In the original application (submitted on September 1, 2015), the applicant did not propose any exterior changes to the site; the approval solely addressed the tenant space's change of use from sales-oriented retail to a medical/dental office. The applicant now proposes to make the following exterior changes to the on-site parking lot: • Remove one (1) standard parking space in order to create one (1) new ADA van accessible parking space with an ADA accessible curb ramp, located adjacent to the existing building's east side. • Create one (1) new on-site pedestrian walkway, located adjacent to the existing building's west side. In MMD2015-00030, staff determined the minimum off-street parking requirement for the subject site is 38 spaces. Staff reviewed the applicant's submitted site plan and determined there is adequate off-street parking, even with the proposed removal of one (1) standard parking space. Accordingly, the site's new total off-street parking count is 60 spaces. In addition, staff reviewed the applicant's site plan to determine the proposed walkway meets the on-site pedestrian walkway standards for location, design, and pedestrian safety, as outlined in TDC 18.705.030.F. In conclusion, the applicant's proposal is a Minor Modification of existing site development and is in compliance with the applicable requirements of this Title. The above-referenced exterior changes to 10763 SW Greenburg Road can be categorized under the original case file, MMD2015-00030. BACKGROUND INFORMATION Site Information: The project is located at 10763 SW Greenburg Road; north of SW Cascade Avenue, south of Highway 217, and west of SW Greenburg Road. The subject property is an approximately 5,833-square-foot tenant space within an existing shopping center. The 1.03-acre development site is made up of two parcels, and contains one commercial building, 61 parking spaces, and associated landscaping. The property is zoned Mixed Use Commercial (MUC),as are adjacent properties. The property is located in the Washington Square Regional Center Plan District. Proposal Description: The applicant is proposing a change of use to a tenant space at 10763 SW Greenburg Road. The 5,833- square-foot tenant space will combine two former sales-oriented retail stores, Suite 100 (2,933 square feet) and Suite 110 (2,900 square feet). The new tenant will be a medical/dental office use, Acadia Healthcare. SECTION IV. APPLICABLE REVIEW CRITERIA AND FINDINGS MINOR MODIFICATION OF SITE DEVELOPMENT REVIEW: Section 18.360.060.0 states that a Minor Modification shall be approved, approved with conditions or denied following the Director's review and as follows: 1. The proposed development is in compliance with all applicable requirements of this title; and Because the applicant has only proposed a change of use, which primarily affects off-street parking regulations, that is the main focus of this review. The change of use is from sales-oriented retail to medical/dental office. The 1.03-acre shopping center is a mixed-use, multi-tenant site, and is therefore subject to the required minimum vehicle parking formula outlined in 'IDC 18.765.030.D. Based on the applicant's submitted site plan, staff finds there is adequate parking at the development site,with 61 parking spaces provided. Upon review of the applicant's plans and narrative, staff finds that all other applicable requirements are met. This criterion is met. Al\I1)2015-00030.AcadialIcalthcarc 2 2. The modification is not a major modification. FINDING: The applicant submitted a traffic study to illustrate how the proposed change of use will not create an increase in vehicular traffic to and from the site that exceeds 100 vehicles per day (1'DC 18.360.050.B.7). The traffic study, prepared by Lancaster Engineering, concluded the change of use from sales-oriented retail to medical/dental office will result in an overall increase of 46 new vehicle trips per weekday. Accordingly, staff finds that the changes listed in TDC I8.360.050.B.1-11 are either satisfied or do not apply. Therefore, the proposed development is not a major modification. This criterion is met. CONCLUSION: The proposal is a Minor Modification of existing site development and is in compliance with the applicable requirements of this Title. SECTION V. The original Minor Modification (MMD) did not list any exterior changes as part of the MMD application, likely because the applicant was not aware of any exterior changes at the time of the application. The owner of the property does not want the new accessible parking space located on the west side of the building where we originally showed it. The building owner and the tenant have agreed to relocate the new accessible parking space to the east side of the building as shown on revised drawing sheet A- 100. A new curb ramp will be provided at this location. As with the original design, the new access aisle will remove one parking space for conversion to the access aisle. There will still be sufficient off-street parking spaces to meet minimum requirements of Tigard Development Code Chapter 18.765. No exterior alterations are proposed. The building itself is divided into separate leasable spaces. The applicant intends to lease the spaces designated as Suites 100 and 110. Suite 100 is 2,933 square feet and formerly housed a hair salon. Suite 110 is 2,900 square feet and currently houses a mattress outlet store. As shown in the attached site plan, a 1,527 square foot Subway shop, and a 3,110 square foot 7- Eleven shop occupy the other two spaces in the building. The total space in the building is 10,470 square feet, of which 5,833 square feet will be leased by the proposed medical clinic. Overall, the applicant is requesting Minor Modification Site Development Review approval consistent with applicant's response below. With regard to the criteria in TDC 18.360.050(6)(1)-(11) the applicant's response is as follows: (1) "An increase in dwelling unit density, or lot coverage for residential development." Applicant's Response: The proposed use is not residential. This criterion therefore does not apply. (2) "A change in the ratio or number of different types of dwelling units." Applicant's Response: The existing use is retail use and the proposed use is office use. This criterion therefore does not apply. (3) "A change that requires additional on-site parking in accordance with Chapter 18.765." Applicant's Response: The existing building contains 10,470 total square feet of leasable space and the site contains 61 total parking spaces, as shown on the attached site plan. The existing 1,527 square foot Subway shop is classified as a Fast Food Restaurant in TDC Table 18.765(c), and has a minimum parking requirement of 7.0/1,000 square feet. The Subway shop therefore requires 1.5 X 7.0 = 10.5 minimum parking spaces. The existing 3,110 square foot 7-Eleven shop is classified as Retail Sales in TDC Table 18.765(c) and has a minimum parking requirement of 3.0/1,000 square feet. The 7- Eleven shop therefore requires 3.1 x 3.0 = 9.3 minimum parking spaces. The proposed 5,833 square foot medical clinic is classified as Medical Office in TDC Table 18.765 (c) and has a minimum parking requirement of 3.9/1,000 square feet. The proposed medical clinic therefore requires 22.6 minimum parking spaces. The total minimum parking requirement for all of the uses (existing and proposed) is 10.5 +9.3 + 22.6 = 42.4 parking spaces. Because the site has 61 existing spaces, and the minimum number of parking spaces required for all of the uses is 42.4 spaces, the proposed change of use in Suites 100 and 110 will not require additional parking, beyond the 61 spaces that currently exist. This criterion therefore does not apply. (6) "A change in the type and location of accessways and parking areas where off-site traffic would be affected." Trip generation of the previous as well as the proposed uses of the suites will be addressed to determine whether the proposed use will continue as a Major or Minor Modification per the City of Tigard's Development Code Section 18.360. PROJECT DESCRIPTION Two suites,number 100 and 110, located at 10763 SW Greenburg Road in Tigard,Oregon, are being considered for use by Acadia Healthcare/CRC Health Group. Suite 100 of the building totals 2,933 square feet and currently houses a hair salon while Suite 110 totals 2,900 square feet and currently houses a mattress outlet store. TRIP GENERATION To estimate the number of new trips that will be generated by the existing and proposed uses of both suites, trip rates from the Trip Generation Manual' were used. Trip generation for the existing uses was calculated based on data for land-use code #820,Shopping Center, while trip rates for land-use #720, Medical-Dental Office Building, were used for the proposed development. Both trip rates utilize the gross floor area to determine daily traffic volumes. The trip generation calculations for the existing commercial uses were adjusted to account for pass- by trips. Pass-by trips are trips that are already on the transportation system that leave an adjacent roadway to patronize a land use before continuing in their original direction of travel, such as a Institute of Transportation Engineers(ITE). According to Trip Generation Handbook2,the average pass-by rate for shopping center uses is 34 percent. An overall weekday increase of 46 trips is anticipated following conversion of the building to medical office use. A summary of the trip generation calculations is shown in the following table.
