Call to Order and Roll Call At 7:01 p.m. the meeting was called to order by Holly Polivka. 2. Approval of Minutes: February 8, 2016, and March 14, 2016 Dave Brown moved to approve the February 8, 2016, meeting minutes. Wayne Gross seconded the motion. The minutes were approved by a majority of the board members present with Dave Brown,Wayne Gross, Holly Polivka, Linda Shaw and Scott Winkels voting yes. Troy Mears abstain. Troy Mears moved to approve the March 14, 2016, meeting minutes. Wayne Gross seconded the motion. The minutes were approved by a majority of the board members present with Wayne Gross, Troy Mears, Holly Polivka and Scott Winkels voting yes. Linda Shaw and Dave Brown abstain. 3. Comments from the Audience Neal Brown, 13853 SW Boxelder St., spoke to the board about his support of a recreation facility. Nancy Tracy, 7310 SW Pine St., spoke to the board in favor of acquiring a property at SW Spruce Street and 72nd Avenue as a neighborhood park. Jim Long, 10735 SW 72nd Ave., spoke in favor of purchasing a 1.53- acre property at SW Spruce Street and 72nd Avenue for a neighborhood park. He requested a letter of interest from City of Tigard to be sent to Metro in support of the purchase. Holly Polivka asked staff to provide a letter of interest to be sent to Metro. Wayne Gross asked staff if the Master Plan identifies a need for a park in the area. Steve Martin responded an executive session will be held after the PRAB meeting. 4. Discuss Items from Previous Meetings To allow a representative from Tigard-Tualatin School District (TTSD) attend PRAB meetings, the board members discussed moving the monthly meeting to a different night. Update on Park and Recreation Fee and Budget Steve Martin updated the board on City Council passing a Park and Recreation Fee. Some of the highlights include: • The fee went into effect April 1, 2016. • 13 white papers are asking for consideration of funds. • Two separate white papers will ask for deferred maintenance and increase in recreation programs. • The city is considering room rentals to the public. • First Budget Committee meeting will be April 25, 2016. Linda Shaw asked staff what the impact would be if the increase of recreation does not pass. Michelle Wright replied the current fiscal year budget is $146,000 for recreation. Members of PRAB will attend the April 25, 2016, Budget Committee meeting to support how the Park and Recreation Fee will be distributed. 6. Developing PRAB Priorities for Acquisition and Development Steve Martin spoke to the board and provided handout for the park Capital Improvement Plan criteria; handout is on file in the PRAB record. The board will review the priority list and discuss at a future meeting. 7. Parks and Recreation Updates Recreation Coordinator Anthony Markey updated the board on recreation opportunities in Tigard. Some of the highlights include: • Egg Hunt was held at Cook Park on March 26, 2016. • Bike Fair will be held at Durham Elementary on April 23, 2016. • Public Works Day will be held at the Publics Works building on May 15, 2016. • Tentative plans to bring back Family Fun Fest. 8. PRAB Liaison Reports There were no liaison reports. Non-Agenda Items Scott Winkles reported that while at Ash Avenue Dog Park, an incident happened and emergency dispatchers were unable to locate the address of the park. Staff did suggest a street sign will be added. Dave Brown asked for an update on the downtown plaza. Steve Martin replied a grant application was submitted to help restore the land. 11. Executive Session At 8:20 p.m., Holly Polivka announced the PRAB went into executive session and read the following: The Tigard Park and Recreation Advisory Board will go into executive session to discuss potential property transactions under ORS 192.660 (2) (h). All discussions are confidential and those present may disclose nothing from the session. Representatives of the news media are allowed to attend executive sessions, as provided by ORS 192.660(4), but must not disclose any information discussed. No executive session may be held for the purpose of taking any final action or making any final decision. Executive sessions are closed to the public. At 8:39 p.m., the PRAB adjourned.
