1. Call To Order
The regular-meeting of the Integovernmental Water Board was called to order at
5:40 p.m. by Vice Chairperson; Beverly Froude since Chairperson S'cheiderich
arrived a little later.
2. Roll Call'& Introductions
• Roll call was taken with all members present with the exception of Bill Scheiderich
who arrived later. Mr. Wegner introduced Cyndi Turner,.-Financial Operations
:Manager and Amanda Brewersdorf, Accounting Assistant II in Utility Billing
Department who were present to discuss the utility account of.Elena Martin.
3. Citizen Comment=JoLynne Ash
JoLynne Ash, property manager for-Elena Martin was present=to-discuss the
account of her,Aunt who owns the property at 13305 SW Fisher Rd.
Commissioner Froude requested that Cyndi Turner explain the current policy on
leaks. Ms. Turner explained that a credit for leak form is completed. Ms. Turned
stated that in.September 1996 the credit for leak policy was changed by.the IWB.'
The policy was to review the five previous billing periods average and calculate.the
credit with a maximum of$165.00 credit.: After review by the IWB in September
of 1996 the policy was changed to state that the custonier'would pay the water
costs only with no mark up. The new credit for leak form is based upon this new
policy; Ms. Turner had the Utility Billing Department look at the credit for this
account with both the previous policy and the new with the difference being only
$6.00. The newly created policy is more substantial when there is a large water
loss.

• Ms. Turner then described how the leak was calculated.: system wide average is 16
ccf(since there was no previous usage for this customer), the read at the time of
the discovery of the leak was 174with the reduction of the.:average,the.total was
158 ccf. The credit is calculated at the rate of-.62 which..is.the overhead costs
(water rate is 1.32 per ccf which includes .70 for water and .52'for markup).
Customer was given credit of 158*ccf @ .62 for a total credit of$97.96 On the
old system the credit for this customer would have beeri$104.28. The current
balance on this account was $135.28 and the customer had paid the $35.28 which
leaves a balance on the account of$100:00: 'Since thispayment they have had
another billing cycle and her currenfbilling was for $14,12:'
Mr. Wegner stated that the location of the meter from the house is approximately
two footballs fields and is on the comer of Fischer Road and 131 st. The meter
was set with the same guidelines,that we set all meters and there was a,steel stake
put in at the location of the meter: An oversized thick (garbage:truck) apparently
ran.over the meter which caused the break. The meter has since been relocated.
Mr. Wegner continued by stating the extensive eak was due,to the length of the
run from the home and it going undetected for a coupled days. ,Ms. Ash stated
that they,had hired a contractor to hook up the service and the contractor did work
with the City crews on location ofthe meter.
Ms. Turner stated that the costs for:=meter replacement is approximately $120.00..
After,discussion of the Board, the Board questioned what•relief the customer was
• looking for? Ms. Ash-stated that ishe would like to have the remainder of the
$100:00 waived. "
Commissioner Hunt made a motion'to split the,$100.00 overage;since it was
neither the fault.of the-customer,nor�the City although the•City-is out the
replacement costs: This motion was-seconded by Bill Scheiderich.and it was voted
upon and passed;unanimously.
Since Mr. Panter was unable to attend tonight's meeting,:he'called a requested to
be placed on the next agenda to discuss his leak.
Ms. Turner stated that the Finance Department is currently working on drafting a
written credit for leak policy. The Board requested the-Ms.- Turner provide the
Board with the current policy.
4. Long Term Water Supply
Mr: Wegner stated that there is three-main levels for the long range water 1) State,
2) Willamette Water Supply Agency;,and-3) Treatment Plant.
On the State level, Governor Kitzhaber has received a copy of the report from the
Willamette River Basin Task Force and following that was the Channel 8 public

• forum. Since that time the governor<has met three times:with stakeholders from
throughout the State and Mr. Monahan and Mr. Wegner have attended one of
these meetings. We have recently received the governors,outline for continued
movement to turn the recommendation of the task force,into motion. In addition
the DEQ has sent out RFP for a'study of ecological and:environmental concerns
on the river as well as recreational concerns on the river: :This does not cover
human consumption of the water,: The prison siting committee has asked for
report on alternate site (Day Road and Grahams Ferry). 'Mr. Wegner stated that
the 10 million dollar deal for water is still in effect no matter which site is chosen.
Mr.Wegner stated that the State dollars are for construction only not engineering
services.
On the WWSA level, the seven agencies (Canby, Clackamas River Water, Tigard,
TVWD, City of Tualatin, Sherwood and Gladstone) are separate from the Water
Treatment group. The WWSA will.be taking on the tasks of conservation, water-
rights, and river clean up. The actual implementation and engineering-will be by
another group.
On the.treatment group level, the'preliminary;implementation and engineering plan
have four other partners (Wilsonville;Sherwood, Tualatin;'TVWD and City of
Tigard),to help share the costs of this plan (planning only;-no construction). This
will cover the planning phase only; how much will it cost., where the plant should
• be located, how we will get water;the size of the plant;;-and the transmission
system. Since March, Murray, Smith and Associates and Montgomery Watson
have been working on this phase of:the project with a.preliminary report in August
with the final draft report in December. By the end of June Tualatin Valley Water
District, Tigard, Wilsonville will meed to purchase property',:Currently are looking
at two different sites which will,be purchased by the end of:June°and-if we don't
build it will be an investment.
The second newsletter to Tigard water service area customers will go out next
week as,well as additional articles in the CityScape. Mr. Wegner stated that he
will be meeting with the two City Managers from Durham and King.City
requesting a spot in their newsletters and meet with their Councils for an update.
Roel Lindquist stated that their next newsletter is June 10. Mr. Wegner stated-that
the cost.of sending these informational newsletters is approximately $5,000 to
$6,000 in order to hit all residents.
Mr. Wegner and Liz Newton are planning on attending various meetings during
the summer such as ithe Rotary.;Kiwanis, breakfast clubs, etc. Starting the first
week of June, will begin the raw water monitoring on the Willamette which is
being handled through the Tigard budget process with reimbursement being made
by other agencies.

• Commissioner Hunt stated that monthly the Community Involvement Teams (CIT)
meet and are scheduled to discuss water issues. These meetings are held the first
Thursday of the month at the Tigard Senior Center. Mr. Wegner stated that there
is an important point.missing in all these meeting, that in the Tigard water service
area, customers have consumed for the'.past twenty years treated water purchased
from Lake Oswego. It has only been ri the last two years that we have begun
purchasing 2 mgd Bull Run water and`have increased to 4 mgd.
Mr. Wegner stated that they will be sending out surveys to comparable.size cities
to;see how many own a water source that only provides 1.3 mgd for four months
out of the year which is all that Tigard currently owns.. .
Conunissioner Hunt questioned'the status of the Tualatin Valley water rights
application? Mr. Wegner stated that the State has not done anything with the
water rights issues although the IGA has reassigned the rights;for 26 mgd.
S. Director's:Report-Ed Wegner
The pump station,at 132nd is currently undergoing some re=wiring work. Menlor
project is on schedule with the facility completely enclosed and will be operational
by August 1 and completed.by October 1. If you view the!Menlor site from
Scholls Ferry and'Beef Bend it is very aestetically pleasing'as well as functional.
• We will be doing some work at the Tiedeman vault where we take Portland water
to connect to the SCADA system.
6. Budget Review-Mike Miller
Mike Miller is on vacation this week:. '1VIr-.'Wegner stated that the budget was
submitted.-to the budget committee-two*weeks ago and at this point it is still intact
as it was outlined.
Vice Chairperson Froude stated that approval of minutes was omitted from the
agenda and a motion was made by=Commissioner Drangsholt'to approve the
minutes of the March 11 meeting-which was seconded by Commissioner Hunt and
passed unanimously with the abstention from Bill Scheiderich since.he was not
present at that meeting.

• 8. Non Agenda Items
Mr. Wegner stated that he had a Cooperative Agreement from Water Supply
Services between the Tigard Water Service area(TWD, Durham and King City).
This agreement provides notice-`to the County on land use actions (preliminary SB
122). This agreement needs a motion from the IWB Chairperson to sign this
Phase I agreement. Commissioner Hunt made a motion to;have the Chairperson
sign the Cooperative Agreement which was seconded by Jan Drangsholt and voted
upon unanimously.
Commissioner Scheiderich stated that Carol Gearing, President of the Tualatin
Valley Fire and Rescue Board had senna letter to him to ask the Bdard'.s support
in her desire to be the Special District's representative on the Metro Policy
Advisory Committee.
9. Adjournment

AN ORDINANCE APPROVING AN AMENDMENT TO TIGARD MUNICIPAL CODE SEC'T'ION
12.10.070 ANIE.NDING THE POLICY FOR CREDITS FOR WATER LEAKS
WHEREAS, The credit for water leak section of the Tigard Municipal Code has been discussed. by the
Intergovernmental Water Board at.their September 11, 1996 meeting, and
WHEREAS, The IWB'approved a motion to amend the credit for water leak policy.to enhance the ability of
staff to provide good customer service.
NOW, THEREFORE, THE CITY OF TIGARD ORDAINS AS FOLLOWS:
SEC`T'ION 1: o bf the Tigard Municipal Code shall be amended` as set forth in the
attached exhibit
SECTION 2: This.ordinance shall be effective 30 days after its passage by the;CounciL signature by the
Mayor,and posting by the City Recorder.

12.10.070 Credit for Water Leaks.
When a water leak occurs on the customer's side of the water meter resulting in
an unusually high water bill, customers may apply for a credit. The credit,is
limited to the difference between the average wholesale cost of water multiplied
by the number of water units estimated to' have leaked, and the total amount of
the water bill less normal usage. The average wholesale cost of water is the per
unit average cost of water as established by the Intergovernmental Water Board
at the beginning of each fiscal year.
The application to the City for the credit must be in writing and must include
proof of the leak bei,ng,fixed within 10 days of discovery of the leak.
Any applications_ for credits greater than this code section allows will be
considered by the Intergovernmental Water Board. (Ord. 96-02;Ord. 93-34)
