Others Present: N/A. 1. CALL TO ORDER Chair Watkins called the meeting to order at 6:30 pm. The meeting was held in the Tigard Library, 2nd Floor Conference Room, at 13500 SW Hall Blvd. 2. CONSIDER MINUTES The April 6, 2016 meeting Minutes were approved. 3. PUBLIC COMMENT There was no public comment. 4. TRAFFIC CALMING OVERVIEW/POLICY REVIEW Kevin gave a brief overview of previous discussions and noted that Tigard does not have an "official"policy. He gave an overview presentation on traffic calming including background information, traffic calming policies,major decisions and next steps. He shared a couple examples of traffic calming methods used in Tigard. Some methods of slowing traffic also slow emergency vehicles and increase their response time. Other issues include payment of installation costs and community acceptance. He briefly discussed the unofficial Tigard police versus policies from Newberg, Eugene,Albany, Federal Heights (CO),Lawrence (KS), and Anchorage (AI). Concerns raised included funding, creating more bureaucracy making it difficult to address issues,putting the burden solely on those seeking traffic calming, and establishing a standardized set of selection criteria to deal with "hot spots". TTAC members unanimously agreed Tigard needs an official traffic calming policy. They also agreed to review the policies from other cities, talk with neighbors and community members and begin policy discussions and major policy decisions at the next meeting. 5. PROJECT UPDATES The current traffic project updates were distributed. Buff noted the Sunday Parkways idea lacks resources (people and funding) to happen this year,but the International Open Streets Summit is taking place in August in Portland.A number of staff will attend with the goal of having Sunday Parkways next year. Buff noted the MSTIP Open House is on May 11. Washington County will take feedback on proposed projects and will use it to help decide which projects to fund. Five of the projects are in Tigard. Buff encouraged attendance to increase the odds for funding of Tigard's projects.A new summary of each project will be to TTAC via email. Page 1 of 2 TIGARD TRANSPORTATION ADVISORY COMMITTEE May 4,2{ 16 Tigard also made the ODOT"systemic" list for ten intersections along Hwy 99. Buff noted that the Tigard Street trail is the number two project for Connect Oregon in the region out of approximately 14 other projects. Project approval is expected though not guaranteed. 6. INFORMATION SHARING Devin shared some videos:a TED Talk that covered"What cars will our grandchildren drive?"; United Rentals autonomous heavy equipment movement technology;and,what intersections might look like if all vehicles are autonomous thus eliminating the need for traffic lights. 7. LIAISON REPORTS—PBS, PLANNING COMMISSION A. Planning is underway for the Tigard Tour de Parks,which will run in conjunction with the Downtown Street Fair. PBS had new members with valuable input on how to deal with upset automobile drivers. An invitation to speak at a future meeting will be offered to a member of law enforcement to discuss their recommendations on how to handle such situations and the laws and responsibilities for each party. B. There were no Planning Commission meetings during April.There will be a River Terrace Modification case on May 23. 8. PLANNING CALENDAR Kevin noted that the postponement to a future meeting for a Metro speaker on a SW Corridor update and a speaker from Beaverton to discuss their Active Transportation Plan due to scheduling conflicts.. 9. OTHER BUSINESS A. Liz noted that today was the National Walk&Bike to School Day.There was great participation by all Tigard Elementary and Middle Schools.A "Golden Sneaker" trophy will be awarded to Templeton as they had 53% of their students participate. Buff noted there had recently been a Bike Fair at Durham Elementary that was popular. Karen stated that her students enjoyed the activities,including learning how to signal"Stop". B. Elise noted that the evening reception kickoff to the Art Walk takes place on May 5. C. Erik proposed the formation of a Transit Subcommittee to address transit related issues. Further discussion will take place at the next meeting with a description of its mission and issues to address. 10. Dartmouth Street and 78th Avenue Approaching Highway 99W A contractor for Costco is widening Dartmouth Street to add a new right turn lane as Dartmouth approaches Highway 99W and widening 78th Avenue to add a new right turn lane as 78th approaches Highway 99W. Some traffic delays are possible. Walnut Street (Tiedeman to 116th and intersection with 135th) Walnut Street is under construction between 116th and Tiedeman to add sidewalks, bike lanes, a center turn lane, and underground utilities, and install a traffic signal in place of the all-way-stop at the intersection of Walnut St with 135th Ave. Construction work is scheduled through May 2017, with a three-week closure in July/August 2016 to replace the culvert west of the Fowler tennis courts. 95th Ave (north of Greenburg Rd) and North Dakota St (East of Greenburg Rd) Sidewalks Construction is in progress on new sidewalks along 95th Ave north of Greenburg Rd and North Dakota St east of Greenburg Rd. This will build 'missing link' sidewalks along two key neighborhood entrances, and includes an enhanced crossing of Greenburg Rd. Construction is planned through May. Bonita Road (Fanno Creek to I - 5) The Water pipeline connection is complete under Bonita Road near Fanno Creek. Traffic should be back to normal for a while until curb, sidewalk, and striping are replaced. Main Street/Scoffins Street Intersection All-Way-Stop The intersection of Main Street with Scoffins Street has been converted to all-way-stop traffic control. This should improve safety, walkability, and traffic flow. In this initial test phase the signal is operating in red-flash mode so the intersection functions as an all-way-stop. If after a few months the intersection is indeed functioning better as an all-way-stop, the signal will be removed. Ross Street/81St Avenue Developments Hoggans Park a private development is under construction at Ross/81St streets. The subdivision is at the southwest corner of Ross and 81St. Ross St. Between 81St and 83rd and also 81St between Ross and Kenton Dr. has had the pavement ground off in preparation to repave both streets. The repaving is scheduled for Wednesday and Thursday May 4th and 5th. Please use alternative roads in the area during pavement preparation (4/26/16 to 5/3/16) and paving 5/4 and 5/5/16. Thank You. Barrows Rd (154th to Roshak) Clean Water Services, in conjunction with the cities of Tigard and Beaverton, has completed the sewer improvement project. River Terrace River Terrace developments are under construction. Earthwork and grading is in progress on a 137-lot subdivision and a 215-lot subdivision (both west of Roy Rogers Road just south of Scholls Ferry Road), and an 82-lot subdivision (west of 150th Avenue south of Bull Mountain Road). Crews are building a sewer line under and making half-street improvements along 150th Ave. If you have any questions, please contact Mike White at 503-718-2464. 85th Ave (South of Durham Rd) A contractor for Clean Water Services (CWS) has paved 85th Ave (the extension of Hall Blvd) south of Durham Rd and is building a new cul-de-sac just south of the business park. CWS is shortening the public portion of 85th Ave to reduce traffic through its wastewater treatment plant area. Walking and cycling access to the Cook Park trails will be maintained. Durham Road and Upper Boones Ferry Road Signal Coordination The city, county, and state are collecting traffic data for design of an updated signal coordination system for all of the traffic signals along Durham Road and Upper Boones Ferry Road from the Durham Rd / Hwy 99W intersection through the Upper Boones Ferry Rd / Interstate 5/Carman Dr. interchange. Dirksen Nature Park (south of Tigard St west of Fanno Creek) A temporary fence is nearing completion at Dirksen Nature Park to discourage foot traffic across the oak savanna restoration site. The fence is made from non-native trees that were removed to restore the oaks, and is designed to break down overtime to become part of the landscape when the oak savanna is mature.
