Tigard Public Library Board — Minutes
MEETING DATE/TIME: Wednesday,April 13, 2016 7 p.m.
MEETING LOCATION: 13500 SW Hall Blvd., Conference Room, Second Floor
1. CALL TO ORDER:
Chair Scott Hancock called to order the April 13,2016 Tigard Library Board at 7:00 p.m.
2. ROLL CALL
Present at the meeting were: Scott Hancock, Katie Harris,Linda Monahan,Jan Thenell, Cole Weber,Roarke
Van Brunt,Alternate Becky Gauthier, Library Director Margaret Barnes and Executive Assistant Alison
Grimes. Michelle Taylor was excused.
3. APPROVE MINUTES
The board reviewed and, after noting that the last paragraph in Item #6 regarding Beaverton Library should
be moved to Item #7, approved the minutes, as amended, from the March 9 Board meeting.

4. AGENDA ADDITIONS AND DELETIONS
None.
5. CALL TO THE PUBLIC
No library staff or outside guest attended the meeting.
6. DISCUSSION OF JOINT MEETING WITH BEAVERTON LIBRARY BOARD
The Board reviewed subjects to discuss during this joint meeting. As the Beaverton Library Board wishes to
talk about strategic plans,it was decided to use the World Cafe model at the meeting; attendees would be
divided into two groups with a scribe for each group, the tabletop would be covered in blank newsprint for
Board members to write down ideas, answering the questions, `What are the primary messages the Board
wants to convey about the library to the public?' and `What are tangible strategies for engaging the
community to convey those messages?' Weber and Harris will facilitate the group while Hancock and

VanBrunt will act as scribes. Copies of Tigard Library's Strategic Plan will be available. If there is time left
over,Tigard Board members will offer a chance to tour the facility or whatever Beaverton might like to do.
7. DISCUSSION OF ANNUAL JOINT MEETING WITH TIGARD CITY COUNCIL
After discussing what and how to speak to City Council regarding a way to ensure funding for the Library so
it is able to continue to provide services and hours to serve the Tigard Community, Board members
finalized topics for their 20-minute meeting on Tuesday,April 19. Barnes will introduce the Board and turn
the meeting over to Harris who will open the presentation. Gautier,Weber and Monahan and Van Brunt
will speak and Harris will close by thanking Council for their support. Due to a meeting change, Hancock
will not be able to attend,nor will Thenell. Barnes asked members to be at City Hall by 6:20 p.m. that
evening.
8. LIBRARY OPERATIONS
March statistics were distributed and discussed. Barnes reported that chairs in the children's area and, after
that, the Houghton Room chairs will be reupholstered. Barnes and Joe Barrett in Purchasing have been
discussing the possibility of Literary Feast Cafe leasing several more tables and chairs for their customers.
Another possibility in support of the cafe is to put signage on each table requesting the person wanting to sit
there make a food purchase before sitting. No decision has yet been made. The `No Smoking or Vaping on
any City-owned Property' (including all parks) ban is scheduled to go into effect July 1. Currently, anyone
caught smoking or vaping on any City property get a warning; beginning July 1 there will be penalties if
caught. This includes sitting in your vehicle parked on any City property. The Friends Book Sale is
scheduled for Friday,April 22 through Sunday,April 24.

There being no further business, the meeting was adjourned at 8:25 p.m. The next meeting of the Tigard
Library Board is scheduled for Wednesday,May 11,2016 at 7 p.m. in the second floor Conference Room,
13500 SW Hall Blvd.,Tigard.
