The site is listed as a conditional use for this zoning district . The Community Development , Conditional Use Section states that if the requested modification theets any of the major modification criteria, that this request shall be reviewed as a new Conditional Use Permit application. This request 'does not meet any ofthe 10 approval criteria for qualification ' es a major modification as listed in Section 18 . 130 . 050 (B) . This is specified as follows : 1) No change in land use because the new building will serve as' classroom space for the existing church. 2) Dwelling unit density will not be affected since this is a not a residence. 3) This change would neccessitate additional parking, however, the existing parking oni site complies with parking ratios for this use. 4) There are. no commercial or industrial structures . 5) There is no change in the type or location' of accessways'. or parking. 6) Floor area will not increase in excess of ten percent . The Director's designee has determined that the proposed minor modification of this existing site will promote the general welfare of the City and will not be significantly detrimental nor injurious to surrounding properties provided that development which occurs after this decision complies with applicable local state and federal laws .
