This letter has been written to provide an itemized response stating how each numbered issue from the
initial plan review has been addressed.The plan review and corresponding responses were performed
under the State of Oregon Mechanical Specialty code (OSMC) 2014 edition,the State of Oregon Fire
Code (OFC) 2014 edition, and the State of Oregon Structural Specialty Code (OSSC) 2014 edition.
1) The mechanical plans have been stamped and signed by the architect of record (Josh Cabot,
SERA Architects).
2) In reference to through penetrations of horizontal assemblies,OSSC 2014 Section 717.6.1 states
"a duct constructed of approved materials in accordance with the Mechanical Code that
penetrates a fire-resistance-rated floor/ceiling assembly that connects not more than two
stories is permitted without shaft enclosure protection, provided a listed fire damper is installed
at the floor line or the duct is protected in accordance with Section 714.4". Each exhaust duct is
individually routed out of the building without opening into any spaces other than the space it is
exhausting.Stories are not connected by these ducts.They are protected according to section
714.4. OSSC 2014 Section 714.4 refers to horizontal assembly penetrations of floors,
floor/ceiling assemblies,and the ceiling membrane of a roof ceiling assembly. Section
714.4.1.1.2 states"Through penetrations shall be protected by an approved through-penetration
firestop system installed and tested in accordance with ASTM E 814 or UL 1479,with a minimum
positive pressure differential of 0.01 inch of water(2.49 Pa).The system shall have an F rating/T
rating of not less than 1 hour but not less than the required rating of the floor penetrated".The
through penetration details provided are tested in accordance with UL1479.
3) In reference to through penetrations of horizontal assemblies, OSSC 2014 Section 717.6.2
requires ceiling radiation dampers or a shaft enclosure to be provided to protect membrane
penetrations.The following section OSSC 2014 717.6.2.1 States"Ceiling radiation dampers are
not required where either of the following applies:
1. Tests in accordance with ASTM E 119 or UL 263 have shown that ceiling radiation dampers
are not necessary in order to maintain the fire-resistance rating of the assembly.
2. Where exhaust duct penetrations are protected in accordance with Section 714.4.1.2, are
located within the cavity of a wall and do not pass through another dwelling unit or tenant
space.
The exhaust ducts meet the requirements of option 2 listed above,they are located within the
cavity of a wall and do not pass through another dwelling unit or tenant space. OSSC 2014
Section 714.4.1.2 states"Penetrations of membranes that are part of a horizontal assembly shall
comply with Section 714.4.1.1.1 or 714.4.1.1.2.Where floor/ceiling assemblies are required to
have a fire-resistance rating, recessed fixtures shall be installed such that the required fire
resistance will not be reduced.Section 714.4.1.1.2 states"Through penetrations shall be
protected by an approved through-penetration firestop system installed and tested in
accordance with ASTM E 814 or UL 1479,with a minimum positive pressure differential of 0.01
inch of water(2.49 Pa).The system shall have an F rating/T rating of not less than 1 hour but not
less than the required rating of the floor penetrated".The through penetration details provided
are tested in accordance with UL1479.
4) The dryer submittal and verification from the general contractor have been provided to
demonstrate that the vent routing shown complies with the dryers that will be provided.
5) Water Heater exhaust vents and air inlets have been added to the plans including vent type
(PVC),size (3"), quantity(2 of each for 2 water heaters), and spacing requirements(6" from
each other).
6) Unprotected corridor wall penetrations were not part of the Building 2 design. Fire Smoke
Dampers have been added to the Trash (268 &368)exhaust shafts that were previously not
shown.
7) References to OSSC 712.1.2 have been removed and replaced with references to chapter 717
and 714 as detailed in the responses to issue 2 and 3.
8) Exhaust and future intake louvers have been relocated to maintain 10'clearance between each
other and between exhaust louvers and retail entries.
9) A note has been added to M206 to clarify the presence of Fire Smoke Dampers.
As requested,this letter has been itemized stating how each numbered issue has been resolved, has
been issued with a City of Tigard letter of transmittal, and has been delivered along with 2 copies of the
revised plan.

The plan review was performed under the State of Oregon Mechanical Specialty Code
(OMSC) 2014 edition; and the State of Oregon Fire Code (OFC) 2014 edition, ASCE7
and 2014 OSSC. The following corrections need to be submitted for review prior to
issuing of the permit
1) Plans shall be stamped and signed by architect of record.
2) Ducts penetrating rated floor/ceiling or roof/ceiling assemblies shall comply
with OSSC 717.6.1 and exception.
3) Ducts penetrating rated floor/ceiling membranes shall comply with OSSC
717.6.2.
4) Provide listing for multi-floor dryer duct.
5) Provide detail of water heater exhaust.
6) All ducts, transfer grills and side wall supplies in corridors shall have smoke
dampers.
7) OSSC 712.1.2 in key notes # 3 and 4 are not applicable for this building.
8) Exhaust openings to be min. 10ft. horizontally away from retail entries.
9) Provide smoke dampers at duct penetrations to lobby on first floor.
When responding, provide an itemized letter stating in what way each numbered
issue has been addressed in the revision.
When submitting revised drawings or additional information, please attach a copy of the
enclosed City of Tigard, Letter of Transmittal. The letter of transmittal assists the City
of Tigard in tracking and processing the documents.

Here is what I've put together for our response to issues 2 and 3 of your letters for Burnham &Ash (Building 1 and 2 are
identical for these two issues).This is the code path we've used for the City of Portland projects (most recently Kenton
Apartments) in the past to use this exhaust design. Please let me know if you have any questions about it and confirm
that you are comfortable with the way it's written.
2) In reference to through penetrations of horizontal assemblies, OSSC 2014 Section 717.6.1 states"a duct
constructed of approved materials in accordance with the Mechanical Code that penetrates a fire-resistance-
rated floor/ceiling assembly that connects not more than two stories is permitted without shaft enclosure
