Park & Recreation Advisory Board (DRAB) Meeting Minutes
MEETING DATE: February 8, 2016, 2016 7 p.m.

The purpose of the Park and Recreation Advisory Board is to advise and advocate
for park and recreation opportunities for a growing Tigard

1. Call to Order and Roll Call
At 7 p.m. the meeting was called to order by Holly Polivka.
2. Approval of Minutes:January 11, 2016, minutes
Scott Winkels requested an amendment to the minutes. The minutes noted that he
left at 8:02, when he attended the entire meeting.
Scott Winkels moved to approve the meeting minutes as amended. Dave Brown
seconded the motion. The minutes were approved by a majority of the board
members present with Dave Brown, Wayne Gross, Holly Polivka, Linda Shaw and
Scott Winkels voting yes.
3. Comments from the Audience
Chris Garsteck, 11774 SW 125th Ct., thanked parks staff for recent work in the dog
parks. She asked PRAB for solutions on parking issues adjacent to the Ash Avenue
Dog Park. After discussing, the board passed a motion to recommend 2-hour
parking along Ash Avenue.
Jim Long, 10735 SW 72nd Ave., spoke in favor of purchasing a 1.53- acre property at
SW Spruce Street and 72nd Avenue for a neighborhood park. Jim inquired about the
possibility of partnering with other agencies, such as Metro, to help with the
purchase.
Nancy Tracy, 7310 SW Pine St., also spoke in favor of acquiring the property at SW
Spruce Street and 72nd Avenue as a neighborhood park. She submitted a list of
signatures from citizens within walking distance of the property; handout is on file in
the PRAB record. She told the board a nature play would be her design preference.
Carine Arendes, 9524 SW North Dakota St., City Center Advisory Committee
(CCAC) member, talked about the CCAC's goals, parking concerns and park projects
in the downtown area. She mentioned the Fanno Creek re-meander, Tigard Street
Trail and Saxony property as park projects. She went on to say the CCAC would like
more amenities along the Tigard Street Trail. She also discussed the possibility of an
EPA grant and public plaza for the Saxony property.

The board agreed further review and discussions are needed.
5. Recreation Update
Recreation Coordinator Anthony Markey updated the PRAB on his progress with
recreation. Some of the highlights include:
• The online recreation guide has been updated and edited with links to recreation
opportunities in Tigard and nearby providers.
• An egg hunt will be held at Cook Park on March 26, 2016.
• Public Works day will be held at St. Anthony School this week; several pieces of
equipment will be at the school.
• A recreation module to the existing parks reservation program will be added.
• Recommendations have been made to management staff regarding scholarship
options for recreation; recommendations were made after consulting neighboring
agencies.
• An online activity guide is planned for this summer and paper copies will be
available next year.
• After school program activities are being pursued with Tigard-Tualatin School
District specifically at Metzger Elementary School.
6. Parks Updates
Martin McKnight gave a brief report on the parks. The updates include:
• Last weekend was the annual Boy Scout camp out at Cook Park.
• Crews started work this week on the Gallo Avenue Community Garden.
• Crews have begun sports field maintenance.
• A new policy has begun that newly hired utility workers will have to pass a
physical capabilities test.
• Recruitment has begun for seasonal park employees.
Steve Martin informed the board that a section of a fir tree from the Walnut Street
project will be used for a nature play area at Bull Mountain Park.
7. Discussion of Park Capital Improvement Plan (CIP) Priorities for PRAB
Steve Martin updated the board regarding how staff plans to communicate on
potential park and trail projects, including:
• Keep the board informed on the current park CIP projects and potential funding.
• Identifying potential CIP projects.
• The board will plan on visiting potential projects during the summer.

• During the fall, the board will be involved in prioritizing projects for the CIP.
8. PRAB Liaison Reports
There were no liaison reports.
A request was made for Renee Ferguson to email the monthly calendar of other city
board meetings to the PRAB.
9. Non-Agenda Items
Scott Winkels requested an agenda item to discuss designated off road cycling areas
on City of Tigard property for a future meeting.
At 8:44 p.m., the PRAB adjourned.
