Park & Recreation Advisory Board (DRAB) Meeting Minutes

The purpose of the Park and Recreation Advisory Board is to advise and advocate
for park and recreation opportunities for a growing Tigard

1. Call to Order and Roll Call
At 7 p.m. the meeting was called to order by Holly Polivka.
2. Approval of Minutes: February 8, 2016, minutes
Since some of the board members who attended the February 8, 2016, meeting were
not present at this meeting, consideration of the minutes was set over to the April 11,
2016, meeting.
3. Comments from the Audience
Steven Bartley, 10705 SW Pathfinder Way, spoke to the board on his desire for a tree
to be removed that is near his residence.
Staff replied they will research the issue.
Carol Ann Lutz, 12880 SW Glacierlily Dr, spoke to the board on her desire to add
pickleball courts in Tigard.
Dana Dennis, 12820 SW Glacierlily Dr., spoke to the board on her desire to add
pickleball courts in Tigard.
Neal Brown, 13853 SW Boxelder St., spoke to the board and provided handouts
about his support of a recreation facility operated by the YMCA; handouts are on file
in the PRAB record.
Jim Long, 10735 SW 72nd Ave., spoke in favor of purchasing a 1.53- acre property at
SW Spruce Street and 72nd Avenue for a neighborhood park. He submitted a list of
signatures from citizens within walking distance of the property; handout is on file in
the PRAB record.
Nancy Tracy, 7310 SW Pine St., spoke to the board and provided a handout in favor
of acquiring a property at SW Spruce Street and 72nd Avenue as a neighborhood
park; handout is on file in the PRAB record.
Mark Schulfer, 9145 SW North Dakota St., spoke to the board and provided a
handout in favor of acquiring a property on North Dakota Street as a neighborhood
park.

4. Bull Mountain Park
Toraj Khavari, 13293 SW Woodshire Ln., member of Friends of Bull Mountain Park,
updated the board on its progress. Some of the highlights include:
• The group is planning a nature play area at the park.
• In 2015, the group received a Nature in Neighborhoods Grant from Metro.
• The group plans to add an American with Disabilities Act ramp to the picnic
shelter and nature play area.
5. Downtown Update
Redevelopment Project Manager Sean Farrelly updated the PRAB on the Downtown
public space. Some of the highlights include:
• The city has purchased a property on Main Street, next to Fanno Creek.
• The site can be developed as mixed-use with business and residential.
• The city has submitted an application for a grant from Environmental Protection
Agency for clean-up of area.
Holly Pohvka asked staff on a timeframe of when the funds from the Park and Open
Space Bond must be spent.
Steve Martin responded 85-percent of the funds were spent in 2014, and that met the
bond requirement.
6. Tigard Triangle Update
Senior Planner Susan Shanks updated the board plans for redevelopment of the area.
Some of the highlights include:
• Tigard Triangle Strategic Plan was completed in 2015.
• Parks and trails are proposed in the plan.
• A board will be created to discuss an Urban Renewal Plan for the triangle, and
they would like a PRAB Member on the Board.
Curtis Fisher, 680 Leffell St. SE, Salem, graduate student at Portland State University,
spoke to the board on his graduate team's project for the triangle. Some of the
highlights include:
• The team is researching the future of walkability in the area.
• Surveys will be distributed for input on priorities.
7. Off Road Cycling and Other Park Uses in Tigard

Scott Winkels spoke to the board on his desire to add off road cycling and other
recreation sports in Tigard.
The board and staff discussed bringing other recreation sport options into Tigard.
8. Parks Updates
Martin McKnight gave a brief report on the parks. The updates include:
• Due to weather conditions, the ball fields have remained closed.
• Improvements have been made to the education center and parking lot at Dirksen
Nature Park.
• The tot-lot playground equipment at Summerlake Park will be replaced.
• New utility workers are required to perform a physical capabilities test before
being hired.
Steve Martin updated the board the 2016-2017 budget will begin in April.
He went on to say the new Park and Recreation Fee will start on April 1, 2016.
Michelle Wright updated the board that landscape and maintenance improvements
for the Fanno Creek House will begin.
9. PRAB Liaison Reports
Scott Winkels attended the City Center Advisory Committee (CCAC) meeting. He
reported the CCAC is interested in having a subcommittee with PRAB members.
Steve Martin asked if any PRAB members were interested in receiving other board
meeting agendas.
Wayne Gross asked staff if additional park and recreation funding has been requested
for the 2016-2017 budget.
Steve Martin replied council is considering a deferred maintenance fee.
The board and staff discussed how the Park and Recreation Fee would be distributed
into other city funds; the board supports the entire use of the fee towards park and
recreation.
10.Non-Agenda Items
Holly Polivka requested PRAB meetings change the night it meets for a
representative of the Tigard-Tualatin School District attend.

Staff will research change in day options.
Scott Winkles received a compliment on dog parks from a citizen.
11. Executive Session
No executive session was held.
At 8:54 p.m., the PRAB adjourned.
