The plan review was performed under the State of Oregon Structural Specialty Code (OSSC) 2004 edition;
and the State of Oregon Fire Code (OFC) 2004 edition. For better clarity I have removed issues that have
been resolved. Please provide the following information in order to complete the review. Note (First request
April 5,2006,2tid request 6/30/06,3th request 8/9/06,4th request 8/28/06)
STRUCTURAL
1. The structural review was completed by Miller Consulting. The plan review dated January16 2006,was
E-Mailed to Afghan Associates for response (review doc. attached).
RESPONSE RECEIVED 8/14/06 sent structural to Miller for review—**9/15/06- Ray Miller spoke
with Todd Rowell on 8/16/06,on the requirements to meet the irregularbuildingrequirements and

not being able to use the simplified analysis approach per 1616.61, 1617.5 has to be designed per sec
1620.2.3 requirements.Therefore,they stated they will be submitting new structural calcs and design
complying with chapter 16.
FIRE LIFE-SAFETY- Please provide the following,

A. Gates at 2nd floor exit stairway obstruct landing more than '/Z distance per 1009.4 revise Stairway landings.
RESPONSE NOT ACCEPTED 9/13/06—Removing the doors from the exit enclosure violate the
enclosure intent where as the enclosure shall be separated from other elements to provide a safe exit system
from entry to exit this also means that the third floor stair entry needs protected doors also. This enclosure is
required to protect and separate the vertical exitway from potential fire and products of combustion in other
spaces of the building per OSSC 1019-Interior exit stairways shall be enclosed with fire barriers.
enclosure shall not be used for any purpose other than means of egress. Enclosures shall be constructed
as fire barriers in accordance with Section 706. Fire door assemblies in exit enclosures shall comply with
Section 715.3.4. . Penetrations into and openings through cm exit enclosure are prohibited except for
required exit doors. There shall be no penetrations or communication openings, whether protected or
not, between adjacent exit enclosures.
RESPONSE NOT ACCEPTED 8/24/06—Response received addressed exit separation.This issue is a
doors opening onto a landing where as the door shall not reduce the landing to less than one-half
the required width. When fully open, the door shall not project more than 7 inches into a landing.

listed agencies rated assemblies for all rated walls,floor/ceiling and roof

16. Egress path and occupant load 1004, 1013, 1014 (The construction documents shall show in sufficient detail
the location, construction, size and character of all portions of the means of egress in compliance with the provisions of
this code. The construction documents shall designate the number of occupants to be accommodated on every floor, and
in all rooms and spaces. 106.1.2)
RESPONSE PARTIALLY ACCEPTED 6/28/06—Thank you for your response on the egress path
information and on 8/9/06 the occupant load issue with the corridor. Please provide information on
the exit discharge into the Porte Cochere(exit court) example, is it rated and sprinkled is there
glazing etc. this area needs to comply with section 1023 and section 1023.5.
A. Table 1004.1.2 shall be used for occupant load calculation for I-1 occ. Sleeping area 1/120 etc. B.
Hall/corridor serves more than 10, clam 72"requirement SR10108.2.1, 1005 C. Smoke partition and 1
hour wall design required for corridor confirm assembly complies SR104.2 (note stairs also included in
this enclosure) D. Provide egress path of travel lay out. E.Access discharge at exit court 1023

also need to confirm location is adequately sized as required by SR104.3 (10sgft per person) Please
clarify compliance.You also call the 2"d story point of safety a sitting area and an exit passage way,
please Clarify use of exit passageway per 1020.1 this section states this area can not be used for
anything except as an exit..
25. Roof assembly information 2603.2, 2603.3, 2603.4.1.5, 2603.6 and Table 601 (1 hour roof required)
