02/17/2016 - Minutes FINAL City of Tigard Neighborhood Involvement Committee- Minutes ommittee-Minutes MEETING DATE/TIME: Wednesday, February 17, 2016; 7:00 p.m. MEETING LOCATION: Tigard Public Works 10 Mil. Conference Room 8777 SW Burnham St., Tigard OR 97223 1. CALL TO ORDER. 2. ROLL CALL: Present: Basil Christopher(Area 3),Jeremy Audritsh (Area 10), Connie Raemakers (Area 8), Cathy Olson (Area 8), Quintan Harold (Area 7), Lonnie Martinez (visitor and Area 10), Absent: Sue Carver (Area 8), Ed Hobbs (Area 4, he had announced he was stepping down) Staff: Rudy Owens, Communication Strategist and Liaison for the City of Tigard 3. REVIEW OF DRAFT MINUTES,AUG. 19,2015. The committee approved the minutes for the Aug. 19, 2017, by a 5-0 vote.The group discussed procedures for approving minutes, if a quorum required a majority of those attending or a majority of those on the committee. Given the meeting did have a quorum to approve the minutes, the minutes passed. Basil and Jeremy suggested the idea of installing a business kiosk at the transit center. Basil thinks it's a good idea for commuters and residents. It could include a map of area. It could feature businesses and a guide what's near them. There was a general discussion of how residents deal with wayfinding. Rudy mentioned that about 2/3rds of Americans have smart phones—a common tool for wayfinding. Rudy said he would ask the Tigard Chamber what plans they have discussed about the TriMet stop. 4. BRINGING TOGETHER NETWORK ADMINISTRATORS/SLOGGERS TOGETHER WITH THE NIC MORE FREQUENTLY. The committee discussed if members should come from each area.The committee discussed roles coordinators may have stepping in, and having the coordinators being on the committee.This topic came up two years ago.The committee noted that web site administrators typically don't come to the NIC meetings. The committee had a general discussion of its evolution and how that overlapped with the Neighborhood Network web administrators.There used to be funding for the NIC. Every February there used to be events and the structure had changed since the funding was re-directed to other city initiatives. People wanted to go to functions if they were organized by someone else. Connie mentioned they used to present to the City Council. FINAL S. IDEAS FOR UPCOMING YEAR FOLLOWING EVALUATION OF PROGRAM BY ROGER GONZALEZ AND RUDY OWENS. IDEAS.SUGGESTIONS. FEEDBACK AND CRITIQUES. The group discussed the idea of a civic leadership academy, which was included in the proposal Roger Gonzalez and Rudy proposed for the Neighborhood Network program. Basil said he had previously proposed a similar program with one-hour topics on issues like roads, maintenance. What are road fees worked for?These ideas were hard for people. Many residents don't know what staff at the city do. Basil said previously,Joanne had suggested if the NIC wanted to do something,the NIC had to pitch to the council. Basil said residents want a better sense of their local government. It's hard for people to want to volunteer. Lonnie,who was attending the meeting for the first time as a community member, said it was important, because there were new fees, but it was hard for people to know who to talk to. Lonnie liked ice cream events in 2015. Basil liked it too. The group also discussed the idea in the proposal by Roger and Rudy that the Bike Ped Subcommittee has championed—for a Sunday bike/parkway event.The subcommittee is looking at the idea of taking over the streets for a city bike ride. Basil said recently, he saw more people walking on his street than ever before.An issue facing walkers was sidewalks and lanes.The etiquette of walking on the street was confusing. Basil said many drivers don't know how to handle people on the street, who do not have sidewalks to use. The group discussed safety issues biking on Walnut, State Route 99, and SW Tiedemann Avenue.The bike lanes were not wide enough. 6. REVISITING THE NIC CHARTER, DISCUSSION. The committee raised several issues Basil said the NIC can discuss if they still wish to meet quarterly. Basil suggested they NIC could meet more often.Jeremy would like to have additional volunteers be engaged. Rudy said he would invite more to join. (Recruitment is underway now.) OTHER: Basil asked about demographics for cell phone use. Rudy said he would share that. Committee members also asked about meeting spaces.They had questions about the library, particularly the community room, which the committee was very passionate about.They also wanted to know about uses for the Fanno Creek house and the Public Works auditorium and if they could be made more available to the public. Rudy said he would reply. Connie said a staff member must be onsite at all times.The committee said those spaces were no longer available for rent. Lonnie asked about the value of the committee. Rudy said it helped the city hear what was going on and to share information with concerned residents. Connie said it helped her connect with the city and its officials. Cathy said it was good for the city to get the residents' pulse. Basil said the committee can serve as an important sounding board for issues and that it was helpful for people to feel better about their community.
