signal) PM peak two-hour intersection counts will be collected at the study area intersection (up to 11 interscctions). The traffic operations and queuing associated with the existing and proposed zoning will be analyzed using Synchro/SimTraffic for the PM peak hour using the calculated future 2035 demands for each land use scenario. If,under the proposed zoning scenario,an intersection exceeds the adopted performance standard or experiences excessive interchange ramp queuing, it will need to be mitigated. The language of the Transportation Planning Rule requires that the mitigation allows the intersection to operate at either the applicable standard,or the level of the existing zoning, whichever is worse. Task 4. Draft TPR Compliance Memorandum: The results of the analysis and any recommended mitigations from Task 3 will be documented by the Consultant in a Draft TPR Compliance memorandum for review by City and ODOT staff. The memorandum shall include the following: • Calculation of trip generation, mode split and intersection turn movement volumes for 2035 PM peak hour under current zoning • Calculation of local tip generation rates, mode split and intersection turn movement volumes for 2035 PM Peak hour for the proposed zoning under the ODOT or Metro recommended methodology as determined in Task 2 • Summary of applicable performance targets for traffic analysis • Evaluation of PM peak hour intersection overall v/c ratio and exit ramp queuing under the existing and proposed zoning • Summary of any intersections that fail to meet performance targets under existing and proposed zoning • Identification of recommended mitigation,if any,to meet TPR 660-012-0600 under proposed zoning Task 5. TPR Compliance Review Meeting: Consultant shall review Draft TPR Compliance memorandum with City and ODOT and other stakeholder staff at ODOT or City offices for up to two (2) hours with one (1) consultant staff person.Up to one (1) hour of travel time is assumed for this meeting. Task 6. Final TPR Compliance Memorandum: Consultant shall produce a Final TPR Compliance memorandum following receipt of one set of non-conflicting comments for City and ODOT. Deliverables and Schedule • Trip Generation memorandum within three (3)weeks after receipt of NTP. • Presentation of Trip Generation memorandum to City, ODOT and stakeholder staff at ODOT or City offices for up to two (2) hours with one (1) consultant staff person within two (2) weeks after delivery of Trip Generation memorandum. • Draft TPR Compliance memorandum within Two (2) months of NTP. • Presentation of Draft TPR Compliance memorandum to City, ODOT and other stakeholder staff at ODOT or City offices for up to two (2) hours with one (1) consultant staff person within two (2) weeks after delivery of Draft TPR Compliance memorandum. • Final TPR Compliance memorandum within Two(2)weeks after receipt of one set of non-conflicting comments from City and ODOT. The plan outlines a vision for the area with a diverse mix of uses in an enjoyable walking environment with improved connectivity for all travel modes. Several action items were recommended within the plan to implement the vision. These include amendments to the Tigard Community Development Code and a partial rezone of the Tigard Triangle. The City is proposing all parcels designated Mixed Use Employment(MUE) and some parcels currently designated General Commercial (C-G) be changed to a new mixed use designation, Triangle Mixed Use (171\1U). The proposed zoning and code changes require evaluation of transportation impacts on adjacent state facilities (Hwy. 99,Hwy. 217,and Interstate 5) to show compliance with the Oregon Transportation Planning Rule. At the same time,Tigard citizens are concerned with the existing traffic and the impacts of the proposed changes on these highways. The analysis and evaluation should consider these concerns and how to address them. Along with code amendments, the City is developing a parking management to support development of a mixed use pedestrian district. The parking plan will use short and long term strategies to reduce single occupancy vehicle travel in the area. Proposed code changes include reductions in minimum and maximum parking requirements, allowances for joint parking, and improved connectivity between developments. These efforts will support a more efficient use of parking and encourage the use of alternative travel modes. Traffic analysis in mixed use zones is evolving and standard suburban models do not reflect nor support the Tigard Triangle vision. In addition, this type of modeling supports increasing roadway capacity which only encourages additional SOV travel. Therefore, this analysis must incorporate modeling that represents a realistic scenario for Triangle development and incorporates efforts being made by the city to reduce travel demand in the Triangle. BACKGROUND The Tigard Triangle is located seven miles south of downtown Portland,Oregon, just east of Downtown Tigard, and bound by Interstate, 5 (I-5) to the east,Highway 217 to the south/west,and Highway 99W(Pacific Highway) to the north. This close proximity to highways allows convenient regional auto access to the area but also creates major barriers for bike and pedestrian travel from nearby neighborhoods and destinations such as Portland Community College (Sylvania),downtown Tigard, and the Kruse Way office park. The Triangle has long been considered an area that could easily absorb future growth by providing residences, employment, and shopping/services. However over the years, the area has mainly developed with office buildings of varying size, and a congregation of big box retail stores on its western side. Development of residential and service 141Page uses for the employment base has been limited; despite the mixed use zoning that has been in place for the past twenty years and the low improvement-to-land ratios that persist across most of the district. OBJECTIVE Develop a traffic analysis methodology agreeable to the City and Oregon Department of Transportation (ODOT) to show compliance with the Oregon Transportation Planning Rule. The methodology used must support the Tigard Triangle vision and incorporate City efforts to improve travel options and reduce auto travel within the area. Transportation Planning Rule (TPR) Compliance for the Tigard Triangle is being broken into two phases.Phase I covered by this Scope will develop a TRP methodology memorandum to be reviewed and approved by the City and ODOT. Once City and ODOT have agreement on the TRP methodology, consultant will draft a scope for Phase II,which will cover the TRP analysis and delivery of a TPR Compliance Report. SPECIFIC TASKS The scope of work to be performed by the Consultant will include, but is not limited to the following: 1. Consultant shall produce a Draft TPR Compliance Methodology memorandum for review by City and ODOT staff describing analysis approach for determining whether the proposed zone change and related development standards will have a significant effect as outlined in the Oregon Transportation Planning Rule (TPR 660-012-0600). This shall include the following: a. Approach for calculating trip generation, mode split and trip assignment for 2035 build-out under current zoning b. Approach for calculating local tip generation rates for the proposed zoning i. Consideration of eligibility from trip generation rates pursuant to Metro 3.07.630. ii. Determination for reasonable building out. c. Approach for calculating mode split for the proposed zoning i. Approach for mode splits that are sensitive to expected transit improvements and parking management practices (subsection 6(c)) 1. Including TriMet Southwest Service Enhancement Plan 2. Including with and without SAX'Corridor Light Rail d. Approach for calculating trip assignment for the proposed zoning e. Summary of applicable performance targets for traffic analysis f. Approach for analysis to determining mitigation, if any to meet TPR 660-012-0600 under proposed zoning 2. Consultant shall review Draft TPR Compliance Methodology memorandum with City and ODOT staff at ODOT or City offices for up to two (2) hours with one (1) consultant staff person. Up to one (1) hour of travel time is assumed for this meeting. 3. Consultant shall produce a Final TPR Compliance Methodology memorandum following receipt of one set of non-conflicting comments for City and ODOT. 4. Consultant shall develop a scope of work, budget and schedule for Phase H: TPR Compliance Analysis, based on the Final TPR compliance methodology memorandum. 151 Page Exhibit B Fee for Services Tigard Triangle Rezone—Phase 1: Transportation Planning Rule Analysis Methodology Rate Schedule ❑ Rate Schedule provided to Client by DEA;or ® Rate Schedule as listed below: Client will pay DEA a fee in an amount equal to (i) the time of all personnel engaged directly in connection with the Services based on the Rates for Personnel listed below, subject to adjustment on January 1 of each year, plus (ii) an amount for expenses actually incurred based on the Rates for Expenses.
