BACKGROUND INFORMATION Site Information: The project is located at Washington Square Mall (9597 S\\' Washington Square Road); northeast of Highway 217, north of SW Washington Square Road, and west of SW Greenburg Road. The subject parking lot is located inside an approximately 46-acre tax lot (WCTM 1S126,Tax Lot 300),and is a part of the larger Washington Square shopping center. The property is zoned Mixed Use Commercial (MUC), as are surrounding properties, and is located in the Washington Square Regional Center Plan District. In August 2015 (Case No. MMD2015-00027), the Planning Division determined the minimum off- street parking requirement for all existing uses in Washington Square shopping center was 3,538 spaces, and found there was adequate off-street parking,with 6,803 spaces provided. Proposal Description: The applicant is proposing a Minor Modification to Washington Square Mall's on-site parking,located at 9597 SW Washington Square Road. Specifically, the applicant proposes to restripe five (5) existing parking spaces, in order to accommodate a new electric vehicle charging station. The total number of on-site parking spaces will be unchanged. SECTION IV. APPLICABLE REVIEW CRITERIA AND FINDINGS MINOR MODIFICATION OF SITE DEVELOPMENT REVIEW: Section 18.360.060.0 states that a Minor Modification shall be approved, approved with conditions or denied following the Director's review and as follows: 1. The proposed development is in compliance with all applicable requirements of this title; and The applicant proposes to construct a new electric vehicle charging station in the Washington Square Mall parking lot. The charging station will include two (2) charging units (each approximately 21 square feet in size), and one (1) mounted charger (approximately 51/2 feet tall). Staff reviewed the applicant's site plan and construction details to determine this proposal meets the Parking Location and Landscape Design standards for the Washington Square Regional Center Plan District(18.630.050.E). In addition, the applicant proposes to restripe five (5) existing parking spaces that will be designated for "electric vehicle charging only." As determined in MMD2015-00027, the minimum off-street parking requirement for all existing uses in Washington Square shopping center is 3,538 spaces. The applicant's proposal to restripe five (5) spaces will not alter the total parking count. Accordingly, staff finds there is adequate off-street parking,with 6,803 spaces provided. Upon review of the applicant's plans and narrative,staff finds that all other applicable requirements are met.This criterion is met. 2. The modification is not a major modification. FINDING: Staff finds that the changes listed in TDC 18.360.050.B.1-11 are either satisfied or do not apply.Therefore,the proposed development is not a major modification.This criterion is met. CONCLUSION: The proposal is a Minor Modification of existing site development and is in compliance with the applicable requirements of this Title.
