BACKGROUND INFORMATION Site Information: The project is located at 14650 SW 72'd Avenue and 14600 SW 72"`'Avenue; south of SW Bonita Road, east of SW 72"`' Avenue, and west of SW Sequoia Parkway. The approximately five-acre subject site is made up of Tax Lot 500 (2.57 acres) and Tax Lot 501 (2.47 acres), and includes three buildings, landscaping, a vacant gravel surface,and associated parking. In September 1996, Rogers Machinery Company, Inc. was approved to add a 30,025-square-foot light industrial building and a 12,000-square-foot warehouse to the site (SDR96-00018). Under this approval, the minimum required parking for the entire site was determined to be 102 spaces. In February 2015, the applicant was approved to remove seven (7) parking spaces from Tax Lot 500, in order to install a new overheard door on an existing warehouse (MMD2015-00005). In March 2015, the Planning Division approved the removal of one (1) additional parking space via site plan review for building permit submittal, in order to accommodate a new concrete footing for a vertical compressed air receiver (BUP2015-00061). As a result of these modifications,the site's new total parking is 134 spaces. Proposal Description: The applicant proposes to add a 517-square-foot second floor inside an existing warehouse building, which is located on the southeast corner of the site. This new floor area will accommodate one (1) new conference room and one (1) new break room. The applicant also proposes to make interior changes to the ground floor of this building, in order to accommodate two (2) new restrooms, and one (1) new locker room. SECTION IV. APPLICABLE REVIEW CRITERIA AND FINDINGS MINOR MODIFICATION OF SITE DEVELOPMENT REVIEW: Section 18.360.060.0 states that a Minor Modification shall be approved, approved with conditions or denied following the Director's review and as follows: 1. The proposed development is in compliance with all applicable requirements of this title; and FINDING: The applicant proposes to add a 517-square-foot second floor inside an existing warehouse building,which is located on the southeast corner of the site. The applicant also proposes to make interior changes to the ground floor of this building; however, these ground floor modifications will not create additional floor area. The current site contains 134 off-street parking spaces,as approved under MMD2015-00005 and via site plan review for BUP2015-00061. Staff reviewed the applicant's submitted plans, narrative, and Chapter 18.765 Off-Street Parking and Loading Requirements to determine the site's minimum off-street parking requirement is met, even with the addition of 517 square feet of floor area. Upon review of the proposal's plans and narrative, staff finds that all other applicable requirements are met. This criterion is met. 2. The modification is not a major modification. FINDING: Staff finds that the changes listed in TDC 18.360.050.B.1-11 are either satisfied or do not apply. Therefore,the proposed development is not a major modification. This criterion is met. CONCLUSION: The proposal is a Minor Modification of existing site development and is in compliance with the applicable requirements of this Title. On March 12, 2015, the applicant submitted a building permit application for a new concrete footing for a vertical compressed air receiver (BUP2015-00061). The applicant erroneously indicated that one (1) parking space would be removed to accommodate this new concrete footing; however, a total of three (3) parking spaces were actually removed. Accordingly, the site's new total parking is 132 spaces. In September 1996, Rogers Machinery Company, Inc. was approved to add a 30,025-square-foot light industrial building and a 12,000-square-foot warehouse to the site (SDR96-00018). Under this approval, the minimum required parking for the entire site was determined to be 102 spaces. Therefore, staff finds there is adequate off-street parking, with 132 spaces provided.
