DECISION Notice is hereby given that the City of Tigard Community Development Director's designee has APPROVED the above request. The findings and conclusions on which the decision is based are noted in Section IV. MMD2016-00014 Tigard-Tualatin School District 1 THIS APPROVAL SHALL BE VALID FOR 18 MONTHS FROM THE EFFECTIVE DATE OF THIS DECISION. SECTION III. BACKGROUND INFORMATION Site Information: The project is located on the Tigard High School campus at 9000 SW Durham Road; south of SW Durham Road, and east of SW 92nd Avenue. The 43-acre school campus contains an existing high school, multiple accessory buildings, and extensive site improvements that include athletic facilities and parking lots. As specified in a previous minor modification (Case No. MMD2015-00018), there are 606 parking spaces located on site. The site is zoned Low-Density Residential (R-4.5). Proposal Description: The proposed minor modification to an approved conditional use would allow the construction of a two-story storage building on the Tigard High School campus. The structure will be approximately 800 square feet in size,and will be located adjacent to the school's existing running track and bleachers. The ground floor will provide storage for track and field equipment. The upstairs will be utilized by coaches to view and direct practices, as well as provide additional storage. SECTION IV. APPLICABLE REVIEW CRITERIA AND FINDINGS The proposed site improvements will modify the approved conditional use on the site. Therefore, compliance with applicable development standards must be demonstrated. MINOR MODIFICATION OF APPROVED OR EXISTING CONDITIONAL USE: Section 18.330.020.C.3 states a minor modification shall be approved, approved with conditions,or denied following the Director's review based on the following findings: 1. The proposed development is in compliance with all applicable requirements of this title; and FINDING: Staff reviewed the applicant's narrative, site plan, and elevations to confirm the proposed storage building meets the development standards for the R-4.5 zone, including minimum setback requirements and maximum building height.This criterion is met. 2. The modification is not a major modification. FINDING: Staff finds that the changes listed in TDC 18.330.020.B.2 are either satisfied or do not apply. Therefore, the proposed development is not a major modification.This criterion is met. CONCLUSION: The proposal is in compliance with the applicable requirements of this title, and is a minor modification of an approved conditional use. SECTION V. This facility will allow for easy and secure storage of track equipment. In turn this will reduce wear and tear on the equipment. It will also allow track officials to better oversee the track events and allow for shelter for the timing equipment. This facility will not increase traffic or site occupancy since it is storage and shelter not designed for occupancy. The structure as designed will meet the requirements of City Code 18.360.050 (B)as follows: 1. non-residential 2. No change 3. No change 4. No change 5. No change(height will be 18'6") 6. No change The proposed location of this structure is currently a grassy area where the officials stand. The elevated view enhances accuracy for timing and will protect both the officials and the sensitive timing equipment. Setback from the property line is not an issue since it will be situated within the existing track fenced area.
