Members Absent: Sherrie Devaney,David Walsh. Staff Present: Redevelopment Project Manager Sean Farrelly, and Administrative Specialist Joe Patton. Others Present: Councilor Marland Henderson, Council Liaison to the CCAC;Tigard residents Cameron Anderly and Tom Murphy. 1. CALL TO ORDER Chair Arendes called the meeting to order at 6:30 pm. The meeting was held in the Fanno Creek House, at 13337 SW Hall Blvd.Joe recorded the roll call. 2. CONSIDER MINUTES The March 9, 2016 CCAC Minutes were approved. 3. NON-AGENDA ITEMS/PUBLIC COMMENT A. Joyce noted the Little Free Libraries project is still underway. Another meeting will be scheduled with the goal to have the students can complete the project before the end of the school year. She also commented that she attended Beaverton's Arbor Day celebration and it brought to mind what Fanno Creek might look like once restored. B. Sean stated the SW Corridor staff recommendation is for light rail rather than bus rapid transit. There are three alignments that include downtown and one that does not. C. Tom introduced Cameron. He lives in Tigard and has a law office in Tigard. He is very interested in the downtown and in planning for its future. 4. CCAC GOALS TOPICS OF INTEREST The CCDA meetings for July and August were cancelled, but Sean will request an alternate meeting date in August. Carine noted the vote in November for the SW Corridor funding and the need to discuss the topic of circulation with Council. Housing downtown will be affected by available transit downtown. She discussed the draft schedule for group discussion of topics of interest. Carine and Sarah shared their draft research and the information they placed in the template. 5. PROJECT UPDATES Sean briefly discussed the updates included with the Agenda packet. The geotechnical repot for the Fanno and Main property was completed, and the building foundation will not require deep pilings. Tigard Council approved proposed Tigard Municipal Code amendments to allow more flexibility in updating parking regulations. The Burnham public parking lot parking enforcement is now possible. There is a communications piece being developed to get the word out to downtown businesses and employees. The downtown video should be ready in time for the Art Walk. 6. CCDA FY 16-17 BUDGET Sean reviewed the draft proposed CCDA FY 16-17 budget. Carine stated CCAC would not be meeting again before the Budget Committee makes their decisions. PLAN AMENDMENT Sean outlined the potential timeline for die City Center Urban Renewal Plan Substantial Amendment.The message to go along with the proposal is that the financial projections during the initial phase in 20104 to 2005 was more optimistic projecting$22 million revenue by 2027. Due to the recession, actual revenue estimates are $11 million by 2027_The proposal to CCDA, will be to increase the size of the Urban Renewal District,possibly the maximum indebtedness. -11-ie tinvng currently is to have the rote coincide with the Tigard Triangle Urban Renewal vote in May 2417, 8. DOWNTOWN PROJECT ONLINE MAP Sean discussed story maps and showed an example: from Tigard's website.. The GIs manager will attend a future meeting to discuss the possibilities. The link to the webpage will be shared with the Neighborhood Networks when finished. 9. POP-UP CCAC MEETING Canine noted the Art Walk is happening the same week of the next CCAC meeting. Since the Red Rock conference room is not available,she suggested meeting downtown.That would help draw awareness to the CCAC's role. The Commissioners agreed.An announcement regarding the site of the next meeting will be made when finalized. 10. LIAISON REPORTS A. TheTDA has received their non--profit status. Currently they are trying to raise money for the Main. Street cross-street banner foundations. B. Carie noted that the owner of Paddle Palace briefed the CCDA that she is exploring the possibility of having a ping-pong club. Currently they only sell equipment, but they have had a lot of interest from the community.The CCDA adopted die CCAC bylaws after a revision requiring the business or property owner representative to be in a managerial role.There was also discussion about conflicts of'interest and it was noted that the Code of Conduct binds the CCAC as for all other Tigard citizen advisory boards, committees and commissions. C. Joyce noted the Tour de Parks is occurring in conjunction with the Street Fair this year.There is also a plan to chase streets to car traffic on a Sunday to allow for bicyclists,pedestrians and neighborhoods to gather. It is similar to Portland's Sunday Parkways program. 11.
