Fill placed in Lot 1 59 at Summit Ridge during land development was found to be soft and
unsuitable for supporting the planned building during our site visit on February 26, 2016. We
recommended removal of the soft fill and made eight additional visits to Lot 1 59, the final visit
was on March 8. We assisted with identifying the limits of the fill to be removed and with
placement and compaction of crushed rock to replace the soft fill.
In our opinion the removal and replacement of soft fill with crushed rock has been completed,
allowing the forming and placement of foundations to go forward as planned on March 17. The
fill will support footing loads as intended.
The foundation plan for the home on Lot 159 includes an interior continuous footing that
supports a bearing wall. There are no other interior continuous footings. During excavation and
backfill, the downslope cut of the soil bench supporting the footing was cut too close to the
footing line. The edge of the cut is about 1 foot from the edge of the footing and is nearly vertical
along a portion of the footing alignment. The cut could endanger long term support of the
footing.
We recommend that following forms removal, the flat bench supporting the interior footing be
extended to a minimum width of 2 feet from edge of footing. The extended area should be
constructed as a "sliver-fill" using 3/4-inch minus crushed rock that is compacted to at least 90%
of the maximum density as determined by ASTM Dl 557. The slope below the flat bench should be
no steeper than 1 H:1 V (45 deg), extending to where it "catches" the lower flat bench of the
exterior footing line.

I made this visit at the request of Don Durst to observe foundation excavation subgrade conditions for single-family
home construction on Lot 1 59. While on site, I met with Mr. Durst, Mr. O'Rear and Mr. Kangus.
At the time of my visit, the contractor had just begun the foundation excavation at the front of the building envelope.
The building envelope was partially marked with offset survey stakes. Mr. O'Rear and Mr. Kangus stated that the
existing lot fill was soft at the planned footing elevations provided by DHI.
I observed the subgrade and probed the near surface soil with a steel shaft soil probe. The fill within about 4 feet of
the pre-excavation ground surface was soft silt with some (about 15%to 35%)gravel to cobble-sized, angular
fragments of basalt. On the northwest corner of the building envelope, the fill became stiff at a depth of about 4 feet
below pre-existing grade.
I recommended that the soft fill be removed from footing areas. Imported granular backfill may be necessary to
reconstruct the subgrade to re-establish planned footing elevations. Alternatively, the planned depth of footings may
be deepened to reach subgrade that is suitable for bearing support.

I made this visit at the request of Don Durst to observe foundation excavation subgrade conditions for single-family
home construction on Lot 1 59. While on site, I met with Mr. O'Rear and Mr. Kangus.
At the time of my visit, the contractor had completed a portion of the excavation on the front of the building envelope.
Mr. O'Rear and Mr. Kangus stated that soft fill in the PUE was hindering excavation and that the trackhoe had sunk up
to the cab.
I observed the subgrade on the front portion of the building envelope and probed the near surface soil with a steel
shaft soil probe. The northwest corner of the excavation was stiff fill, but the front-middle and northeast corner was
soft. I recommended that the soft fill be removed.
I remained on site and observed the removal of soft fill from the front-middle and northwest corner of the building
envelope to an approximate depth of 3 to 4 feet below the planned footing elevations. At this elevation, the subgrade
is generally stiff fill, but includes isolated medium-stiff and soft pockets.
The subgrade along the front of the building envelope is considered adequate for footing support provided that it is
capped with a minimum 1-to 2-foot-thick layer of compacted crushed rock such as 3/4"-0. I recommended that the
subgrade be covered with compacted crushed rock immediately in order to protect it from softening due to exposure
and disturbance by heavy equipment.
GCN should be contacted to observe the remaining portion of the foundation excavation, and test compaction of
crushed rock backfill.

I made this visit at the request of Don Durst and Reed Couch to observe foundation excavation subgrade conditions
for single-family home construction on Lot 1 59. While on site, I met with Mr. Couch, Mr. Durst, Mr. O'Rear and Mr.
Kangus.
At the time of my visit, the contractor had completed a second bench on the middle-portion of the building envelope.
I observed the subgrade on the front portion of the building envelope and probed the near surface soil with a steel
shaft soil probe. The subgrade beneath this second bench was soft to a depth of about 1 foot on the west and more
than 4 feet on the east. A 5-foot-high vertical cut face between the two benches was sloughing and caving with debris
accumulated at the base.
I observed the excavation of three test pits in the building envelope and encountered the following:
On the middle eastern perimeter: 6 feet of soft fill overlying very-stiff, rocky silt.
On the southwest corner: 1 foot of soft silt overlying very-stiff native silt.
On the southern-middle: 1-1/2 feet of soft fill overlying stiff fill.
I recommended that the soft fill be removed and replaced with imported crushed rock compacted to at least 90%of the
maximum dry density obtained by ASTM D1557 or equivalent. Placement of a minimum 1 foot thickness of
compacted crushed rock is recommended to protect the near surface subgrade from softening due to exposure and
heavy equipment. Thicker crushed rock backfill may be necessary in some areas. GCN should be contacted to observe
the subgrade prior to placement of granular backfill and test compaction of backfill.

I made this visit at the request of Reed Couch to attend site meeting with representatives of GeoPacific Engineering,
Northwest Earth Movers (NEI), Venture Properties,O'Rear Excavating and DR Horton. Attendees Included Jeff Hargens,
Jim Imbrie, Scott Neucom, Kevin Helton, Reed Couch, Chris O'Rear and others.
The group discussed the site conditions and construction activities. I stated that I observed soft fill conditions beneath
the building envelope extending to depths of 4 to 8 feet below finish grade.
The group observed the excavation of two test pits. The test pit on the eastern edge of the building envelope
encountered soft to medium-stiff fill to a depth of about 5 feet. Mr. Hargens stated the fill had been damaged by
O'Rear's equipment traffic and that groundwater flow in the native soil beneath the fill and was softening the fill. I
inquired if a subdrain had been installed beneath the fill and was told that no subdrain was installed. The second test
pit on the western edge of the lot encountered stiff fill at a depth of about 2 to 3 feet below finish grade.
Mr. Hargens proposed that NEI would provide the crushed rock for the fill repair, if DR Horton provided the labor. Mr.
Helton and Mr, Couch agreed that that would be acceptable. Mr. Imbrie stated that he thought the soft fill conditions
deeper than 4 feet below finish grade would be limited to Lot 159 and Lot 158.

I made this visit at the request of Reed Couch to observe the removal of soft fill from the building envelope on Lot 159.
Upon my arrival, Mr. Kangus showed me that the approximate 5-foot-high, vertical cut slope on the northwest
quadrant of the building envelope had caved back a few feet overnight. Northwest Earthmovers Inc. was delivering 3/"-
0 crushed rock to the site. I remained on site and evaluated fill strength with a steel rod soil probe as the excavation
progressed.
Mr.Jeff Hargens of NEI briefly visited the site and observed the excavation progress.
I observed the excavating contractor remove soft rocky silt fill from the western two-thirds of the middle portion of the
building envelope to approximate depths of 5 to 8 feet below pre-existing finish grade. The upper bench where the
caving occurred overnight was cut down about 2 foot deeper. The vertical cut bank between the upper and middle
portion of the building envelope was holding a vertical face. The vertical face exposed rocky silt fill that was generally
medium-stiff to stiff with isolated soft pockets.
The subgrade on the benched excavation on the middle portion of the building envelope was stiff to very-stiff fill that
was suitable for placement of structural backfill. I observed the excavating contractor begin placing 3/4"-0 crushed rock
on the approved subgrade.
Mr. Kangus stated that he would have the remaining soft fill removed, the subgrade ready for observation and would
be ready for a density test visit tomorrow morning.
I contacted GCN senior field technician, Bob Pendell, and scheduled him for a density test visit to the site.

I made this visit at the request of Reed Couch/Don Durst to observe removal of soft fill from the building envelope at
arranged time requested by Mr. Kangas. While on site, I met with Mr. Kangus and spoke with Mr. Durst over the
telephone.
At the time of my visit, the excavation contractor had removed a large portion of the remaining soft fill, but soft fill was
still present in some areas. Several lifts of imported crushed rock fill had been placed on the western-middle potion of
building envelope and front garage wall. On the southwest quadrant of the building envelope, the subgrade was very-
stiff native soil at depths of less than 4 feet below original finish grade but the subgrade had not yet been benched for
footings.
After conferring with Mr. Durst, I informed Mr. Kangas to contact me when the remaining soft fill was removed and the
subgrade was ready for observation. Mr. Kangas stated he would be ready at 1300.

I made this visit at the request of Reed Couch/Don Durst to observe removal of soft fill from the building envelope at
the arranged time requested by Mr. Kangas. While on site, I met with Mr. Kangus and left a voicemail message for Mr.
Durst.
At the time of my visit, the excavation contractor had removed the remaining soft fill from the building envelope. The
subgrade is ready for placement of imported crushed rock backfill.
An approximate 15-foot-wide and 8-foot-thick section of the existing rocky silt fill was left in place beneath the
northern portion of the building envelope. This fill as exposed in a vertical excavation face is stiff with medium-stiff
seams and isolated soft pockets. In our opinion,this fill may remain provided that it is laterally supported with a
wedge of imported crushed rock fill on the middle portion of the building envelope and capped by a 1-to 2-foot-thick
layer of crushed rock. The fill surface at the northeast quadrant of the building envelope has likely been damaged due
to its use as an off-loading area and equipment staging area. I recommended to Mr. Kangus that once the stockpiled
rock is taken away from this area, all soft material should be removed and the area backfilled with crushed rock.

I made this visit at the request of Don Durst to observe foundation excavation subgrade conditions for single-family
home construction on Lot 1 59. While on site, I met with Mr. Kangus. I left a voicemail message for Mr. Durst.
At the time of my visit, the contractor had completed about 90%of the structural fill repair with imported crushed rock,
and was compacting crushed rock fill with a vibratory sled compactor. The southern portion of the excavation
subgrade (with the exception of the southeast corner) is native, very-stiff silt.
The following areas remain to be completed:
1. Southeast building corner-About a 1-foot-thick section of soft fill needs to be removed and replaced with
compacted crushed rock fill.
2. Northeast building corner-Crushed rock fill is loose and needs to be compacted.
Once the remaining crushed rock fill is placed at the above areas and passing density tests are obtained on finish
grade surfaces, the subgrade will be prepared in general conformance with the project specifications and our
recommendations, and should perform as intended to support single family home foundations. Footings should be
formed such that they maintain a minimum 1 H:1 V setback from the base of unsupported near vertical cuts.
