SECTION III. BACKGROUND INFORMATION Site Information: The project is located at 13545 SW Pacific Highway; northwest of SW Pacific Highway, south of SW Park Street, and east of SW Watkins Avenue. The 0.3-acre development site has direct frontage along SW Pacific Highway, and includes nine (9) parking spaces and associated landscaping. The site also contains a 3,792-square-foot commercial building, which is currently occupied by a motor vehicle servicing/repair use, Fast Lane Oil Change. The site is zoned General Commercial (C-G), as are surrounding properties to the north, south, and east; adjacent properties to the west are zoned Low- Density Residential (R-3.5). Proposal Description: The applicant is proposing a minor modification to on-site parking and landscaping at 13545 SW Pacific Highway,in order to relocate five (5) parking spaces. SECTION IV. APPLICABLE REVIEW CRITERIA AND FINDINGS MINOR MODIFICATION OF SITE DEVELOPMENT REVIEW: Section 18.360.060.0 states that a Minor Modification shall be approved, approved with conditions or denied following the Director's review and as follows: 1. The proposed development is in compliance with all applicable requirements of this title; and The applicant proposes to relocate five (5) parking spaces at 13545 SW Pacific Highway. As this modification will primarily impact the site's off-street parking and landscaping, this review will focus on those applicable development standards. Specifically,the applicant requests approval to: 1. Remove and replace (5) parking spaces. The subject site contains a 3,792-square-foot commercial building, which is currently occupied by a motor vehicle servicing/repair use, Fast Lane Oil Change. As required in TDC Table 18.765.2, the minimum off-street parking requirement for this site is eight (8) spaces (2 spaces/1,000 square feet, but no less than 4.0). Staff reviewed the applicant's site plan to determine there is adequate on-site parking, with nine (9) spaces provided. 2. Reconfigure and update the property's landscaping by planting two (2) new Red Maple trees, and installing various plants and shrubs. The minimum landscape requirement for the C-G zone is 15% (TDC Table 18.520.2). Staff reviewed the applicant's landscaping plan to confirm this proposal meets the minimum landscape requirement, with approximately 3,714 square feet of landscaping(28%) provided. Upon review of the applicant's plans and narrative,staff finds that all other applicable requirements are met.This criterion is met. 2. The modification is not a major modification. FINDING: Staff finds that the changes listed in TDC 18.360.050.B.1-11 are either satisfied or do not apply. Therefore,the proposed development is not a major modification.This criterion is met. The subject property is addressed as 13545 SW Pacific Highway, which is identified as Tax Lot 2S1 02CC 09000. The subject parcel is approximately 0.30 acres, as noted in Washington County's Assessment and Taxation records, in the City of Tigard's CG General Commercial zoning map designation. The subject parcel has 114.10 feet of direct frontage on SW Pacific Highway. The subject property is fully developed with existing paved parking, exterior lighting, existing landscaping along the front and side and an existing building that currently operates as an express automobile lube and oil change business. The site has an approved approach permit from Oregon Department of Transportation. No changes are being proposed to the existing landscaping, building or approach. No changes to sewer or water are proposed or needed for this application. Rather, this application is a request to pave the rear portion of the subject property to be utilized as parking spaces. Presently this area contains dirt, grass and weeds. The addition of the paved parking spaces will add some impervious surface to the site, so this request also represents a slight modification to the existing storm system. While not required, additional landscaping will be added to the existing rear landscape buffer and tree canopy coverage will be added over the new parking area. Currently, the subject property contains and utilizes four parking spaces, one of which is an ADA parking space. The existing business also uses five existing parking spaces on the adjacent piece of property. The adjacent piece of property does not presently contain any structures or paving, other than these five parking spaces utilized by the subject property. The adjacent piece of property is proposing new construction, which is represented by a separate Type II Site Development Review application, and the five parking spaces the subject property uses will be demolished. Therefore, the subject property needs to put those existing five parking spaces on its own property for its own use, with the net effect being each site will have the required amount of parking spaces for its individual use, contained on its own site, and there won't be any shared parking between the two properties. Section 18.360.060 Minor Modification(s) to Approved Plans or Existing Development A. Minor modification defined. Any modification which is not within the description of a major modification as provided in Section 18.360.050 shall be considered a minor modification. The applicable Minor Modification-Type I application has been submitted and this narrative has been prepared accordingly. There will be no changes to the building, existing on-site parking, existing landscaping, solid waste storage or approach. All of these items are existing and have been previously approved by the City of Tigard. Sheet 0.0 of the submitted drawings shows the addition of the five parking spaces, as well as a landscape island. Sheet L1.1 shows the additional proposed landscaping in the landscape island, which includes a red maple and 12 inkberry, and the additional proposed landscaping in the existing 15-foot wide screen buffer. Also shown is a proposed red maple at the outer edge of the last proposed parking space. The two proposed red maples provide 1,090 square feet of tree canopy coverage. The parking area is 2,663 square feet. The minimum canopy coverage over parking is 30% of the parking area, which equates to 799 square feet. The provided 1,090 square feet of canopy coverage exceeds the minimum 30%requirement with a 41%-coverage area. While not a requirement for this minor modification, the applicant is still going to be providing additional landscaping in the existing 15-foot wide buffer area along the rear of the property. Currently the existing 15-foot wide buffer area contains a 6-foot tall masonry fence and three cedar trees, all of which are shown on the Existing Conditions Map identified in the plan set as Sheet 1.0 and the Landscaping Plan, which is Sheet L1.0.The Landscaping Plan also shows the addition of 12 tall Oregon grapes in the existing buffer and 21 inkberry planted adjacent to the screen buffer, between the buffer and the edge of the last parking space. The existing landscaping area along the front and side of the existing building, along with the proposed landscaping at the rear of the subject property, provides a total square footage of 3,714 square feet. The minimum requirement is 15% of the site area, which equates to a minimum requirement of 1,960 square feet. The landscaping requirement has been met. The parking spaces are surrounded by future curb, as noted on Sheet 0.0 which is the Preliminary Site Plan. Each of the spaces is 8.5 feet wide by 18.5 feet long. The spaces will utilize a 25.7-foot wide drive aisle. The drive aisle is shared with the adjacent property and is the subject of a recorded Access Easement Document No. 2008065467. These five new spaces will join the existing spaces on the site, which include one ADA parking space with a loading/unloading area on its passenger side. The existing spaces are noted on Sheet 0.0.
