The compactor can adequately serve the purpose for which it is installed, including: • Able to hold all wastes generated by the permittee; • Accessible,and easy for the permittee and its tenants and employees to insert waste into the compactor in a safe manner; • Safety measures to prevent unauthorized or accidental operation,or attraction to minors;and • Sanitary and tight design to prevent waste from leakage, dropping, blowing, or otherwise escaping from the compactor or unauthorized removal of waste from the compactor. 6. The compactor shall be located outside of any required building setback areas and (or) required buffered areas as required by the applicable zoning district and related Community Development Code or Municipal Code Standards. OPERATIONAL STANDARDS At all times,the applicant and the compactor shall remain in compliance with the following requirements: • Complianc`e with any applicable federal, state, and local health, safety and environmental regulations including, but not limited to OAR 437-02-242 and the City's Solid Waste Management Codes(Chapter 11.04); + The compactor and surrounding area will be kept clean at all times; • The compactor will undergo regular preventive maintenance and adequate emergency maintenance shall be available; • The compactor and operation of the compactor shall remain in compliance with all representations made in the application for and the permit issued for the operation;and There will be no operation of the compactor between the hours of 9:00 PM and 7:00 AM. SAFETY No stationary compactor or the other container for multi-family residential, commercial or industrial use shall exceed the safe loading design limit or operation of the collection vehicles provided by the franchisee serving the area. SIGN Each container shall be clearly labeled with the name, address, and telephone number of the permittee, and the name of the contact person. HEALTH Compactors containing putrescible waste shall be emptied at least weekly. REIMBURSEMENT FOR FINES Permittees shall reimburse the franchisee for any fines incurred by the franchisee for weight or environmental violations,or any other violation caused by the ownership,operation,or use of the compactor. Solid Waste Handling System Specialists City of Tigard September 18, 2007 13125 SW Ha11 Blvd. Tigard, OR 97223 RE: Compactor Permit Park Place Apartments To Whom It May Concern: Please find enclosed the application for a stationary compactor permit to be installed at: Park Place Apartments 11555 SW 88t St Tigard, OR 97223 Also enclosed please find: • A letter from Pride Disposal approving the use and placement of the compactor. • A drawing of the compactor's enclosure placement on the site with the measurements of the enclosure. Note this is an existing trash enclosure that will be repaired and used to house the compactor. • A site map of the property showing the location of the compactor. • Our check in the amount required for the issuance of the permit. The enclosure that will be used for the compactor is an existing trash enclosure. Some repairs will be made to improve its appearance and assure compatibility with the hauler's truck as well as resident easy access. Ample area is included for recycling. It is anticipated this compactor will be emptied 1 to 2 times a week in compliance with the franchise rates. The compactor complies with ANSI Z 245.2 safety standards and meets the health and safety requirements of your application. Installation of this compactor will eliminate two additional existing trash enclosures and therein possibly creating two additional parking spaces. Compactors have traditionally improved the appearance of properties by eliminating blowing trash, elimination of vermin, improved fire safety, reducing illegal dumping, lower trash truck traffic, and more. It is our understanding that the compactor is going to be placed in an existing enclosure that is to be improved. The current enclosure location is adequate and when rebuilt, it's to be no smaller than 10' wide and 10' deep. Any gates on the enclosure should have cane bolts and holds to hold the gates in the open position.The gates should also allow for an opening angle of at least 120 degrees. The compactor is stated to be a 4-yard compactor,which is the largest front load compactor we will service. The compactor design that was e-mailed on August 29,2007 is compatible with our equipment and we will be able to service the compactor as it is shown on the drawing and where it is to be placed.
