SUBJECT: Urban Services Intergovernmental Agreement
Washington County and the City of Tigard entered into an Urban Services Intergovernmental Agreement
(IGA) in May of 1997. Under the terms of the IGA, Tigard provides all current planning, building, and
engineering related services to portions of Bull Mountain in unincorporated Washington County. Specific
details are spelled out in the IGA.
The IGA (TERM OF AGREEMENT, Section V. A.) remains in effect for five (5) years, or until terminated
by mutual agreement of both parties. By mutual agreement, the IGA may be extended for another five (5)
years. There is a provision that allows either party to terminate this agreement between the dates of
March 1 and July 1 of any year with 90 days written notice to the other party. Such notice has not been
given nor considered by either party to the agreement.
The IGA (IV. OPERATING PROCEDURES AND RELATIONSHIPS, Section IV D), specifically grants
authority to the City Manager and the County Administrator to make changes as needed to this
intergovernmental agreement. Amendments to the IGA must be in writing and submitted to the City
Manager and County Administrator for signature or presentation to the Board of Commissioners and City
Council.
Therefore, we agree to extend this IGA for a period of up to 120 days, during which time the following
shall occur:
A. The City and County shall initiate discussions on the provision of park services for the area
covered by the IGA.
B. Finalize all necessary amendments to the IGA, deleting services no longer provided by the City
and reflecting all previous amendments.
